就连这么两个副局级都是胡锦涛的人，还有习近平什么事儿啊。习近平早就下台半年多了。所以我要聊三个话题，第一个是李肇星，他自己说的，他怎么当邓小平的秘书的。第二个话题，毛宁和李肇星的关系。第三个话题，郭嘉昆和李肇星的关系。
首先呢，这篇文章是李肇星自己写，不是我说的。除非李肇星撒谎，他也没有必要撒这个谎。这篇文章发表在2019年09月20日的《广安日报》上，标题叫做《忆外事工作中的小平同志》。广安就是邓小平老家，毛宁就是在四川乐山挂职。当然了乐山离广安还是挺远的。这个世界上没有巧合地事情，所以的事情都是有原因的。只是很多事情我们不到原因而已，因为共产党是黑箱操作，黑箱运作的。
我们看李肇星自己怎么说的？1984年春，我（李肇星）奉命从驻莱索托王国大使馆调回，任当时外交部新闻司司长马毓真的助手，兼部发言人。这开始了我自1964年进入外交部以来最忙碌、心理负担最重的一段日子。对新的工作不熟悉，知识面不够，缺乏相关经验。这之前，我只在非洲常驻过九年，在“五七”干校、解放军农场劳动三年，并在外交学会、全国总工会、共青团中央、文化部以及解放军南京高等军事学院做过翻译。

从那时起，我开始不断有机会为小平同志工作，能经常当面聆听他对外宾的谈话，直接学习他如何为祖国交朋友，维护人民利益。1984年秋的一天，我第一次参加小平同志会见外宾的活动，担任会见的发言人，即负责写会见的吹风稿，然后向中外记者宣读；说得更明白点，大体相当于为国家通讯社起草新闻稿的初稿。
李肇星写的很清楚了。李肇星早期扮演的就是邓小平的外交大秘的角色。我们看邓小平其实很不着调，邓小平根本就不看李肇星写的东西。
第一次近距离见到小平同志，给我留下了非同寻常的印象。说非同寻常，不是说他看上去与常人有什么不同或是架子大，而是说他对自己的事业那么充满信心，对外国朋友那么真诚、坦率，谈吐深入浅出，有针对性，分寸感强，对自己身边的同志又那么随和。
记得他比外宾提早大约十分钟来到人民大会堂福建厅。时任外交部副部长的韩叙赶忙说：“小平同志，我想把会见的有关情况向您汇报一下。”小平同志说：“不用了。”韩叙又拿出一份简报，小平同志说：“不看了。”接着就坐在那里沉思。
我抓紧时间写我的吹风稿，我想在会见结束前成文，以便呈送小平同志审阅。这是我的前任留给我的宝贵经验。会谈结束前的六七分钟，我写好了草稿，然后紧紧盯着小平同志，心想千万不能让他不看、不听我的稿子就走了。我的前任们说过，等他离开后再找他就难了。不一会儿，小平同志和外宾握手告别。
外宾走后，我顾不上初次与小平同志说话的拘谨，径直走到他面前：“小平同志，我已写完了消息草稿，想给您念念，请您审批。”小平同志似乎很容易便听懂了我的山东普通话，微微笑了笑，摆摆手，用浓重的四川话说道：“消息稿？不用念了。责任制嘛，这是你的事。”接着又说：“感谢外交部的同志，你们工作得不错。不拉手了，再见。”没想到，第一次担任小平同志的发言人就这样平平常常地结束了。
大家看，邓小平根本就不看李肇星写的东西，爱怎么写，怎么写。1984年邓小平已经80岁，什么事情都管，他能活92岁？累也累死了。李肇星的文章，还有其他的内容，我就不念了。简单说，就是李肇星就是邓小平的外交秘书，负责写写新闻稿。李肇星的上级就是邓小平和马毓真。马毓真和毛宁是什么关系呢？
马毓真和毛宁是什么关系
1999年6月 – 2001年12月，27岁的毛宁任中华人民共和国驻香港特派员公署随员、三秘。特派员马毓真（1997年7月 – 2001年4月）。中国外交部驻港特派公署有多少人，我不知道，驻澳门是50人编制。中联办的编制多，480人。驻港特派公署我觉得最多就是80个人。大家想这个单位一共80个人，毛宁能不认识马毓真吗？一共就这么几个人，天天低头不见抬头见的。
所以毛宁一中国外交部第一个认识的可能认识的总书记的人，就是马毓真。马毓真和李肇星是邓小平的新闻秘书。当时毛宁才27岁，符合正部级35岁定律。毛宁27岁就认识了马毓真，认识了李肇星。毛宁是不是就是李肇星的人，我不太确定，但是对于一个副司长。这种级别的人，这些信息，我想已经足够了。毛宁会不会当新闻司的司长，我不知道。我给介绍了毛宁和前任新闻司司长马毓真和李肇星的联系。这个世界上没有巧合的事情，也没有无缘无故的事情。都是有原因的，我们可能不知道而已。
中国外交部第35任发言人郭嘉昆也是李肇星的背景。2012年4月24日，外交部原驻贝宁、突尼斯大使李蓓芬和外交部考录宣传小组成员来到南开大学开展考录宣讲工作。外交部非洲司四处副处长郭嘉昆作为南开大学优秀校友与大家分享了10年外交部工作的生活经历与细节带给他的成长。李蓓芬就是李肇星的铁杆亲信。李蓓芬曾经是外交部新闻司处长、参赞。李蓓芬是1978年－1984年在中国外交部新闻司。李肇星简历写得是1985年，实际上1984年春天，李肇星从莱索托王国回到中国。
所以李蓓芬和李肇星在新闻司是有交集的，但是不多。李蓓芬在新闻司和马毓真的交集比较多。所以就是全家桶，马毓真，李肇星，李蓓芬都是一家子。这里面最大的梗，就是中国的银弹外交，李肇星给李蓓芬特批了一笔钱，和台湾抢邦交国。

李蓓芬的两任大使任期都在非洲，第一任是2004年至2008年的驻贝宁大使。上任前，李肇星外长一再嘱咐我要“为国家守好阵地”。李肇星嘱咐李蓓芬，这是李蓓芬自己说的。
2006年初当选的新总统亚伊是非洲新一代领导人。如何做好受西方教育、知识型的领导人工作，保持和深化中非友好关系，是我的新课题，也是台湾“银弹外交”对我的考验。我必须抓住一切机会，利用各种途径做好新总统工作。

人家不一定非要在中国生产，在越南在菲律宾在印度在墨西哥照样可以生产。所以中国叫做世界工厂不叫作中国工厂。中国如果不遵守文明世界的秩序，中国经济会很快崩溃。中国不属于共产党，更不属于习近平。中国属于每一个人热爱自由的人。好的，谢谢大家。

Li Zhaoxing served as Deputy Director and Director of the Information Department of the Ministry of Foreign Affairs from 1985 to 1990. And Li Zhaoxing later became China’s Minister of Foreign Affairs. When Li Zhaoxing was the Minister of Foreign Affairs, he had every right to promote Mao Ning and Guo Jiakun. And after Li Zhaoxing stepped down.
