田纪云是山东肥城人，而肥城属泰安管辖，田纪云早年在山东从事“革命”工作，后南下贵州，再调至四川，从而成为时任四川省委第一书记赵紫阳的心腹大将。赵紫阳升任总理后，于1981年调田纪云进京任国务院副秘书长，仅两年后即高升为国务院副总理兼国务院秘书长，1985年后更成为中共中央政治局委员、中央书记处书记，并担任中央财经领导小组副组长，可谓权顷一时。
