阿荣旗公安局2012年工作总结

2012年，阿荣旗公安局在当地旗委、政府和呼伦贝尔市公安局的正确领导下，紧紧围绕服务全旗经济社会发展这一中心，以“十八大”安保为全年的工作主线，以增强人民群众安全感和满意度为目标，从维护辖区社会稳定的大局出发，高标准、严要求，狠抓各项工作措施的落实，切实增强工作的主动性和实效性，不断提升预防、控制、打击能力和公安行政管理水平，为地区经济社会发展创造了和谐稳定的环境。

一、社会治安基本情况

1-11月份，全旗共发生刑事案件849起，同比上升62.9%，破案684起（其中：破现案627起，破积案30起，协外破案27起），比去年同期多破获365起，综合破案率为80.6%，同比上升19.4个百分点。共立八类案件23起，破获23起,破案率为100%。共抓获各类刑事犯罪嫌疑人577人，取保候审448人，刑事拘留225人。目前已提请逮捕158人，批准逮捕140人，批捕率88.6%；移送起诉548人、提起公诉542人，起诉率98.9%。1-11月份共抓获各类逃犯118人，其中：抓获本地逃犯81人，协外抓获逃犯37人，外地为我局抓获逃犯53人。

1-11月份，全旗共受理、查处行政案件10411起，同比下降了4.52%。其中受理、查处治安案件1784起，同比上升了15.4%，治安拘留740人，同比下降12%，报送劳动教养9人。1-11月份共发生交通事故10起，其中重大事故6起，一般事故4起，受伤6人，死亡8人，直接经济损失34450元。与去年同期相比，事故起数上升了10%，死亡人数下降57%，受伤人数下降40%，直接经济损失指数下降70%。1-11月份，共发生一般性火灾事故85起，同比下降了45.45%，直接财产损失111.2万元，抢救被困人员7人，抢救财产价值274.5万元，无人员伤亡，无重特大火灾事故发生。

二、全力加强不稳定因素的排查管控，切实维护全旗社会政治稳定

一是对“法轮功”、“门徒会”等邪教组织人员进行摸底排查。

对已掌握的“法轮功”等邪教组织人员，重新实地核查，并采取严密的监控、监管措施，确保做到不脱管、不漏控。组织开展了同“法轮功”邪教组织斗争“1.2净网”专项行动,在党的十八大召开前夕，通过大量的走访摸排后，集中对辖区内“东方闪电教”、“门徒会”等邪教组织开展打击行动，破获行政案件4起，行政拘留5人、罚款2人，坚决防止“法轮功”、“门徒会”等邪教组织在我旗的死灰复燃。

二是开展了信访隐患排查化解工作。

对涉及我旗历史遗留问题所引发的上访隐患进行了全面的摸底排查，上报旗委、政府和相关部门解决，共排查出有上访苗头的28人，并对这28人落实了稳控措施。积极协助相关部门，妥善化解了那吉屯农场周进祥筹划串联15人进京上访事件。我局主要领导亲自接访，解决了21起涉及公安机关的信访事项。同时经过大量工作，使许宪国、吕宝国两起历史遗留的疑难信访案件终于停访息诉，在党的十八大期间，全旗未发生一起进京赴呼上访事件。

三是加强了对重点人员的动态管控。

积极会同有关部门开展了重点人员排查，分别建立台帐，逐一落实教育转化和管控措施，严防脱管失控。及时搜集苗头性、动态性、内幕性信息，对各类预警信息进行全面分析研判，为稳控重点人和处置案事件提供了有力参考。

四是加强实战演练，切实提高维稳处突能力。

结合我旗维稳实际，9月23日，我局组织实施了处置群体性事件综合演练，抽调公安民警、森警、武警、消防官兵、医护人员共计300余人参加。11月6日，我局看守所、武警中队近40名警力又联合开展一次处置突发事件预案演练。通过实战演练，进一步提高了相关部门、各警种的协同作战能力和处置突发事件的水平。