Since Li Zhaoxing had served as the Minister of Foreign Affairs. He still had remnants of political power in the Ministry of Foreign Affairs, it was not surprising that he could continue to promote Mao Ning and Guo Jiakun. And Mao Ning and Guo Jiakun both had Li Zhaoxing’s background, which was definitely not accidental. The big foreign propaganda said that Li Zhaoxing was Jiang Zemin’s man. But according to what Li Zhaoxing himself said, he was a secretary to Deng Xiaoping. Then Li Zhaoxing was Hu Jintao’s man. I am not completely sure of the factions of Mao Ning and Guo Jiakun. But there is already such an answer. Mao Ning and Guo Jiakun are Hu Jintao’s people. Whether it is accurate or not, I am not sure, but Mao Ning and Guo Jiakun are two deputy bureau-level officials. There is no need to study it too deeply, although Mao Ning and Guo Jiakun have a high exposure. Everyone thinks, why did Mao Ning go to Sichuan, Deng Xiaoping’s hometown, to work? Are all things in this world coincidental?
Even these two deputy bureau-level officials are Hu Jintao’s people, so what does Xi Jinping have to do with it? Xi Jinping has been out of office for more than half a year. Let’s see what Li Zhaoxing himself said. In the spring of 1984, I (Li Zhaoxing) was ordered to be transferred back from the Chinese Embassy in the Kingdom of Lesotho to serve as the assistant of Ma Yuzhen, the then Director of the Information Department of the Ministry of Foreign Affairs, and also as the spokesperson of the Ministry. This began the busiest and most psychologically burdensome period since I entered the Ministry of Foreign Affairs in 1964. I was unfamiliar with the new job, lacked knowledge, and lacked relevant experience. Before that, I had only been stationed in Africa for nine years, worked in the “May 7th” Cadre School and the PLA Farm for three years, and worked as a translator in the Institute of Diplomacy, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League, the Ministry of Culture, and the Nanjing Military Academy of the PLA.
You see, the spokesperson of the Chinese Ministry of Foreign Affairs in front of Li Zhaoxing, the Director of the Information Department, is indeed Ma Yuzhen, and Ma Yuzhen is Li Zhaoxing’s master. Then Li Zhaoxing’s resume also wrote that he had worked in the Embassy of the Kingdom of Lesotho before. Yes, the Communist Party is used to making up stories, but it cannot even make up its own experiences. So, this article was indeed written by Li Zhaoxing himself.
