“6.19系列伤害勒索案”清远市工作情况

（专案专报之五）

自8月7日，我清远项目组协调各警种密切联动，适时出击，打掉了以李启兵、罗社锦为首的伤害勒索团伙，项目组立即开展深挖扩线工作，经过加强审讯，嫌疑人供述，结合SIS系统信息排查、通讯数据比对分析分析、警综系统等数据排查，目前已初步排出18名参与“碰碰车”伤害勒索的嫌疑人，经进一步资料核查，扩线分析排查出8个团伙，并取得其实时使用的手机号码，其活动范围大部分在珠三角一带。（名单附后）

下一步工作建议：

1、在打击处理上，鉴于该类案件涉及金额少、涉案证据收集难度大且跨区域作案，管辖区域难以区分等现实情况，建议省厅项目组尽快与检察院、法院沟通联系，研究解决办法;或者与法制部门协商，研究该类案件的劳动教养的适用问题；

2、在案件管辖上，建议对我项目组排查出的团伙由省厅项目组根据其活动最频繁的范围指定其地市进行立案，并负责包案打击；

3、在案件核实认定上，目前我项目组抓获的对象供认的案件均在珠三角一带，且数量较大，我方难以一一核实，建议省厅项目组就该类案件协调各地市，由相关地市进行案件核实。

“6.19 Series of Injury and Extortion Cases” Work Situation in Qingyuan City
(Special Report No. 5)

Since August 7, our project team in Qingyuan has coordinated closely with various police departments to strike out at the right time and wiped out the extortion gang headed by Li Qibing and Luo Shejin. The project team immediately started digging and expanding the line. According to the person’s confession, combined with SIS system information screening, communication data comparison and analysis, police comprehensive system and other data screening, 18 suspects involved in the “bumper car” injury blackmail have been preliminarily identified. gang, and obtained their real-time mobile phone numbers. Suggestions for next steps:

1. In terms of combating and handling, in view of the fact that such cases involve a small amount of money, the collection of evidence involved is difficult, crimes are committed across regions, and jurisdictions are difficult to distinguish, it is recommended that the project team of the provincial department communicate with the procuratorate and the court as soon as possible to study solutions; Or consult with the legal department to study the application of reeducation through labor in such cases;
2. In terms of case jurisdiction, it is suggested that for the gangs detected by our project team, the provincial department project team should designate the prefectures and cities according to the scope of their most frequent activities to file a case, and be responsible for cracking down on the case;
3. In terms of case verification and identification, the cases that our project team has captured and confessed to are all in the Pearl River Delta area, and the number is relatively large. Relevant cities will conduct case verification.
