就在本周三（2025年2月19日），美国总统川普在接受媒体采访时表示，愿意与习包子达成新的贸易协议，以避免贸易战。贝森特与何立峰周五的这次通话似乎为中美贸易关系发展展现出了新的可能。但是川普这么说到底是川普真实的想法，还是只是川普的策略，还没有定论呢。
美国财长贝森特周四在接受彭博社采访时就这次通话指出，这是一次初步谈话，他将在通话中重申美国长期以来的呼吁，敦促其最大的地缘战略竞争对手努力实现经济再平衡，并转以国内消费为主。
其实，美国财长已经说的很清楚，就两点一是贸易平衡，二是要求中国以国内消费为主。说白了，中国还是抱有侥幸。贸易平衡的意思就是，美国对中国不再有贸易逆差，中国对美国不再有贸易顺差。说白了，就是美国不想再让中国占美国的便宜。美国对中国有巨大贸易逆差，这是不可持续的。长期下去，中国持续吸血美国，美国一直举债，迟早会把美国拖垮。美国现在已经欠下了36万亿美国的债务。
美国要想消减债务必须打垮中国，不能让中国继续吸血
通话后，美国和中国政府所发的相关通告内容相对简单。在中国政府网的通告中提到，何立峰主要“就近期美对华加征关税等限制措施表达严正关切”；而美国白宫的通报则指出，贝森特主要对中华人民共和国在禁毒工作、经济失衡以及不公平政策方面表示严重关切。
何立峰谈到关税问题，这确实是目前中国最为关心的问题，“这个对于中国经济，尤其是所谓三驾马车当中的出口美国，这个每年有5千多亿的出口额，这些商品加上这个关税，这就相当于凭空增加了1500亿美元的负担。
据中国金融机构东吴证券的计算，川普第一届政府时期对中国进口商品加征的平均关税达19.3%；加上本次加征的10%，总共是加征了接近30%的关税。
关税的加征会迫使国际产业链重构，对中国形成很大的威胁，“现在在中国生产的这些外资企业，第一需求可能就是现在赶紧调整我的生产基地，转移到中国以外的，美国不加征那么多关税的地方。”他说，这意味着人家不跟你中国做生意了。
说白了就是美国不想让中国继续占美国的便宜，但是中国就一直缠着美国，死乞白赖的。只要还是因为利益太庞大了，5000亿美元。现在已经加税到30%。在中国看来，不过是少挣一点钱，只要没有美国禁止中国向美国出口。中国就一直死乞白赖的向美国出口，能骗到多少钱算多少钱。
对于美方把禁毒问题放在这次通话的首位，这说明美方对此看得很重，“因为川普必须从源头上制止芬太尼进入美国，川普对于加拿大、墨西哥比较强硬的立场就说明了川普在这方面的决心。”芬太尼这个问题并不难以解决，只要中方有意愿这么去做，但中方可能有自己的想法，“毕竟第一，地方政府或相关方可以赚钱、赚到外汇；再一个，它留在手里，可以作为与美方谈判的杠杆，与美方打交道。”