From then on, I had the opportunity to work for Comrade Xiaoping, often listening to his conversations with foreign guests in person, and directly learning how he made friends for the motherland and safeguarded the interests of the people. One day in the fall of 1984, I participated in Comrade Xiaoping’s meeting with foreign guests for the first time, and served as the spokesperson for the meeting, that is, I was responsible for writing the briefing draft of the meeting and then reading it to Chinese and foreign reporters; to put it more clearly, it was roughly equivalent to drafting the first draft of the press release for the national news agency.
Li Zhaoxing wrote very clearly. In the early days, Li Zhaoxing played the role of Deng Xiaoping’s diplomatic secretary. We think Deng Xiaoping is actually very unreliable, and Deng Xiaoping doesn’t read what Li Zhaoxing wrote at all.
The first time I met Comrade Xiaoping up close, I was left with an extraordinary impression. To say extraordinary does not mean that he looks different from ordinary people or has a big air, but that he is so confident in his career, so sincere and frank to foreign friends, his conversation is simple and easy-to-understand, targeted, and has a strong sense of propriety, and he is so easy-going with the comrades around him.
I remember that he arrived at the Fujian Hall of the Great Hall of the People about ten minutes earlier than the foreign guests. Han Xu, then Vice Minister of Foreign Affairs, hurriedly said, “Comrade Xiaoping, I want to report to you about the meeting.” Comrade Xiaoping said, “No need.” Han Xu took out another briefing, and Comrade Xiaoping said, “I won’t read it.” Then he sat there in deep thought.
I hurried to write my briefing draft. I wanted to finish it before the end of the meeting so that I could submit it to Comrade Xiaoping for review. This is a valuable experience left to me by my predecessor. Six or seven minutes before the end of the meeting, I finished the draft, and then stared at Comrade Xiaoping closely, thinking that I must not let him leave without reading or listening to my draft. My predecessors said that it would be difficult to find him after he left. After a while, Comrade Xiaoping shook hands with the foreign guests and said goodbye.
After the foreign guests left, I ignored the awkwardness of talking to Comrade Xiaoping for the first time and walked straight to him: “Comrade Xiaoping, I have finished the draft of the news, and I want to read it to you for your approval.” Comrade Xiaoping seemed to understand my Shandong Mandarin easily. He smiled slightly, waved his hand, and said in a thick Sichuan dialect: “The news draft? No need to read it. The responsibility system is your business.” Then he said: “Thank you comrades from the Ministry of Foreign Affairs, you have done a good job. No more handshakes, goodbye.” Unexpectedly, the first time as Comrade Xiaoping’s spokesperson ended in such an ordinary way.
You see, Deng Xiaoping didn’t read what Li Zhaoxing wrote at all. He wrote whatever he wanted. Deng Xiaoping was 80 years old in 1984. He was in charge of everything. Could he live to be 92 years old? He was exhausted. I won’t read Li Zhaoxing’s article and other contents. From June 1999 to December 2001, 27-year-old Mao Ning served as an attaché and third secretary of the Office of the Commissioner of the People’s Republic of China in Hong Kong. Commissioner Ma Yuzhen (July 1997-April 2001). I don’t know how many people there are in the Office of the Commissioner of the Ministry of Foreign Affairs of China in Hong Kong. The office in Macau has 50 people. The Liaison Office of the Central People’s Government in the Hong Kong Special Commission has more people, 480 people. I think the maximum number of people in the Office of the Commissioner in Hong Kong is 80. Think about it, there are 80 people in this unit, how could Mao Ning not know Ma Yuzhen? There are only a few people in total, and they see each other every day.
So the first person Mao Ning met in the Ministry of Foreign Affairs of China who might know the general secretary was Ma Yuzhen. Ma Yuzhen and Li Zhaoxing were Deng Xiaoping’s press secretaries. At that time, Mao Ning was only 27 years old, which met the 35-year-old rule for ministerial-level officials. Mao Ning met Ma Yuzhen and Li Zhaoxing at the age of 27. I am not sure whether Mao Ning is Li Zhaoxing’s man, but for a deputy director. For a person of this level, I think this information is enough. I don’t know whether Mao Ning will be the director of the Information Department. I introduced the connection between Mao Ning and the former director of the Information Department, Ma Yuzhen, and Li Zhaoxing. Guo Jiakun, the 35th spokesperson of the Chinese Ministry of Foreign Affairs, is also Li Zhaoxing’s background. On April 24, 2012, Li Beifen, the former ambassador of the Ministry of Foreign Affairs to Benin and Tunisia, and members of the Ministry of Foreign Affairs’ recruitment publicity team came to Nankai University to carry out recruitment publicity work. Guo Jiakun, deputy director of the Fourth Division of the African Department of the Ministry of Foreign Affairs, as an outstanding alumnus of Nankai University, shared with everyone the life experience and details of his 10 years of work in the Ministry of Foreign Affairs. Li Beifen is Li Zhaoxing’s iron confidant. Li Beifen was once the director and counselor of the Information Department of the Ministry of Foreign Affairs. Li Beifen worked in the Information Department of the Chinese Ministry of Foreign Affairs from 1978 to 1984. Li Zhaoxing’s resume says that he was born in 1985, but in fact, in the spring of 1984, Li Zhaoxing returned to China from the Kingdom of Lesotho.