三、全力提高破案攻坚能力，切实维护社会治安大局稳定

一是继续保持“命案全破”的好成绩。

截止目前，全旗共发5起命案，比去年同期少发了4起，在全局民警的不懈努力下，这5起命案全部及时告破，实现了连续5年命案全破的好成绩。同时，刑警大队克服各种困难，持续经营，又破获了2起命案积案，将逃亡21年之久的犯罪嫌疑人吕百生、吕百林抓获归案，成功侦破了公安厅挂牌督办1991.12.14杀人案件。

二是严厉打击恶势力性质和严重暴力犯罪。

今年以来，我局坚持“露头就打、除恶务尽、决不手软”的原则，打掉恶势力团伙1个（待认定），抓获团伙成员3人，破获恶势力案件6起。共发八类案件23起，破获23起，破案率达到了100%，有力地震慑了严重暴力犯罪，提升了群众的安全感和满意度。年内上网逃犯147人，抓获123人，年内逃犯抓捕率为83.7%。协外抓获逃犯37人。

三是打击“两抢一盗”等侵财类犯罪效果明显。

一直以来，我局始终坚持“老百姓最痛恨什么犯罪就严厉打击什么犯罪”的原则，对抢夺、抢劫、盗窃、诈骗等多发性侵财犯罪进行了严厉打击，先后破获陈野盗窃摩托车案（核实破案25起，含外省案件13起）、王兴昌入室盗窃案18起，黄传有盗窃牲畜案24起等一系列有影响的侵财案件，抓获犯罪嫌疑人33名。1-11月份共发生侵财类案件455起，破现案293起，现案破案率为64.4%，破积案12起，协外破案27起，共破获332起，较去年同期多发了102起，多破获172起。

四是打击经济犯罪成效突出。

按照公安部统一组织的打击经济犯罪“破案会战”专项行动要求，我局所有办案部门联合作战，举全警之力深挖案源，加大查办力度，打击成效为历年之最，为维护全旗良好的经济秩序做出了贡献。专项行动期间，共受理各类经济案件173起，立案168起，破案147起，完成上级要求立破案111起任务的132%；抓获犯罪嫌疑人331人，取保候审319人，涉案金额1623万元，挽回经济损失755万元，综合战果位于全市前列，在自治区公安厅表彰大会上，我局经侦大队长李俊山被公安厅荣记个人二等功一次，是呼伦贝尔市公安系统唯一一位受表彰者。

五是加大毒品犯罪的打击力度。

加强跨警种、跨部门、跨区域禁毒合作，提高精确打击和阵地控制能力，有效地挤压毒品犯罪的空间。共立毒品刑事案件18起，破获15起，抓获犯罪嫌疑人16人；查处涉毒治安案件13起，打击违法嫌疑人21人，强制隔离戒毒2人，缴获毒品（冰毒）17.64克。加大了禁赌宣传和禁赌踏查力度，实现了罂粟“零种植”的目标。

六是加大打击网络违法犯罪。

通过网上侦查，成功遏制一起高考泄密案的发生，收缴高科技作弊器材一套。侦破系列网上盗窃“传奇元宝”案，起诉1人，缴获赃款4.6万元，查处1起采用“黑客”行为非法干扰计算机信息系统正常运行案。全年共侦破网上违法犯罪案件13起，抓获3名犯罪嫌疑人，共查处涉网行政治安类案件11起，拘留2人，处罚9人。

四、加大社会面专项整治力度，进一步回应群众的期待

相继组织开展了“治爆辑枪”、“收缴管制刀具”、“扫黄禁赌”、“打四黑除四害”、“整治校园周边”等一系列专项行动。截至目前，我局在“治爆辑枪、集中收缴管制刀具”专项行动中，收缴枪支51支，各类子弹1542发，炸药27公斤，雷管6枚；管制刀具692把；对民用爆炸物品使用单位检查26次，发现整改安全隐患2处，确保了绝对安全。在“扫黄禁赌”行动中，破获4起拐卖拐骗少女、强迫妇女卖淫案，抓获犯罪嫌疑人8人，解救被拐卖少女36人。查处涉赌案件51起，治安处罚260人，涉黄案件3起，治安处罚5人，累计检查娱乐服务场所216家次，限期整改1家。在“集中整治校园及周边治安秩序”行动中，对我旗43所中小学，36所民办幼儿园及周边检查156次，发现整改安全隐患10余处，提出整改意见10条。在“打四黑除四害”专项行动中，共清理检查重点部位1260处，查处治安案件67起，捣毁黑窝点56个，抓获违法犯罪人员285人，其中治安拘留244人，刑事拘留2人。通过开展一系列的专项整治行动，有效净化了社会面，赢得了人民群众的信任和赞誉。

