侦审配合 联动出击 推进新机制有效发展—王东副支队长在市局打击犯罪新机制工作会议上的发言提纲
各位领导、同志们，大家上午好！
非常荣幸能够在这里与大家就打击犯罪新机制工作进行交流，首先我代表朝阳分局党委感谢一直以来对朝阳刑侦工作，特别是“打击犯罪新机制”跨区域办案协作工作，给予巨大支持和帮助的刑侦总队和其他兄弟单位。
今天，我的发言题目是《侦审配合，联动出击，推进新机制有效发展》。
2011年上半年，朝阳分局认真贯彻落实公安部、市局的各项重要指示精神，依托“跨区域办案协作平台”，在刑侦总队的正确领导下，大力开展网上跨区域核查案件和调查取证工作，节约了办案成本，提高了办案效率。
半年来，通过跨区域办案协作平台共发布协作请求11965条，比去年同期2386条增加401.5％，其中案件核实2086条，查找当事人制作笔录892条，户籍前科协查8987条。共接收并回复协作请求1151条，比去年同期 630条增加了82.7%，其中案件核实399条，查找当事人制作笔录465条，户籍前科287条。可以说在打击犯罪新机制工作中为朝阳区的百姓交上了一份满意的答卷。我们的主要做法是：
一、领导高度重视，刑侦一把手挂帅督办。
在跨区域平台运行过程中，分局领导始终给予了高度关注，主管刑侦副分局长杨建国定期听取平台运行情况汇报，为确保今年分局跨区域协作工作在原有基础上更进一步，实现朝阳分局跨区域协作工作的可持续发展。为此，刑侦支队支队长林刚亲自担任专项办公室主任，主管副支队长王东担任专项办公室副主任，专门负责督导该项工作，并将此项工作设为每周支队例会一项重要内容，要求各办案队严格按照公安部和市局的有关规定，落实跨区域平台协作的相关工作部署，推动分局跨区域办案协作工作的向前发展。
二、加强组织学习，深刻理解机制内涵。
分局在推进跨区域平台工作的进程中，始终将贯彻落实放在首位，在分局及刑侦的例会中，适时地将平台工作情况加入其中，加大跨区域办案协作平台的宣传力度，专门组织分局各派出所主管刑侦副所长和刑侦支队各地区队队长、内勤学习，先后进行培训共6次，认真学习新机制有关文件和“全国跨区域办案协作平台”的操作规范和流程。通过学习，让全分局民警都能够全面理解“跨区域办案协作机制”的内涵，加大对平台的利用率，达到熟练掌握操作的水平，并认真梳理已抓获犯罪嫌疑人交待的外地案件信息，积极发布案件协查请求，真正提高办案的能力和水平。
三、刑侦预审配合，推进新机制有效发展。
刑侦与预审两家单位通力合作，经刑侦支队与预审大队领导工作协调，在预审大队也设立专门联络员，方便随时与分局跨区域平台办公室平台联络员沟通，使得在完成平台工作过程中大大地提高了效率。预审大队给予大力支持该项工作，将协作平台发布情况纳入预审大队每月执法质量考核机制当中：要求每月预审各室跨区协作平台发布数常量为本室刑拘数的两倍，低于常量扣十分，高于常量加十分。即每个被羁押嫌疑人至少要发布两条信息，户籍和前科不限，鼓励预审员深挖案件，多发查找当事人制作笔录和案件核实，继续提高信息研判、侦破系列案件、流窜案件及跨区域案件的能力，有效推进新机制的稳步发展。
四、防微杜渐，严格奖惩制度。
半年来，虽然我单位在市局考核中取得了突出的成绩，但也暴露出一些问题，在４月份，由于人员紧张，工作繁忙，分局出现2起超期未回复的协作，为此，刑侦支队主管副支队长王东专门做出批示，要求专项办公室专门研究整改，并拿出切实可行的办法，防止问题的再次发生，并制定出严格的奖惩制度，坚决杜绝问题的再次发生。
五、下一步工作措施
为保证全市跨区域办案协作工作切实取得实效，朝阳分局将积极采取行之有效的措施，推进跨区域办案协作机制的贯彻落实。
（一）提高认识，加强领导。
“跨区域办案协作机制”是全国公安机关刑侦部门应对当前突出的跨区域流窜性犯罪高发态势、提升打击犯罪整体水平的重大举措，是今后办案协作的大趋势。分局将进一步把抓好新机制运行，把推进工作放在突出位置，加强组织领导、调查研究和网上监控，采取强有力的措施，稳步推进新机制健康有序发展。
（二）规范操作，及时回复。
刑侦支队将协作平台工作纳入执法规范化建设中，联络员切实增强工作责任感，每天都要登录“全国公安机关跨区域办案协作平台”，加强网上监控，及时回复协查请求信息，并将证明材料按时邮寄给发布单位。办案单位加强取证工作时效性，做到及时报，不漏报。
(三)发布信息一定要按照操作规程操作。
跨省发布的信息必须在跨省区域内发布，省内发布的信息必须在省内平台发布。联络员操作注重时效性，实事求是，及时回复和处理各类信息，杜绝超期回复和超期处理现象的发生。
（四）继续加强侦审合作，推进平台工作健康有效发展。
通过协作平台，充分打好科技战、信息站和合作战，整合全警资源，利用信息化平台，不断扩大战果，以侦审合作为牵动，继续加大全局多警种对协作平台的重视和利用程度。
今年，是公安部打击犯罪新机制一抓三年的第三年，是巩固新机制成效、探索扩展新机制内容的关键一年。
接下来，朝阳分局将继续按照公安部、市局的指导思想，认真分析研究本局上半年新机制工作中存在的问题，脚踏实地，在实践中不断创新，突出打击重点，丰富打击手段，与各分县局兄弟单位加强配合，努力把新机制应用与侦查办案实践有机结合起来，努力构建“立足本地办全国案件”的新格局，在构建“大情报”系统中继续充当好基础资源，为推进首都打击犯罪新机制工作作出新的贡献。

Today, the topic of my speech is "Cooperate with the investigation and trial, cooperate with the attack, and promote the effective development of the new mechanism".In the first half of 2011, the Chaoyang Branch conscientiously implemented the spirit of the important instructions of the Ministry of Public Security and the Municipal Bureau, relying on the “Cross-Regional Case Handling Cooperation Platform” and under the correct leadership of the Criminal Investigation Team, vigorously carried out online cross-regional case verification and investigation and evidence collection. , saving the cost of handling cases and improving the efficiency of handling cases.