So Li Beifen and Li Zhaoxing had some interactions in the Information Department, but not much. Li Beifen had more interactions with Ma Yuzhen in the Information Department. So it was a family bucket, Ma Yuzhen, Li Zhaoxing, and Li Beifen were all one family. The biggest stalk here is China’s silver bullet diplomacy. Li Zhaoxing approved a special sum of money for Li Beifen to compete with Taiwan for diplomatic allies.

Li Beifen’s two ambassadorial terms were both in Africa, the first was the ambassador to Benin from 2004 to 2008. Before taking office, Foreign Minister Li Zhaoxing repeatedly told me to “defend the position for the country.” Li Zhaoxing told Li Beifen, this was what Li Beifen said herself.
The new president elected in early 2006 is a new generation of African leaders. How to do a good job of being educated in the West and knowledgeable Leader work, maintaining and deepening China-Africa friendly relations, is my new subject, and also a test for me by Taiwan’s “silver bullet diplomacy”. I must seize every opportunity and use various channels to do a good job as the new president.
Cotton is Benin’s pillar industry. The early days of Yayi’s administration were the cotton planting period. Domestic cotton farmers were unwilling to plant cotton because of the debts owed by the previous government. The situation was very urgent. He urgently summoned ambassadors from five countries, including the United States, Germany, and China, for help. The ambassadors of Western countries put forward prerequisites and said that time was tight and there was no possibility of operation. Our embassy reported to the country overnight and made suggestions: spend money on the cutting edge, do things that Westerners cannot do, and provide Benin with a small amount of cash assistance urgently. The relevant domestic departments handled the matter specially and transferred the money in a week.
This was in 2006. Wasn’t the Foreign Minister Li Zhaoxing? It was Li Beifen, the Chinese ambassador to Benin, who asked the Ministry of Foreign Affairs to transfer money in order to compete with Taiwan for diplomatic allies. Special matters were handled specially, and the money was transferred in a week. It was Li Zhaoxing who transferred money to Li Beifen. He didn’t embezzle or take kickbacks, so I don’t know.
Their relationship is like this. Li Beifen and Li Zhaoxing both came from the News Department. Li Beifen and Li Zhaoxing had a brief intersection in the News Department. Li Zhaoxing, Li Beifen, and Mao Ning all have the same master, Ma Yuzhen. Li Beifen is Guo Jiakun’s master. Li Zhaoxing is a man of Deng Xiaoping and Hu Jintao, not a man of Jiang Zemin. Everyone thinks, why must the big foreign propaganda lie and say that Li Zhaoxing is a man of Jiang Zemin? Isn’t it just to cover up the fact that the big foreign propaganda took Xi Jinping’s money and attacked Hu Jintao? Jiang Zemin is just their fig leaf. Mao Ning and Guo Jiakun are both Hu Jintao’s men, and Xi Jinping has stepped down. None of the promoted officials are Xi Jinping’s men.
Finally, I would like to express my feelings a little bit, and I would like to share my personal thoughts. I have always thought that China does not belong to the Communist Party, let alone Xi Jinping. I disdain Xi Jinping’s claim that he is a second-generation red. Xi Jinping is nothing. The real pure second-generation red is Mao Xinyu. This is what someone told me during the 2008 Beijing Olympics. The Olympics belong to the International Olympic Committee, which took over Beijing, renting it to host the Olympics. It doesn’t have to be held in Beijing, the International Olympic Committee can hold the Olympics in Tokyo, Paris, or London. In the same way, China is called the world’s factory. This is the United States or Europe and Japan, renting Chinese factories to produce.
People don’t have to produce in China, they can produce in Vietnam, the Philippines, India, and Mexico. So China is called the world’s factory, not the Chinese factory. If China does not abide by the order of the civilized world, China’s economy will collapse soon. China does not belong to the Communist Party, let alone Xi Jinping.
