阿荣旗公安局紧紧围绕“六不”主线深入开展“十八大”安保攻坚战
阿荣旗公安局按照“以面保点、点面结合、确保重点”的工作思路和“严之又严、细之又细、实之又实”的工作要求，紧紧围绕“六不”主线，坚持预防为主、打防管控相结合的方针，全警动员，全力以赴，最大限度地消除不稳定因素，为党的十八大胜利召开创造了良好的社会环境。
一、紧紧围绕“矛盾纠纷不激化”，树立三种意识，坚决维护全旗政治稳定。
一是树立主动作为意识，实现“静态化解”向“动态化解”转变。
组织民警深入社区、村组、企业、学校、娱乐场所等重点区域走访，充分了解人民群众诉求。物建各类信息员3000余人，坚持日常排查、专项排查、敏感时期排查、纠纷多发季节排查相结合，对可能影响十八大安全的历史遗留、土地纠纷、征地拆迁、涉日保钓、重点工程建设等各类矛盾纠纷和不稳定因素做到“早发现、早汇报、早稳控”，最大限度将矛盾隐患消除在萌芽状态。共搜集各类情报信息200余条，掌握不稳定因素50余个，排查出有上访苗头的28人，并对这28人落实了稳控措施。积极协助相关部门，妥善化解了那吉屯农场周进祥筹划串联15人进京上访事件和下岗教师多人串联欲进京上访事件。
二是树立主动联勤意识，实现“专警化解”向“全员化解”转变。
全警动员、全力以赴开展矛盾纠纷化解工作。派出所定期组织治安积极分子、治保组织等召开信息座谈会，加强信息沟通及线索收集，着力获取深层次、内幕性、预警性、行动性情报信息；治安部门积极与交警、督察等部门配合，实现隐患问题“联排”、矛盾纠纷“联调”；经侦部门大力开展打击经济犯罪破案会战，及时降低社会矛盾纠纷发生的几率；刑侦部门持续加大对“两抢一盗”等多发性侵财犯罪的打击力度，最大限度增加和谐因素。共化解各类矛盾纠纷和不稳定因素1500余起。
三是树立主动回访意识，实现“职责化解”向“满意化解”转变。
先后四次召开专题会议研究部署信访案件化解工作，主要领导亲自接访，妥善解决了各类信访案件21件，同时经过大量工作，使2起历史遗留的疑难信访案件停访息诉。扎实开展了重点信访案件专项治理“回头看”活动，通过案件评查、回访当事人、沟通情况，掌握当事人对调解结果的满意率和认可度，消除矛盾纠纷再发隐患。对难以化解的信访案件，严格落实稳控措施，确保不发生上访人失控和进京上访事件。
二、围绕“重点人员不失管”，强化二项措施，确保稳控工作到位。
一是强化维稳研判预警。
与金融网点、宾馆、旅店、网吧等建立沟通协作机制，对各类预警信息进行全面分析研判，确保“七类重点人员”底数清、情况明、来能发现、走知去向。坚持情报信息“日研判、周会商、月分析”制度，及时搜集苗头性、动态性、内幕性信息，为稳控重点人和处置案事件提供了有力参考。共编发《警情研判》151期、《公安情报信息》31期、《舆情社论分析》27期、《情报战果专刊》5期。
二是强化重点人员稳控。
在党委、政府的领导下，积极会同有关部门开展重点人员排查，分别建立台帐，逐一落实教育转化和管控措施，明确责任单位和责任民警，实行分级管控、动态管控、跟踪管控，严防脱管失控。
三、围绕“网上舆情不热炒”，建立四种机制，确保虚拟社会稳定。
一是建立网上巡查机制。
网安部门坚持每日网上巡查，及时发现涉稳、涉警舆情，快速反应，及早做好舆情导控准备，严防发生影响恶劣的舆情事件。共搜集上报舆情信息471条，其中社情民意类213条，涉警、涉稳类132条，其他类126条。被公安部十一局采用6条，公安厅采用120余条。上报公安部确定的有害类信息2500余条，被上级公安机关删除封堵有害信息1320条。同时加大了“事关本旗、事关稳定”类信息监控巡查力度，及时协调删除百度贴吧等论坛中的负面言论132条，对涉及重大举报类信息及时通报有关部门。
二是建立舆情导控机制。
强化与媒体、维稳等部门的沟通协作，准确把握网络舆情发展动态和趋势研判，充分发挥网评员的主观能动性，共回帖2700余条，及时进行舆论导控，确保了我旗没有出现网络群体性事件。
三是健全网吧管理机制。
加强对网吧和非经营上网场所的安全管理，对全旗网吧进行反复检查，消除各类安全隐患20处，对违反规定的9家网吧进行了处罚，11家网吧停业整顿，收缴、注销非实名上网卡500余张。同时加大了对非经营上网场所的安全管理，落实了网络阵地控制。
