清远市迅速投入6.19项目工作，展开首次抓捕行动

（清远6.19专案专报之二）

7月1日—7月15日

我市6.19项目组成立后，项目组成员立即投入工作，根据初步掌握曾经作案犯罪嫌疑人的情况，刘伟文副局长明确要求：项目组每周召开一次案件碰头会，各参战单位各司其职、通力合作，运用大情报系统和网上作战方略开展侦查工作。项目组侦技人员按照省厅刑侦局部署和项目指挥部要求，迅速开展了六方面工作：

一是启动项目侦破机制，以刑侦部门为主侦单位协调各地和技侦、网警、情报部门开展工作；

二是围绕曾有类似作案前科的125名嫌疑人员和佛冈、英德案犯户籍地实施基础摸查；

三是立足我市已发的4宗现行案件展开侦查，加大工作力度，全力缉拿在逃作案人员，深挖扩线扩大战果；

四是充分运用大情报系统进行全面分析分析，疏理相关数据数据拓挖案源，实施网上作战方略；

五是及时将犯有前科的佛冈英德籍嫌疑人录入大情报系统进行临控，掌握可疑人员实时动向，并力求发现“四同”人员；

六是制定下发《关于加强撞车党接处警工作的通知》，加强类似案件接处警工作指引，利于日后工作。

经过项目组排查、分析、分析、侦控，目前新发现67名类似作案可疑人员（含原掌握125名合计共192名），192名前科嫌疑人员中排查分析出36个团伙，其中3个团伙近两个月常在东莞、佛山、深圳活动，行为高度可疑。网侦工作发现192人中5人在网上活动有作案嫌疑，网上活动用语大多为：“做骨、做酒、手镯”.

通过十多天紧张有序的侦查，结合案件实际，项目组决定，对4月19日发生在佛冈县的诱骗青少年吸食毒品故意伤害致死案在逃主犯实施首次抓捕行动。7月9日，由刘伟文副局长和张小平支队长亲自指挥，我局技侦部门通过广州市公安局技侦的全力配合，项目组成功抓获躲藏在广州花都区新华街东镜村市场附近一出租屋的4.19案在逃犯梁志明，经被步审讯，梁对作案供认不讳，目前案件正加紧审理中。

下一步，项目组计划开展工作：

1,定期综合总结案件情况，强化沟通协作；

2,制定类似案件情报分析标准，充分利用、运用大情报系统进行分析、分析、掌控，并实行网上作战和异地联动侦查，必要时由省厅协调案犯实施犯罪地的公安机关对犯罪事实展开调查；

3,立足现案加大侦查力度，对抓捕的犯罪嫌疑加强审讯、深挖扩线、追捕诱骗青少年作案的主犯“老鬼”；

4,强化证据意识，全力收集犯罪证据，将现行案件办成“铁案”、“经典案”;

5,继续深入开展基础排查工作，掌握案犯个人、家庭、关系、同伙、作案规律、用语等相关情况。

Cooperate, use the big intelligence system and online combat strategy to carry out investigation work. According to the deployment of the Provincial Criminal Investigation Bureau and the requirements of the project headquarters, the investigators of the project team quickly carried out six aspects of work:

The first is to start the project detection mechanism, with the criminal investigation department as the main investigation unit to coordinate work with technical investigation, cyber police, and intelligence departments in various regions;

The second is to carry out basic investigations around the 125 suspects who have similar criminal records and the household registration places of Fogang and Yingde criminals;

The third is to start investigations based on the 4 current cases that have been reported in our city, intensify efforts to arrest the perpetrators who are at large, and dig deep to expand the line and expand the results;

The fourth is to make full use of the big intelligence system to conduct comprehensive analysis and analysis, sort out relevant data and data to dig out the source of the case, and implement online combat strategies;

The fifth is to promptly enter the Fogang British-German suspects who have criminal records into the big intelligence system for clinical control, grasp the real-time movements of suspicious persons, and strive to find “four same” persons;

The sixth is to formulate and issue the “Notice on Strengthening the Work of Police Collision Party” to strengthen the guidelines for handling similar cases to the police, which will benefit future work.

After investigation, analysis, analysis, and investigation by the project team, 67 similar suspects have been discovered (192 in total including 125 previously known), and 36 gangs have been found out of the 192 criminal suspects, of which 3 gangs In the past two months, he has often been active in Dongguan, Foshan, and Shenzhen, and his behavior is highly suspicious. Internet investigations found that 5 of the 192 people were suspected of committing crimes online. Most of the online activities used the words: “making bones, making wine, bracelets”.

After more than 10 days of intense and orderly investigation, combined with the actual situation of the case, the project team decided to implement the first arrest operation for the fugitive main culprit in the case of deceiving teenagers to take drugs and intentionally injure them to death in Fogang County on April 19. On July 9th, under the personal command of Deputy Director Liu Weiwen and Zhang Xiaoping, the technical investigation department of our bureau cooperated fully with the technical investigation of Guangzhou Public Security Bureau. Liang Zhiming, the fugitive in the 4.19 case in the rental house, was interrogated and confessed to committing the crime. The case is currently under intensive trial.

In the next step, the project team plans to carry out work:

1. Periodically comprehensively summarize the case situation and strengthen communication and cooperation;
2. Formulate intelligence analysis standards for similar cases, make full use of large intelligence systems for analysis, analysis, and control, and implement online operations and joint investigations in different places. When necessary, the provincial department will coordinate with the public security organs where the criminal committed the crime to investigate the facts of the crime ;
3. Increase investigation efforts based on the current case, strengthen the interrogation of the arrested criminal suspects, dig deeper and expand the line, and hunt down the “old ghost” who lures young people into committing crimes;
4. Strengthen the awareness of evidence, make every effort to collect criminal evidence, and turn current cases into “iron cases” and “classic cases”;
5. Continue to carry out in-depth basic investigation work, and grasp the perpetrator’s personal, family, relationship, accomplices, crime rules, language and other related information.
