为确保“天通寺开光大典庆典法会活动”安全顺利进行，严防活动期间发生各类安全事故，按照公安局的统一部署，制定本方案。
一、活动时间、地点
时间：2012年9月13日
地点：那吉屯农场天通寺
二、主要任务及警力部署
（一）主要任务
重点疏导群众进出庆典区域，维持好现场秩序和观众的安全，坚决避免发生踩踏事件，做好庆典活动中突发事件的安全处置工作。
（二）警力部署
根据公安局统一部署，抽调公安警力100人、森警40人、森林公安局20人（不含交警），执行安全保卫任务。

2、现场保卫组
（1）山门（南门）：
负责人：李俊山
抽调经侦大队警力4人，森警大队6人。负责山门入口处的安全保卫任务。
（2）山门与主席台中间通道左右两侧：
负责人：张德凯
抽调一所警力8人，森警14人，负责该通道两侧的安全保卫工作。
（3）居士及信众站立区东部南侧：
负责人：李永春
抽调刑警大队警力10人，负责居士及信众站立区的安全保卫工作。
（4）居士及信众站立区西部南侧：
负责人：李永春
抽调刑警大队警力10人，负责居士及信众站立区的安全保卫工作。
（5）居士及信众站立区东部东侧：
负责人：敖大刚
抽调二所警力5人，负责居士及信众站立区的安全保卫工作。
（6）居士及信众站立区西部西侧：

抽调三所警力5人，负责居士及信众站立区的安全保卫工作。
（7）贵宾区：
①东部贵宾区东侧：

抽调治安警力4人，负责该贵宾区的安全保卫任务；
②东部贵宾区西侧：

抽调国保大队警力2人、纪检2人，负责该贵宾区的安全保卫任务；
③东部贵宾区南侧：
负责人：尹伊
抽调法制大队警力3人；负责该贵宾区的安全保卫任务。
④西部贵宾区东侧：
负责人：张长河
抽调预审大队警力3人、网监大队1人。负责贵宾区的安全保卫任务。
⑤西部贵宾区西侧：

抽调治安大队警力4人；负责该贵宾区的安全保卫任务。

（8）贵宾区与天王殿之间东西方向至东西大墙拉起警戒线：

抽调森警大队警力20人，负责该区的安全保卫任务。
（9）北门：

抽调指挥中心2人，森警10人，保安公司6人，负责北入口及北侧外围的安全保卫任务。
3、外围保卫组
①东侧外围保卫组
负责人：曹明旭
抽调新民所警力6人、森林公安局10人，负责该区的安全保卫任务。
②南侧外围保卫组
负责人：姜文忠
抽调森林公安局警力10人、负责该区的安全保卫任务。
③西侧外围保卫组
负责人：郭永志
抽调网监警力1人，政工2人，保安公司4人，负责该区的安全保卫任务。
4、机动巡逻组
负责人：林伟先
抽调禁毒大队警力3人，经侦4人，负责庆典现场外周边巡逻，收集情报，妥善处置突发性事件，保证现场外的安全。
三、工作要求
（一）所有参加安全保卫的人员要以高度的政治责任心，对人民群众生命财产安全高度负责的态度，切实做好此次活动的安全保卫工作。各单位要密切配合，通力协作，严防出现失控漏管和推诿扯皮现象。
（二）参加安全保卫人员要严守纪律，服从领导，听从指挥，执勤过程中严禁擅自离开岗位。禁止居士及信众人员人员携带易燃易爆物品，必须保证警力常驻，禁止人员翻越大墙。
（三）如遇特殊情况，要及时、准确地向有关领导汇报，按领导指示迅速果断进行处置。活动结束后，待领导和信众散离后，方可结束保卫任务。
（四）参加安全保卫人员一律着春秋执勤服，镇内派出所及抽调单位自行负责车辆、携带警戒线，网安负责16部对讲机，活动期间务必保证设备使用正常。

(1) Mountain Gate (South Gate):

4 police officers from the Economic Investigation Brigade and 6 police officers from the Forest Police Brigade were transferred. Responsible for the security task at the entrance of the mountain gate.
(2) The left and right sides of the middle passage between the mountain gate and the rostrum:

A police force of 8 people and 14 forest police officers were transferred to be responsible for the security work on both sides of the passage.
(3) The east and south side of the area where lay Buddhists and believers stand:

(4) On the south west side of the area where lay Buddhists and believers stand:

①East side of the eastern VIP area:

- Peripheral security team

②South Peripheral Security Team

③Western perimeter security team

1 network supervisor, 2 political workers, and 4 security companies were deployed to take charge of the security tasks in the area.
- Mobile Patrol Team
Person in charge: Lin Weixian
The anti-drug brigade has 3 police officers and 4 economic investigators. They are responsible for patrolling the surrounding area outside the celebration site, collecting intelligence, properly handling emergencies, and ensuring the safety outside the site.
- Work requirements
(1) All personnel participating in security and security must have a high sense of political responsibility and an attitude of being highly responsible for the safety of the lives and property of the people, and earnestly do a good job in the security and security of this event. All units should cooperate closely and work together to strictly prevent out-of-control leaks and buck-passing.
(2) Participating security personnel must strictly abide by discipline, obey the leadership, obey the command, and it is strictly forbidden to leave the post without authorization during the duty process. It is forbidden for laymen and believers to carry flammable and explosive materials, and the police force must be guaranteed, and personnel are prohibited from climbing the wall.
(3) In case of special circumstances, it is necessary to report to the relevant leaders in a timely and accurate manner, and deal with them quickly and decisively according to the instructions of the leaders. After the event is over, the defense mission can only be ended after the leader and believers are separated.
(4) All security personnel participating in the event shall wear spring and autumn duty uniforms. The police station in the town and the transfer unit shall be responsible for the vehicles and carry the cordon. The network security shall be responsible for 16 walkie-talkies. During the event, it is necessary to ensure that the equipment is in normal use.