五、不断创新社会管理，服务群众和经济发展能力得到进一步提升

一是强化窗口单位管理，提升服务质量。

创新工作方法，采取“阳光警务”、错时工作制等方法，建成了8个敞开式服务窗口，积极推出“预约服务”、“一站式服务”、户籍业务“二级代办”、“警务联络员制度”等一系列便民利民措施，增强了服务质量，提高了服务效率，人民群众对公安工作的满意率不断上升。

二是强化旅店、网吧、娱乐场所管理，消除各类治安隐患。

——严格执行旅店业实名登记制度，全旗旅店业信息系统入网率达到94.2%，信息上传率达到90%以上，利用旅馆业信息系统抓获上网逃犯27人。加大监督检查力度，对不按照规定实名登记的42家旅店给与了治安处罚。

——严格执行实名制上网规定，严格落实消防安全制度，通过反复督导检查，有9家网吧因违反规定被处罚，11家网吧停业整顿，收缴、注销非实名上网卡500余张，排查消除各类安全隐患20余处，有力地净化了网络环境。同时，严格查处未成年人上网，得到了学生家长的一致拥护和好评。

——加大特行、娱乐服务场所的安全检查力度，整改各类治安隐患10余处，确保了无安全事故发生。

三、加强监所管理，确保安全无事故。

对在押人员实行人性化管理，严厉打击“牢头狱霸”行为。建立健全各项规章制度，不间断地开展监所安全整治，杜绝了在押人员脱逃、自残、自杀和非正常死亡事件的发生，确保了监管场所安全无事故。全年在押人员数量达到了历史最高峰值。违法犯罪人员信息采集率达到100%。深挖犯罪线索11条，破获刑事案件6起。

四是加大道路交通安全管理。

我局认真学习借鉴先进地区的管理理念和管辖措施。加强对营运大客车、校车等重点车辆的管理，积极推进车辆GPS监控系统建设。强化路面巡逻管控，加大对“三超一疲劳”、“酒后驾驶”、“涉牌涉证”等重点交通违法行为的查处惩治力度，共查处各类交通违法行为1.3万余起，依法行政拘留85人，查获酒后驾驶54人，其中醉酒驾驶36人，成功抓获交通肇事逃逸犯罪嫌疑人1人。组建了校车安全管理中队，深入开展“护卫天使”活动，严查接送学生车辆，确保了安全无事故。

五是强化消防安全管理。

在全旗范围内开展了“清剿火患”行动，对火灾隐患进行细致排查，全年共检查单位3948 个，发现火灾隐患13710处，督促整改13699处，下发责令改正通知书2646份，下发临时查封决定书70份，责令三停33家，拘留16人。确保了全旗无一起较大以上大火灾事故的发生。共组织重点单位实地消防应急演练17次，修订重点单位预案17份，建立健全了应急响应机制。

六是加强互联网监控力度。

搜集上报各类网络舆情信息521条，其中社情民意类223条，涉警、涉稳类152条，其他类146条。被公安部十一局采用6条，公安厅采用128条。在全市网安部门“十八大”安保互联网巡查专项行动中，上报各类涉稳信息53条，列全市第一，上报公安部确定的有害类信息3200余条，被上级公安机关删除封堵有害信息1620条。舆情导控共回帖2700余条，总体成绩位列全市前列，得到了市局的表扬。同时，我们加大了“事关本旗、事关稳定”类信息监控巡查力度，及时协调删除百度贴吧等论坛中的负面言论152条，对涉及重大举报类信息及时通报有关部门，实时适度引导舆情走向，今年未发生本地网上群体性事件。

