关于群众举报“儿童希望之家”涉嫌贩卖儿童器官线索的工作报告

2012年1月30日11时51分,我支队接总队值班室布警:当日2时许,一匿名女子拨打市局“110”报称一福利机构可能涉嫌贩卖儿童器官。接报后,市委常委、市局局长傅政华高度重视,市局副局长姜良栋指示隗甫杰副总队长带领一支队立即会同网安总队、朝阳分局全面开展调查工作。现将工作情况报告如下:
一、线索来源
2012年1月30日2时许,一匿名女子拨打市局“110”报警:有一名网名为“吴旭新”的网友在新浪微博上发布言论,称“儿童希望之家”一名寄养的叫“益益”的儿童死亡,并附有该儿童的尸体照片。报警人根据此言论怀疑此福利机构可能涉嫌贩卖儿童器官,希望公安机关调查此事。
二、前期工作情况
(一)对发帖人的访问情况
经网安总队前期工作,查明发帖人在新浪微博的注册网名为“吴旭新”,女,35岁,其身份为北京尚德广业医疗器械有限公司法人,户籍所在地:海淀区,住海淀区,身份证号码:。
经访问吴旭新得知:2007年至2011年,吴旭新在位于朝阳区崔各庄的“儿童希望之家”做义工,主要是义务照顾在这里寄养的儿童。吴旭新在此处认识了一名叫“益益”的儿童,该儿童有脑外伤的后遗症。2011年12月底,吴旭新从一网名为“关爱受虐儿童”的网友处得知“益益”已经死亡,该网友将一张儿童的尸体照片传给吴,经吴辨认该照片中的儿童就是“益益”。此后,吴多次向“儿童希望之家”的负责人张雯询问“益益”的死因均遭到拒绝。2012年1月29日,基于对“儿童希望之家”经营合法性和“益益”死亡原因的质疑,吴旭新在新浪微博上发表言论并附有“益益”尸体照片,以此来引起公安机关及相关部门的关注。但是该人自称从未发现“儿童希望之家”存在贩卖儿童器官的行为,也未在网络发布关于该机构贩卖儿童器官的言论,对于他人有关该机构贩卖儿童器官的说法吴旭新并不认同。
(二)对“儿童希望之家”的调查情况
“儿童希望之家”位于朝阳区崔各庄乡何各庄村77号,隶属于河南省儿童希望救助基金会,该基金会注册地址为河南省郑州市中原区航海西路地湖花园7号楼3单元301室,负责人为张雯,该机构从事公益事业、儿童助学、助养和孤残儿童寄养等公益项目。
张雯,女,45岁,户籍所在地:东城区,身份证号码:。
经访问张雯得知:吴旭新于2007年左右到“儿童希望之家”做义工,吴曾经提出带这里的儿童回家及外出演出的想法遭到拒绝。据张雯反映,2010年8月份,“益益”在浙江省德清县遭到母亲殴打,致右脑萎缩,双目失明,其母入狱。“益益”于当年10月份被义工闫砺锋(男,29岁,吉林人)送至北京“儿童希望之家”。
2011年12月9日,朝阳区崔各庄派出所曾接到“儿童希望之家”一名4岁女童死亡的报警,经核实,死者叫周佳怡,小名“益益”,民警告知其父亲周雍(27岁,贵州省纳雍县人)办理死亡证明相关事宜,后由北京华夏物证鉴定中心司法鉴定:周佳怡系因脑外伤造成的病理死亡。周佳怡遗体已于2011年12月20日在北京昌平殡仪馆火化。
三、下步工作
目前看,“儿童希望之家”寄养的儿童“益益”为病理死亡,暂未发现有证据证明该机构存在贩卖儿童器官的嫌疑。 制定下步工作如下:
- 对手机号为“18611989561”的报警人进行访问;
(二)与“益益”(周佳怡)原籍公安机关及相关部门取得联系,查明该儿童受伤过程及处理情况;
- 对“益益”(周佳怡)的父亲进行访问;
- 对“儿童希望之家”开展深入调查工作;
(五)网安部门进一步对网上舆论进行监控。

Work Report on Mass Reports on “Children’s Hope Home” Suspected of Trafficking Children’s Organs