四是建立办案协作机制。
网安部门加强与刑侦、派出所的交流联系，建立警种办案协作机制，主动介入大要案侦查，充分发挥技术优势，为案件侦办提供思路和方向，提升网侦破案追逃的主导作用。共配合其他警种获取破案线索25条，抓获网上在逃人员6名，犯罪嫌疑人2人，违法嫌疑人3人。网安部门自主侦破刑事案件13起，抓获3名犯罪嫌疑人，查处行政、治安案件11起，严厉打击了网上违法犯罪活动。
四、围绕“恶性事故不发生”，加强四个整治，全力做到防事故保安全。
一是加强重点单位要害部位隐患排查整治。
对党政首脑机关、中小学、幼儿园、医院等重点单位以及金融、水电、燃气、电信、加油站等重点部位，进行了一次拉网式隐患排查整治，督促各单位加大人防、物防、技防力度，坚决堵塞安全漏洞，防止发生暴力恐怖袭击事件和重大敏感案件、事故。
二是加强枪支危爆物品缉查。
组织开展了“治爆辑枪”、“收缴管制刀具”专项行动，共收缴各类枪支20支，子弹825发，炸药27公斤，雷管6枚，收缴管制刀具364把。同时对民用爆炸物品使用单位检查21次，发现整改安全隐患2处，确保了绝对安全。
三是加强道路交通安全整治。
认真学习借鉴先进地区的管理理念和管控措施，从源头、路途等环节抓好客运车、校车、危化品运输车等重点车辆、重点驾驶人员的管控。强化路面巡逻检查，持续开展“酒驾、三超一疲劳、涉牌涉证”等严重交通违法行为的专项整治工作，严肃处理严重违法者，全力预防群死群伤重特大道路交通事故。共查处各类交通违法行为1.3万余起，依法行政拘留81人，查获酒后驾驶52人，其中醉酒驾驶32人。组建了校车安全管理中队，深入开展“护卫天使”活动，严查接送学生车辆，确保了安全无事故。
四是加强消防隐患排查整治。
组织开展了“十八大消防安全保卫战”专项行动，对全旗公共娱乐场所、人员密集场所、易燃易爆场所以及在建工程工地进行细致检查，共检查单位1127家次，发现消防安全隐患2014处，下发责令改正通知书1043处，督促整改火灾隐患或违法行为2002处，下发临时查封决定书42份，确保了全旗无一起较大以上大火灾事故发生。
五、围绕“治安秩序不失控”，加强二项检查，全力压发案保平安。
一是加强对复杂场所的清理检查，净化治安环境。
集中对特种行业、娱乐场所、中小旅馆、出租房屋等复杂场所进行清查整治，先后开展了“扫黄禁赌”、“打四黑除四害”等一系列专项整治行动。共清理检查重点部位1200余处，整改各类隐患51处，查处各类案件437起，捣毁黑窝点53个，抓获获违法犯罪人员282人。同时加强旅馆、网吧的实名制管理，加强信息采集录入和动态维护，增强了发现和控制违法犯罪的能力。利用旅馆业信息系统抓获逃犯16人，利用网吧报警系统抓获逃犯6名。
二是加强重点区域的巡逻巡查，挤压犯罪空间。
制定下发了巡逻防控方案，确定了巡逻的重点区域，划分了巡逻路线，采用车巡和步巡相结合的方式，在派出所、交警使用车巡的基础上，抽调局机关警力90人，分为18个巡逻小组徒步夜间巡逻。年初以来，治安大队、刑警大队、交警大队、各派出所不间断的开展巡逻，严密社会面防控，累计出动警力2000余人次，车辆600余台次，打掉盗窃团伙3个，破获刑事案件43起，为群众挽回经济损失20余万元，切实增强了群众的安全感。
六、围绕“队伍管理不松懈”，强化三项建设，确保工作落到实处。
一是强化训练体系建设。
为加强实战，切实提高维稳处突能力，9月23日组织实施了处置群体性事件综合演练，抽调公安民警、森警、武警、消防官兵、医护人员共计300余人参加。通过实战演练，进一步提高了相关部门、各警种的协同作战能力和处置突发事件的水平。
二是加强纪律作风建设。
开展了机关纪律作风整顿活动，严格遵守“五条禁令”“五个严禁”等纪律要求。坚持公正、规范、安全执法，坚决防止违法违纪和执法问题发生。认真落实内部安全管理措施，加强民警自身防护，严防发生失泄密事故、安全事故及暴力袭警问题。
三是加强备勤应急建设。
成立了应急处突领导小组，进一步完善了处置各类突发事件工作预案，组建了一支20人的应急处突机动力量。严格落实24小时值班备勤制度，保证有足够警力接处警和处置突发事件。严格执行信息报送制度，确保了政令、警令畅通。