七是强化网格化巡逻，严密社会面防控。

制定下发了巡逻防控方案，合理划分网格化巡逻路线，采用车巡和步巡相结合的方式，在那吉镇三个派出所车巡的基础上，抽调局机关警力90人，分为18个巡逻小组徒步夜间巡逻。年初以来，治安大队、刑警大队、交警大队、各派出所不间断的开展巡逻，严密社会面防控，累计出动警力2000余人次，车辆800余台次，加大了街面、社区巡逻密度，提高了见警率，减少了可防性案件的发生，增强了群众的安全感。

八是积极服务旗委、政府中心工作。

派驻民警全力协助相关部门开展打击毁草开荒、河西新区筹建等中心工作。我局分6批次，出动警力40余人次，积极协助旗委、政府开展进京赴呼上访人的劝返工作，同时加大了对无理缠访、闹访、越级访的人员打击力度，行政拘留23人，训诫23人，治安警告4人，有效维护了全旗信访秩序的稳定。积极响应旗委、政府号召，全力打造示范村建设。我局定点帮扶得力其尔乡杜代沟村，张杰局长亲自带队先后20余次深入帮扶第一线，累计投入项目扶持资金20余万元。我局抽调专门力量对全旗提供互联网上网服务的场所进行摸底调查，为下一步开展运营商与联网用户协议签订、设备安装奠定了良好的基础。圆满完成了全旗重要会议、重大活动、领导视察和敏感时期等20余次大型安全保卫任务。全警参与，积极开展护秋保粮专项行动，秋收期间未发生一起盗粮、抢粮、烧粮案事件，得到了全旗农民群众的高度认可。

六、积极构建“大情报”系统，切实提高实战应用能力

充分发挥了情报中心职能优势，将一切可能影响全旗社会政治稳定的苗头性和倾向性信息纳入视线，共编发警情研判171期。

推进积分预警、分类管控，通过大情报平台共处置各类预警指令9128条，签收、反馈、上报率均达到100％，通过动态管控平台抓获人员66人（其中在逃人员37人），临控人员24人。

通过二次研判、动态管控，抓获9名吸毒人员，强制戒毒2人。

此外，根据市局相关部署，共物建信息员3000余名，上报情报信息5021条，编发《公安情报信息》32期，《舆情社论分析》31期，《情报战果专刊》9期，共上报各类外部资源信息657170条，为当地政府以及上级公安领导处理问题和解决矛盾提供了重要依据。

七、以加强执法规范化建设为重点，努力提高执法公信力

一是加强接处警源头治理。

组织开展了集中治理接处警不作为问题专项行动，从执法源头上加强管理，切实做好接处警、受立案工作，坚决杜绝接处警不作为问题的发生。加大对110接处警回访力度，切实提高了报警人对公安机关的满意度。

二是大力加强制度建设。

先后制定了《执法工作考评细则》、《关于加强和改进劳动教养呈报工作的意见》、《法制员管理暂行办法》、《法制员考评细则》、《网上执法办案与执法监督工作规定》等一系列规定，对防范程序违法、提升执法效率等方面起到了积极的作用。

三是加快推进执法规范化、信息化建设。

进一步强力推进《网上执法办案与执法监督工作规定》、《网上办案责任制》、《执法信息化考评办法》。截止目前，全局所有接处警网上录入率达100%，行政、刑事案件录入、程序流转率均达99%，电子签章使用率达90%，全局所有通过审核的案件都能做到违法犯罪事实清楚、证据确实充分、程序合法、处理恰当。在半年执法质量检查中，我局在全呼伦贝尔市总排名中，位列第二。其中刑事案件卷宗评比获得全市第一名，行政案件卷宗评比获得全市第二名的好成绩。

四是执法场所改造全部完成。

除复兴、三岔河派出所外，其余12个基层派出所的讯（询）问室、侯问室全部按标准改建完工，录音录像等监控设施已全部安装完成。投入资金17万元，为10个执法单位进行了系统升级改造，确保了各基层所队的执法安全。

