阿荣旗公安局刑警大队十八大安保工作阶段性总结
为了进一步做好“十八大”期间社会治安管理工作，依据上级公安机关党的“十八大”安全保卫工作实施方案进一步统一思想，在十八大的即将来临之际，营造一个良好的社会秩序，全力维护社会正常秩序，阿荣旗公安局刑警大队根据阿荣旗实际情况，采取有效措施，扎实推进十八大安保工作。
1-10月份，全旗共发生刑事案件807起，同比上升68.5%，破案641起，比去年同期破获261起多破获380起，综合破案率上升24.9%。破获四类案件279起，完成全年四类案件破案任务的108.5%，八类案件发案22起，破案20，破案率较去年同期的80.6%上升10.3个百分点。
一、高举“命案必破”大旗
2012年截止到10月末，全旗共发命案5起，全部及时告破。同时，破获命案积案2起，较去年同期发9起命案相比，发案率下降44.4%。9月10日，潜逃21年的犯罪嫌疑人吕百生、吕百林被我局刑警大队民警抓获并从黑龙江省押解回阿荣旗，一起悬挂21年的公安厅挂牌督办命案积案随着两名犯罪嫌疑人的归案成功告破。
二、推进各项专项斗争
(一)打击侵财犯罪专项斗争成果丰硕
在打击“两抢一盗”行动中，我局加大刑事案件的侦破力度,重拳出击，严厉打击多发性侵财犯罪，以快速侦破现案为重点，先后破获陈野盗窃摩托车案（核实破案25起，含外省案件13起）、王兴昌入室盗窃案18起，黄传有盗窃牲畜案24起等一系列的侵财案件，抓获犯罪嫌疑人33名。1-10月份发生侵财类案件430起、破获279起（其中破现案267起、积案12起、协外破案27起）、综合破案率71.2%，完成全年破案任务目标257起的108.6%。较去年同期多发98起、多破获164起，综合破案率提升35.9%。抓获侵财类嫌疑人89名，其中刑拘53人，批捕40人，摧毁盗抢团伙6个，挽回经济损失80余万元，人民群众的安全感和满意率明显提高。
（二）打拐工作打防结合
为响应公安厅《关于“六一儿童节”期间组织开展反拐宣传活动的通知》要求，阿荣旗公安局刑警大队于6月1日开展了一次“关爱儿童，反对拐卖”和“防各类诈骗”为主题的宣传活动。此次宣传活动中共发放宣传资料1000余份，当场受教育群众700余人次。通过开展反拐、防诈骗宣传活动，既增强了广大群众的学法、守法、用法意识，也充分调动了群众参与防范和打击“反拐”、“防诈骗”工作的积极性和主动性，为全旗 “反拐”、“防诈骗”工作创造了更加良好的社会环境。
2012年1—10月份，阿荣旗公安局刑警大队破获4起拐卖、拐骗少女、强迫妇女卖淫案，抓获犯罪嫌疑人8人，解救被拐卖少女36人。
（三）缉毒工作硕果累累。
近年来，随着阿荣旗经济社会快速发展，人民生活水平不断提高，吸毒及毒品犯罪呈上升趋势。我旗始终把禁毒工作作为关系全旗改革、发展、稳定大局的一项重要任务来抓，以遏制毒品来源，遏制毒品危害、遏制新吸毒人员的滋生为目标，着重解决外来毒品渗透、娱乐服务场所涉毒、易制毒化学品流入非法渠道、林区非法种植毒品原植物等问题，深入推进禁毒斗争，有力地推进了禁毒工作的深入开展，由毒品犯罪引发的社会问题和治安问题得到有效治理。
积极开展“净土攻坚”行动，1-10月份刑警大队共破获毒品案件12起，打击违法犯罪人员13人次，报送强制戒毒1，累计收缴冰毒14.1克。完成全年缉毒案件破案指标任务的80%。
（四）“打黑除恶”工作情况
刑警大队积极开展“打黑除恶”工作，全警动员，协同作战，共开展“打黑除恶”专项斗争。近年来，阿荣旗刑警大队通过严厉打击各类刑事犯罪，有效遏制阿荣旗地区的黑恶势力犯罪活动，2012年1—10月份，阿荣旗公安局刑警大队有1个涉恶团伙（待认定），抓获团伙成员3人，破获案件6起。阿荣旗公安局刑警大队及时打掉这一黑恶团伙后，阿荣旗那吉镇恢复了往日的祥和，将该团伙消灭于萌芽阶段，也为创建平安和谐阿荣奠定了基础。
三、积极开展信访工作
刑警大队多次全力配合全局接访工作，今年1-10月份以来刑警大队共计抽调警力20余人次参与各项接访工作，防止“十八大”期间“进京赴呼”上访。10月21日，刑警大队长李永春亲自带队前往北京、呼和浩特等地工作，接回两名上访人员。我大队将结合“三访三评”深化“大走访”活动情况，努力将矛盾化解在基层。
四、今后的工作重点
