为有效遏制本市街头“两抢”案件高发态势，进一步强化打击犯罪、侦查破案工作力度，有效提升对社会面治安局势掌控能力，切实提升人民群众安全感和满意度，有力确保首都政治稳定和治安稳定，现将《北京市公安局开展年底打击街头“两抢”犯罪专项行动的工作方案》印发给你们，请结合工作实际，认真贯彻落实。

“两抢”犯罪专项行动的工作方案

近期，本市街头“两抢”案件呈高发态势，截至11月27日全市共发生街头抢劫案件170起、街头抢夺案件54起，其中11月24、27日在本市朝阳、丰台、东城等地先后发生驾驶摩托车抢夺案件8起。为有效遏制年底前街头“两抢”案件高发势头，按照市委常委、市局局长傅政华提出的对街头“两抢”犯罪零容忍的目标要求，自11月29日起至12月31日，在全局范围内部署开展为期一个月的打击街头“两抢”犯罪专项行动。为确保此次专项行动的顺利开展，特制定工作方案如下：

一、组织领导

市局成立专项行动领导小组，由市局副局长姜良栋任组长，刑侦总队总队长叶国清任副组长，市局勤务指挥部、警务督察、治安、巡特警、公交总队，交管局、网安、技侦、人口、便衣总队等部门领导及十六个分（县）局主管刑侦工作副局长任领导小组成员。领导小组下设专项行动办公室，由刑侦总队副总队长段京辉、李跃捷牵头负责，刑侦总队三、四支队为专项办成员单位，具体负责专项行动组织指挥、协调指导、分析研判和情况汇总等工作。

按照市局统一部署，各分县局成立由主管刑侦工作副局长亲自指挥的专项行动领导小组和主责单位，具体负责本辖区专项行动的统筹协调、组织部署和措施落实等工作。

二、工作目标

以市局党委提出的打击整治“零容忍”为指导，以“打现行、打团伙、打系列，打击街头“两抢”犯罪为重点，严厉打击驾驶摩托车、电动自行车实施抢劫、抢夺犯罪活动，迅速破获一批案件，打掉一批团伙，坚决遏制年底前本市街头“两抢”犯罪案件的高发态势。

三、工作措施

（一）强化专案攻坚。

针对“11.24”、“11.27”本市朝阳、丰台、东城等地连续发生的8起驾车抢夺案件，由刑侦总队牵头，组织属地分（县）局成立专案组，开展专案攻坚，实行挂牌督办；同时，要继续加大跨区域串并研判力度，充分整合利用高发案地区视频影像资料，研判分析犯罪嫌疑人体貌特征和作案轨迹，进一步明确侦查打击方向；要根据案件“三高”规律特点，在高发案区域、时段，采取设卡盘查、便衣出探和设伏蹲守等多种措施手段，力争抓获现行；要依托各警种部门的技术支持和协作配合，对涉案物品进行全网查控；各分（县）局要进一步加强辖区内重点人员摸排，注意发现可疑线索；刑侦总队党委每两天听取专案侦查工作进展汇报，切实加强以专案侦破带动此次专项行动取得实效。

（二）坚持情报导侦。

继续实行对情报信息的分析研判分级负责制。刑侦总队情报部门负责对全市街头“两抢”案件的日常警情监测，从犯罪人群、发案时间、发案地点等方面梳理信息、分析预测，并强化与天津、河北等周边地区公安机关的紧密配合，实现情报信息共享，加强跨区域系列案件串并分析力度；各分县局情报部门负责监测本辖区街头“两抢”案件发展走势和案件串并等工作，并第一时间上报刑侦总队；要综合运用案件信息串并、人员信息串并、手段信息串并等多种方法，扩大发现系列案件线索信息；充分运用公安基础信息、社会信息资源、SIS超级情报系统及全网查控等情报工具，开展信息侦查，实现精确打击。

（三）用足侦查手段。

便衣总队组织各级刑侦部门便衣侦查力量，根据情报研判结果，确定便衣出探的重点部位，通过设伏蹲守、跟踪挂控、化装侦察等多种手段，形成动静结合、点面结合的打击控制工作模式，最大限度打击现行犯罪；各分县局要将专项行动与刑侦基础建设相结合，充分调动刑事特情、治安耳目等秘密力量的主动性和积极性，全面搜集掌握“两抢”犯罪高危人群的情报信息，广泛发现重点人线索，摸清基本情况、活动规律，增强专项打击的针对性和实效性。

（四）突出多警协作。

根据市委常委、市局局长傅政华指示精神，局属各分（县）局要积极会同市局巡特警、公交总队、交管局、人口总队等职能部门在辖区内高发案区域、时段，及时开展全市性集中设卡盘查核录工作，对违反交通安全法律法规的行为，移交交管部门查处；对具有涉案嫌疑的人员立即开展盘查核录工作，确保第一时间发现、第一时间打击，最大限度地形成打击防范的整体合力。