八、多措并举，全力构建和谐警民关系

积极开展“三访三评”深化“大走访”活动。共走访企事业单位1037家，走访群众4195人，警风警纪监督员、人大代表、政协委员272人；评查解决问题156个，排查化解纠纷94起；走访慰问特困群众共计42家，送去慰问金8400元、米面粮油等生活用品价值6000多元；开展送法律活动9次，接受法制宣传知识的群众达1万余人。组织了多次警民恳谈和警营开放日活动，增进了与群众的沟通和交流，并对收集的意见、建议积极整改。积极开展转作风下基层活动，我局共为21户困难户结对帮扶10500元。全旗“博爱一日捐”共捐款33450元。通过一系列的举措，增强了公安机关同人民群众的沟通联系，警民关系更加和谐，人们群众对公安机关的满意度进一步提升。

九、以打造一流公安为目标，大力加强队伍建设

一是强化思想政治建设。

组织开展了“人民警察核心价值观教育活动”、“转变作风提高素质集中教育培训活动”、“建设学习型机关活动”，举办了“两项活动”及廉政文化建设主题演讲比赛。全局共举办培训班10次，参加市、旗两级组织的培训班16次，共计培训697人次。同时收看了“西部送教行”专题讲座，收听收看了“机关大讲堂”，切实提高了民警为民服务的意识和本领。

二是坚持从严治警和从优待警。

针对队伍中存在的一些突出问题，组织开展了机关纪律作风整顿活动，严格执行“五条禁令”和公安机关各项纪律规定。与全局各部门负责人签订了“警令状”，设置了公安队伍建设的底线要求。纪检督察部门通过明察暗访等形式，开展了各类督察225次，查纠各类问题52件，提出整改意见29条，下发《督察通知书》、《督察建议书》12份，确保了队伍稳定。认真贯彻落实民警体检、休假等从优待警措施，完善大病救治、因公负伤民警的绿色救助通道，走访慰问了困难党员、民警和烈士家属、退休老同志。广泛筹集资金建起了民警互助基金和民警理事会，积极为困难民警解决实际问题。通过以上措施，凝聚了警心，激发了斗志，进一步增强了队伍的凝聚力和战斗力。

三是全年各项工作亮点纷呈。

我局在全旗依法行政示范单位创建经验交流会上做了典型发言；成功承办了全市刑侦工作推进会，得到了市局领导和与会人员的一致好评；刑事技术连续两年被评为全市现场勘验信息系统建设及应用先进单位，在刑事技术现场会上做了典型发言；在全市公安机关旗市区领导班子大比武活动中，我局取得了团体总分第一名的优异成绩，纪委俞荣杰书记荣获综合排名三等奖，获得奖金一万元，吕和庆副局长荣获业务知识考试一等奖，获得奖金伍千元，于清泉副局长、杜彦军副局长分别荣获综合排名优秀奖；刘万军同志被公安部授予“全国优秀人民警察”荣誉称号，成为我局二十年来获此殊荣的第一人；杨秀芬同志通过层层选拔，参加了自治区公安厅组织的主题教育巡回演讲团，在全区各盟、市参加巡回演讲24场；我局经侦大队被公安厅授予“2012年度全区公安机关经侦部门执法示范单位和执法标兵”；在迎接党的十八大暨第三届阿荣旗群众合唱节”大合唱比赛，我局获得了二等奖；我局“廉政风险防控”工作被旗纪委列为优秀参观点，9月份市委常委、纪委书记张毅及各地旗市区纪委书记一行30人来我局参观指导，旗纪委于长春书记要求全旗各单位向公安局学习。

十、集中精力抓好基础设施建设

按照旗委、政府的要求，我局今年开工了看守所（含拘留所）建设和公安业务技术用房项目，看守所（含拘留所）建设总规模8550平方米，其中，看守所6250平方米，拘留所2300平方米。该项目在旗领导的特别关注和大力支持下，经多方努力，相关手续全部办理完毕。8月20日建设项目已封顶，主体已竣工，10月18日全部停工，其他附属设施2013年待建，预计工程于2013年10月份交工，2013年末投入使用。

公安业务技术用房立项批复及两证一书已办理完毕，项目于8月份正式开工，276个桩基础全部打完，混凝土灌注完毕，于10月份停工，防冻保暖也已完工。下一步将开展招投标工作，并办理施工许可证，预计2013年大楼主体竣工。

