党员干部集中教育实践活动专报（八）
“四个深化”
一、提高认识抓深化，筑牢教育活动思想根基。
通过学习党的中共十七届六中全会精神，全面开展创先争优、学习刘金国同志先进事迹等教育活动，引导广大民警在教育活动中不断提炼活动精髓，自觉将人民警察核心价值观作为理想信念来追求，将本职岗位作为践行党员干部集中教育实践活动的基本平台，切实筑牢教育活动的思想根基。
二、加强教育抓深化，增强广大民警履职能力。
一是开展业务知识培训。
分局针对民警在实际工作中存在的问题和需求，组织各单位开展业务知识培训。重点针对法律法规运用，强制措施的规范使用，警务平台的运用等进行培训。
二是强化日常行为养成。
组织民警开展《人民警察纪律条令》、公安部“五条禁令”、等法规条令的学习。增强了广大民警贯彻条例规范的自觉性，进一步营造了警容风纪严整、工作作风端正的良好氛围。
三、突出载体抓深化，拓宽学习交流互动平台。
分局各支部紧紧围绕 “解放思想、提振信心、增强素质、改进作风”这一主题思想进行了深入讨论。并针对活动的开展情况上报总结材料，组织民警结合自身实际撰写学习心得，针对自身在满足人民群众新要求、新期待方面的差距和不足进行剖析，切实转变执法理念、规范执法行为、提升服务水平。
四、完善制度抓深化，务求教育活动取得实效。
通过建立健全公安机关内部思想建设、教育培训、绩效考核、人事管理、监督制约等方面的规章制度，将教育活动融入公安工作和队伍建设的具体实践当中，把实践活动的要求转化成具体的、可操作的日常行为细则。针对实践活动要求，通过典型的激励作用，引导民警不断在学习中取得突破，营造比、学、赶、帮、超的良好氛围，将党员干部集中教育实践活动向纵深发展。

Develop the concentrated education and practice activities of party members and cadres in depth
- Raise awareness and deepen it, and build a solid ideological foundation for educational activities.
By studying the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China, comprehensively carry out educational activities such as striving for excellence and learning the advanced deeds of Comrade Liu Jinguo, guide the general police to continuously refine the essence of activities in educational activities, and consciously regard the core values of the people’s police as ideals and beliefs To pursue, take the post as the basic platform for practicing the concentrated education and practical activities of party members and cadres, and effectively build the ideological foundation of educational activities.
Second, strengthen education and deepen it, and enhance the ability of the general police to perform their duties.
The first is to carry out business knowledge training.
In response to the problems and needs of the police in actual work, the branch organized various units to carry out professional knowledge training. Focus on training on the application of laws and regulations, the standardized use of compulsory measures, and the use of police platforms.
The second is to strengthen the development of daily behaviors.
Organize the police to carry out the study of the “People’s Police Disciplinary Regulations”, the “Five Prohibitions” of the Ministry of Public Security, and other laws and regulations. It has enhanced the consciousness of the majority of civilian police to implement the regulations and norms, and further created a good atmosphere of strict police appearance and work style.
- Highlight the carrier and deepen it, and broaden the platform for learning, communication and interaction.
The branches of the sub-bureau conducted in-depth discussions around the theme of “emancipating the mind, boosting confidence, enhancing quality, and improving style”. And report the summary materials for the development of the activities, organize the police to write learning experience based on their own reality, analyze their own gaps and deficiencies in meeting the new requirements and expectations of the people, and effectively change the concept of law enforcement, standardize law enforcement behavior, and improve service levels .
Fourth, improve the system and deepen it, so as to achieve practical results in educational activities.
Through the establishment and improvement of rules and regulations for internal ideological construction, education and training, performance appraisal, personnel management, supervision and restriction of public security organs, educational activities are integrated into the specific practice of public security work and team building, and the requirements of practical activities are transformed into specific, Actionable daily behavior rules. In response to the requirements of practical activities, through typical incentives, guide the police to continuously make breakthroughs in learning, create a good atmosphere of comparing, learning, catching up, helping, and surpassing, and develop the concentrated education and practical activities of party members and cadres in depth.