After receiving the report, Fu Zhenghua, member of the Standing Committee of the Municipal Party Committee and director of the Municipal Bureau, attached great importance to it. Jiang Liangdong, deputy director of the Municipal Bureau, instructed Deputy Chief Kui Fujie to lead a team to immediately conduct a comprehensive investigation together with the Internet Security Corps and Chaoyang Branch. - Source of clues
At around 2 o’clock on January 30, 2012, an anonymous woman called the city bureau’s “110” to call the police: a netizen named “Wu Xuxin” posted a comment on Sina Weibo, saying that a foster child of “Children’s Hope Home” A child named “Yiyi” died, and a photo of the child’s body was attached. Based on this statement, the caller suspected that this welfare institution might be involved in trafficking in children’s organs, and hoped that the public security organs would investigate the matter. - Preliminary work
(1) Access to the poster
After the preliminary work of the Internet Security Corps, it was found that the registered name of the poster on Sina Weibo was “Wu Xuxin”, female, 35 years old, and her identity was the legal person of Beijing Suntech Guangye Medical Devices Co., Ltd., and her domicile location: Haidian District, living in Haidian District, ID number: .
After interviewing Wu Xuxin, I learned that from 2007 to 2011, Wu Xuxin worked as a volunteer at the “Children’s Hope Home” in Cuigezhuang, Chaoyang District, mainly taking care of the foster children here. Wu Xuxin met a child named “Yiyi” here, who had sequelae of traumatic brain injury. At the end of December 2011, Wu Xuxin learned that “Yiyi” had died from a netizen named “Caring for Battered Children”. It is “benefit”. Since then, Wu has repeatedly asked Zhang Wen, the director of the “Children’s Hope Home”, about the cause of “Yiyi’s” death, but was rejected. On January 29, 2012, based on doubts about the legality of the operation of “Children’s Hope Home” and the cause of “Yiyi’s” death, Wu Xuxin posted a statement on Sina Weibo with a photo of “Yiyi”‘s body, in order to cause attention of public security organs and relevant departments. However, the person claimed that he had never found out that the “Children’s Hope Home” had trafficking in children’s organs, nor had he published any remarks on the Internet about the agency’s trafficking in children’s organs.
(2) Investigation of the “House of Hope for Children”
“Children’s Hope House” is located at No. 77, Hegezhuang Village, Cuigezhuang Township, Chaoyang District. It belongs to Henan Children’s Hope Relief Foundation. The registered address of the foundation is Building 3, Building 7, Dihu Garden, West Hanghai Road, Zhongyuan District, Zhengzhou City, Henan Province Unit 301, headed by Zhang Wen, this organization is engaged in public welfare undertakings, children’s education, sponsorship and foster care for orphans and disabled children and other public welfare projects.

After interviewing Zhang Wen, she learned that Wu Xuxin started volunteering at the “Children’s Hope Home” around 2007. Wu’s idea of bringing the children home and going out to perform was rejected. According to Zhang Wen, in August 2010, “Yiyi” was beaten by his mother in Deqing County, Zhejiang Province, causing right brain atrophy, blindness in both eyes, and his mother was imprisoned. “Yiyi” was sent to Beijing “Children’s Hope Home” by volunteer Yan Lifeng (male, 29 years old, from Jilin Province) in October of that year.
On December 9, 2011, the Cuigezhuang Police Station in Chaoyang District received a report of the death of a 4-year-old girl from the “Children’s Hope Home”. After verification, the deceased was Zhou Jiayi, whose nickname was “Yiyi”. The police informed her father Zhou Yong (27 years old, from Nayong County, Guizhou Province) handled matters related to the death certificate, and the judicial appraisal by Beijing Huaxia Physical Evidence Appraisal Center: Zhou Jiayi died of pathology caused by traumatic brain injury. Zhou Jiayi’s body was cremated on December 20, 2011 at Changping Funeral Home in Beijing.
Three, the next step
At present, “Yiyi”, a child fostered by “Children’s Hope Home”, died of pathology, and no evidence has been found to prove that the institution is suspected of trafficking children’s organs. Work out the next steps as follows:
Visit the caller whose mobile phone number is “18611989561”;
(2) Get in touch with the public security organ and relevant departments where “Yiyi” (Zhou Jiayi) was originally from, and find out the process of the child’s injury and how it was dealt with;
Interview with “Yi Yi” (Zhou Jiayi)’s father;
Carry out in-depth investigation work on the “Children’s Hope House”;
(5) Network security departments further monitor online public opinion.
