北京市公安局“打侵财、压反弹、保两会”春雷行动工作方案
针对近期全市电信诈骗、撬砸机动车盗窃、盗窃机动车燃油、入室盗窃等四类侵财犯罪案件发案反弹的突出情况，为强化打击防控力度，遏制高发态势，确保全国“两会”期间社会治安稳定，市局决定自2月22日起至3月底，在全市范围内部署开展“打侵财、压反弹、保两会”春雷行动。特制定如下工作方案。
一、指导思想
全面贯彻落实2012年市局第一次党委扩大会议精神，牢固树立“民意主导、情报先行”警务工作理念，落实“淡化警种意识、强化警察责任”的工作要求，以有效解决影响群众安全感的突出侵财犯罪问题为重点，以打好“合成战、科技战、信息战、证据战”为导向，以市局党委提出的十八大安保打击整治“零容忍”为目标，统筹谋划警务措施，全面强化打击力度、有效遏制案件反弹，确保首都社会治安稳定，确保不发生危及“两会”代表人身财产安全的案件，提升人民群众安全感和满意度，为全国“两会”和党的十八大安全顺利召开创造和谐稳定的社会治安环境。
二、组织领导
市局成立专项行动领导小组，市局副局长姜良栋任组长，刑侦总队总队长叶国清、便衣总队总队长闫勇任副组长，市局新闻办，情报中心，内保局，刑侦、治安、巡特警、公交、网安、技侦、人口、便衣总队等相关职能部门主管领导为领导小组成员。领导小组专项行动办公室设在刑侦总队“系列办”，副总队长臧学民任办公室主任，负责专项行动组织指挥、协调指导、督导检查、情况通报、经验总结等相关工作。
各分县局要成立由主管刑侦工作领导牵头，各相关警种部门参加的专项行动领导机构，结合本地区、本部门的工作实际，全面落实专项行动工作部署。
三、职责分工
刑侦总队：
对跨区域的重大系列案件会同相关职能部门、属地分县局开展项目攻坚。对全市发生的高发类案、系列案件进行督办；对局属各相关职能部门、各分县局打击防控工作进行协调指导服务。
新闻办：
协调新闻媒体加大对高发类侵财犯罪防范知识的宣传力度，适时组织开展打击破案战果的对外宣传工作。
情报信息中心：
切实加强对全市侵财犯罪案件，特别是近期高发的四类案件的发案走势、规律特点的警情监测和分析分析，为打击犯罪提供情报信息支持。
便衣总队：
组织便衣力量，依据“三高”规律特点，加强街面、公共交通工具和公交场站的便衣控制，提高与犯罪的碰撞机率，严打现行犯罪。
治安总队：
指导本系统在旧货业、修理业、废旧物品回收、二手交易、典当等易销赃场所部位强化阵地控制和公开管理，及时发现掌握侵财犯罪案件的线索信息。协调民政部门对涉案的未成年人开展救助安置工作。
人口总队：
依托小区民警驻区制，指导派出所加强对高发类侵财犯罪案件的防范宣传，强化辖区内的日常防控和重点部位值守，强化辖区内流动人员、出租房屋、复杂场所的日常管理和清理整治，组织各类巡防力量加强辖区巡逻防控力度。
内保局：
进一步完善内部单位安全检查措施，加大监督检查工作力度，有效遏制单位内部侵财犯罪案件的发生。在管辖的内部单位开展防范宣传。
巡特警总队：
依托站巡制，指导本系统根据街头侵财案件的“三高”规律特点，进一步加大核查录入、盘查检查力度，强化日常巡逻防控措施，及时打击查获现行犯罪嫌疑人。
技侦总队：
加大技术侦控和串并工作力度，开辟绿色通道，为打击工作提供有力支撑。
网安总队：
开展技术侦控，涉案电子物证提取固定，有害信息封堵，网上收赃阵地控制工作。充分发挥技术侦查专业优势，为刑侦部门侦破高发类案、系列案件、团伙案件提供技术支持。强化对网上收赃的阵地控制，并利用网吧上网信息梳理高危人员，配合刑侦部门开展打击工作。