In the past six months, a total of 11,965 cooperation requests have been issued through the cross-regional case handling cooperation platform, an increase of 401.5% over the 2,386 requests in the same period last year, of which 2,086 were case verification, 892 were records made by searching for parties, and 8,987 were for investigation of household registration records. A total of 1,151 requests for cooperation were received and responded to, an increase of 82.7% over the 630 requests in the same period last year, including 399 cases for case verification, 465 records made by parties concerned, and 287 household registration records. It can be said that in the work of the new mechanism of fighting crime, a satisfactory answer sheet has been handed in for the people of Chaoyang District. Our main approach is:

During the operation of the cross-regional platform, the leaders of the sub-bureau have always paid great attention to it. Yang Jianguo, the deputy director of the criminal investigation branch, listened to the report on the operation of the platform on a regular basis. Sustainability of work. For this reason, Lin Gang, the head of the criminal investigation detachment, personally served as the director of the special office, and Wang Dong, the deputy head of the special office, served as the deputy director of the special office. In the process of promoting cross-regional platform work, the branch office always puts implementation in the first place. In the regular meetings of the branch office and criminal investigation, the work of the platform is included in it in a timely manner, and the publicity of the cross-regional case-handling cooperation platform is increased, and the branch office is specially organized. Each police station is in charge of the deputy director of criminal investigation, the captains of the various regional teams of the criminal investigation detachment, and the internal staff. They have conducted training for a total of 6 times, and carefully studied the relevant documents of the new mechanism and the operating specifications and procedures of the “National Cross-regional Case Handling Collaboration Platform”. Through learning, the policemen of the whole sub-bureau can fully understand the connotation of the “cross-regional case handling cooperation mechanism”, increase the utilization rate of the platform, reach the level of proficiency in operation, and carefully sort out the information of foreign cases that have been captured by criminal suspects. Actively publish requests for assistance in case investigations, and truly improve the ability and level of case handling. - Cooperate with criminal investigation and pre-trial to promote the effective development of new mechanisms.
The two units of criminal investigation and pre-examination work together. After the coordination of the leadership of the criminal investigation detachment and the pre-examination team, a special liaison officer is also set up in the pre-examination team to facilitate communication with the platform liaison officer of the cross-regional platform office of the sub-bureau at any time, which greatly improves the process of completing the platform work. The pre-trial team gave strong support to this work, and incorporated the release of the collaboration platform into the monthly law enforcement quality assessment mechanism of the pre-trial team: the number of cross-district collaboration platforms released by each pre-trial office per month is required to be twice the number of criminal detentions in this room, which is lower than the constant Deduct 10 points, add 10 points if it is higher than the constant. In the past six months, although our unit has achieved outstanding results in the assessment of the Municipal Bureau, some problems have also been exposed. In April, due to the shortage of personnel and busy work, there were 2 unanswered cooperation cases in the branch. For this reason, the Criminal Investigation Detachment Wang Dong, the deputy team leader in charge, issued special instructions, requiring the special office to study rectification and come up with practical methods to prevent the recurrence of the problem, and to formulate a strict reward and punishment system to resolutely prevent the recurrence of the problem.
V. Next steps
In order to ensure that the city’s cross-regional case-handling cooperation can achieve real results, the Chaoyang Branch will actively take effective measures to promote the implementation of the cross-regional case-handling cooperation mechanism.
(1) Raise awareness and strengthen leadership.
The “Cross-Regional Case-Handling Cooperation Mechanism” is a major measure taken by the criminal investigation departments of the national public security organs to deal with the current high incidence of cross-regional crimes and to improve the overall level of crime fighting. It is also a general trend of case-handling cooperation in the future. The sub-bureau will further focus on the operation of the new mechanism, put the promotion work in a prominent position, strengthen organizational leadership, investigation and research, and online monitoring, and take strong measures to steadily promote the healthy and orderly development of the new mechanism.
(2) Standardize operations and reply in a timely manner.
The Criminal Investigation Detachment incorporates the work of the collaboration platform into the standardization of law enforcement, and the liaison officers effectively enhance their sense of responsibility. They have to log in to the “National Public Security Organs Cross-Regional Case Handling Collaboration Platform” every day to strengthen online monitoring, reply to the request for assistance in investigation in a timely manner, and mail the supporting materials on time. to the publisher. (3) The release of information must be carried out in accordance with the operating procedures.
The information released across provinces must be released in the inter-provincial area, and the information released within the province must be released on the provincial platform. The liaison officer’s operation pays attention to timeliness, seeks truth from facts, replies and processes various information in a timely manner, and prevents the phenomenon of overdue reply and overdue processing.
(4) Continue to strengthen investigation and trial cooperation, and promote the healthy and effective development of platform work.
Through the collaborative platform, we will fully fight scientific and technological warfare, information stations, and cooperative warfare, integrate the resources of the entire police, use the information platform, and continuously expand the results of the battle.