1．各分县局刑侦部门要主动进攻，加大现场勘查力度，以现案侦破带破积案；要及时将被抢劫（夺）事主的访问取证材料及可疑人员审查情况报送专项行动办公室；对派出所移交的涉嫌“两抢”犯罪人员开展审查深挖，力争破获一批案件。此外，各分（县）局在接报街头“两抢”警情后，实行“双报制”，即报送市局勤务指挥部的同时，报送刑侦总队专项办。

2．勤务指挥部在接报“两抢”案件警情后，及时布警，迅速部署局属相关单位开展封堵查缉工作。

3．交管、巡逻部门要结合交通秩序整顿和街面巡逻工作，加大对“三无一遮挡”摩托车、电动自行车和驾驶人员的盘查力度，依法查扣非法车辆，对多人搭乘具有作案嫌疑的人员，移交属地派出所，刑侦部门要积极参与后续审查，并采集被审查人手机号码、手机串号等信息，录入SIS超级情报系统。

4．人口部门负责指导派出所对辖区内摩托车开展摸排，重点注意发现外来人口驾驶的与近期“骑抢”案件作案工具特征相符的摩托车；进一步加大对外来人口聚居区的摸排管控力度，注意发现可疑人员和车辆线索，及时上报分（县）局刑侦部门；进一步加大社区防范宣传力度，提高人民群众防范意识，积极发动群众举报线索，挤压犯罪空间。

5．治安部门要积极配合刑侦部门加大对本市二手手机、旧货市场和机修典当等行业的控制力度，部署秘密力量获取案件线索，及时通报属地分（县）局开展工作。

6．公交总队要继续强化对高发案地区的打击防范措施，重点加强对公交场站、人员密集的繁华场所、交通线路周边的控制力度。

7．网安、技侦部门要开通绿色通道，对专项行动期间各分（县）局辖区内发生的街头“两抢”案件加大侦控和串并工作力度，为破案提供有力线索。

四、工作要求

（一）提高认识，加强领导。

年底前打击街头“两抢”犯罪是“铁拳行动”的一个重要内容，也是确保全国公安机关厅局长会议在北京顺利召开的重要举措。各单位要充分认识此次专项行动的重要性和紧迫性，对街头“两抢”犯罪案件保持“零容忍”，特别是针对辖区内“骑抢”案件，下定决心，力争发生一起迅速侦破一起。为此，各单位要精心组织，周密部署，立即行动，成立专项工作领导小组，主要领导要亲自抓，同时，各分（县）局领导班子成员必须每日亲临一线、坐镇指挥，确保专项行动顺利有序开展。

（二）开拓思路，细化措施。

按照市局总体部署要求，局属相关单位要紧密结合本地区、本部门工作实际，研究制定具体工作方案，明确工作重点和具体措施。强化主动进攻意识，积极探索“从人到案、从物到案、从案到案”等多元化侦查模式，特别是要注重科学分析与准确判断“两抢”犯罪高危人群动向，以高危人群查控为抓手，制定有针对性的工作措施。要准确把握犯罪节点与工作重点，强化信息导侦，提高预警能力，做到“早发现、早控制、早打击”，防止形成社会焦点，切实提高打击实效。

（三）规范工作，狠抓落实。

各单位要严格规范各项工作，细化工作措施，本着“下好先手棋、打好主动仗”的原则，切实将打击工作落到实处，确保专项行动的顺利进行。市局警务督察总队、专项办将对各单位专项行动情况进行督导检查，重点检查警务部署、案件立破及打防措施等落实情况，并形成长效工作机制。同时，对组织工作不力、打击成效落后的单位追究领导责任。

（四）汇总情况，通报战果。

各单位要确定专人担任专项行动联络员，负责上报本单位专项行动进展情况和线索信息；专项办定于每日19时开展统一行动，各分（县）局于次日9时将前一日行动战果情况上报专项办；专项办将每日统计全局打击破案战果，定期向全局通报发破案数据、突出警情动态、重点敏感案件，并总结推广技战法，全面推动专项行动深入开展。

1. Organizational leadership
   The Municipal Bureau established a special action leading group, with Jiang Liangdong, the deputy director of the Municipal Bureau, as the team leader, and Ye Guoqing, the head of the criminal investigation team, as the deputy team leader. The leaders of the Internet Security, Technical Investigation, Population, Plainclothes Corps and other departments, as well as the deputy directors in charge of criminal investigation of 16 sub-bureaus (counties) served as members of the leading group. 2. Work objectives

3. Work measures
   (1) Strengthen special project tackling.

(2) Adhere to intelligence guidance and investigation.
Continue to implement the hierarchical responsibility system for the analysis, research and judgment of intelligence information. 7. Internet security and technical investigation departments should open green channels to increase investigation, control and collusion of street “two robbery” cases that occurred within the jurisdiction of each branch (county) bureau during the special operation period, so as to provide strong clues for solving the case.
8. Work requirements
   (1) Raise awareness and strengthen leadership.
   Cracking down on street crimes of “two robberies” before the end of the year is an important part of “Operation Iron Fist”, and it is also an important measure to ensure the smooth holding of the National Conference of Directors of Public Security Organs in Beijing.