各分县局刑侦部门：
对本辖区刑事犯罪“三高”规律特点进行分析分析，第一时间组织专门力量对高发类案开展项目攻坚、串并打击工作。协调相关职能部门落实防范管理控制工作。
四、工作措施
（一）开展打击防范电信诈骗专项工作。
进一步深化多警种协作、各部门配合打击防范电信诈骗犯罪长效机制，按照“防范为主、打击跟进”的工作原则，刑侦、技侦、网安等部门进一步强化协作配合，有效提升打击破案的整体合力。网安部门要积极协调网络运行公司定期监测可疑信息情况。对涉嫌电信诈骗的有害信息进行封堵。推进网络注册实名制，清理虚假网站，同时协调各大主流网站实时发布防诈骗预警提示。新闻办要积极协调电视、广播、报纸等主流媒体和各大网站，利用平面与立体、实体与虚拟等多种宣传媒介，进一步强化对外防范宣传的力度，扩大防范宣传的覆盖面，营造良好的舆论宣传氛围，切实提高全社会对电信诈骗犯罪识别应对的能力。治安、人口、内保、公交等警种部门要结合各自职能，采取多种形式、通过各种管道，进一步强化防范宣传工作力度，有效提升人民群众自我防范意识和能力。内保部门要积极协调银行、通信管理部门全面落实汇款拦截、提示劝阻、技术防范等各项措施。
（二）开展打击撬砸机动车盗窃专项工作。
各级刑侦部门要强化案件规律特点的分析分析，为各警种部门有针对性的开展打击防控提供情报信息支持。要强化现场勘查、技术串并，开展项目攻坚、串并打击工作。各级人口部门要指导派出所民警深入小区进行宣传，在停车场、小区等部位发布预警提示，提高人民群众自防意识和能力。各级巡警部门、便衣总队和分县局刑侦部门要组织公开巡逻民警和刑警便衣力量。在易发案时段、路段、部位，采取秘密控制、公开巡逻、视频巡控相结合的形式，提高发现和打击先行犯罪的效能。针对一些车辆被砸撬而物品未丢失，车主直接前往保险公司理赔的情况。内保部门要协调保险公司，收集掌控此类案件信息，为刑侦打击工作提供服务支撑。
（三）开展打击盗窃机动车燃油专项工作。

（四）开展打击入室盗窃专项工作。

四、工作要求
（一）提高思想认识。
各警种部门要充分认识此次专项行动的重要意义。切实增强责任感和紧迫感，进一步强化对专项行动的组织领导，研究细化各项打击防控对策措施。严格落实打击防控工作责任，力争通过开展专项打击行动，迅速侦破一批案件、打掉一批团伙，有效遏制四类案件的高发势头。
（二）加强协调配合。
各警种部门要牢固树立一盘棋的思想，进一步强化协助配合和整体联动，充分发挥打击犯罪的职能优势，切实增强相互间的情报信息交流与协作，有效提升打击防控犯罪的整体合力，形成一体化打防管控工作格局。
（三）强化科学施策。
各警种部门要始终坚持情报先行的警务工作理念，准确把握四类案件的规律特点。综合运用路面查缉、入户调查、设卡盘查、核查录入、跟踪布控、秘密侦查、宣传防范等措施方法手段，切实提高打击防控犯罪的主动性和针对性。
（四）严格落实责任。
各分县局主管刑侦的局领导是专项行动的第一责任人，要切实强化对专项行动的组织领导和协调指挥，积极协调相关警种部门科学合理、有针对性的部署落实打击防控工作措施。全面落实打击防控的工作责任，确保此次专项行动的各项措施部署落实到位。专项行动期间，“系列办”将定期向各分县局主要领导通报情况、定期组织工作例会，出现打击力度不足、发案继续反弹的，将提请局长办公会追究相关领导责任。