存在的问题：

一、治安管控难度增大，压力增加。

主要表现在：一是刑事发案居高不下，侵财性犯罪仍然高发，电信、网络诈骗等新型犯罪不断出现，毒品犯罪呈发展态势。二是随着车辆和驾驶人的快速增多，人车路要素急剧增加与警力紧张的矛盾凸显，使得道路交通安全形势日益严峻。三是常态化、精细化的消防安全管理机制还没有完全建立起来，火灾隐患仍然存在，消防安全形势不容乐观。

二、基础工作做得不实。

主要表现在：对辖区实有人口不熟，对流动人口、重点人口存在漏管失控现象。对出租屋、特行、娱乐场所的监管力度不够，基础信息采集不全，群众工作能力不强。

三、队伍建设存在不足。

从队伍管理的层面看：一是“重业务，轻队伍”的思想还比较严重。二是一些领导自身表率作用不好，抓队伍的底气不足，缺乏“认真较真”“敢抓敢管”的精神。三是齐抓共管的合力没有形成。从民警自身来说：一是一些同志政治敏感性不强，工作敏锐性不高，对工作部署执行力差，思路不多，措施不力，导致效率不高。二是少数民警信念退化，甘于平庸，得过且过。三是个别民警执法执纪不严，心存侥幸。四是民警的纪律作风、能力素质仍需提高。

2013年工作安排

（一）打好维稳处突持久仗，确保全旗社会政治稳定。

严密防范、严厉打击境内外敌对势力、民族分裂势力、宗教极端势力以及各类邪教组织的渗透破坏活动。不断强化情报信息搜集和汇总研判工作，提高预警能力，掌握对敌斗争的主动权。建立健全预警和应急机制，完善工作预案，加强反恐怖专业力量建设。根据公安部和市公安局的要求，结合我旗实际，积极向旗委、政府申请，为我局解决20人的事业编制和经费保障，我局拟组建一支20人的特警突击队，适时组织演练，增强防范、处置各类突发事件和恐怖事件的能力。积极预防、妥善处置各类群体性事件，确保全旗社会政治稳定。

（二）继续保持严打高压态势，全力维护社会治安大局稳定。

持续抓好“命案侦破”、打击“两抢一盗”、“打黑除恶”、“打四黑除四害”等专项行动，做到什么犯罪突出，就重点打击什么犯罪。既要全力攻坚破大案，又要坚持不懈破小案，尤其是要加大对多发性侵财犯罪的打击力度；组织警力对命案积案进行攻坚，千方百计抓捕各类逃犯，全力维护社会治安大局稳定。

（三）强化治安防控和治安整治，着力提升人民群众的安全感。

结合我旗实际，确定防控、整治的重点和方式，什么治安问题突出，就重点解决什么问题，哪里治安混乱，就重点整治哪里，用什么方式更为有效，就采取什么方式，始终坚持打防管控相结合，不断提升人民群众的安全感和满意度，使我旗在全市始终保持社会治安最好的地区之一。

（四）加快推进科技强警步伐。

加强刑事技术、网侦技术建设，在现场勘查取证、物证鉴定等方面有所突破。强化“大情报”系统建设，最大限度地整合信息资源，加强情报信息收集和预警、研判、使用功能，提高战斗力。加强视频监控联网报警系统建设，积极向旗委、政府汇报申请，拟于明年开始建设一期工程。投资1200万元，在6处治安卡口和福利路以北、体育路以南区域建设350个治安监控点，同时协调物业管理部门、那吉镇政府，对105个老旧小区安装视频监控系统。

（五）加强队伍建设，全面提高执法和服务水平。

从加强领导班子建设入手，不断提高领导干部综合能力。强化民警的养成教育和执行力，做到常教育、严管理、勤培训、细考核、严奖惩，有针对性地解决队伍中存在的突出问题。加强教育培训，严格规范执法制度和执法程序，从执法源头抓起，不断强化执法监督与考评，使民警的执法和服务水平明显提高。

（六）积极推进项目建设，夯实公安基础。

目前，公安机关业务用房建设立项批复及两证一书已办理完毕，基础已打完，正在准备办理施工许可证和招投标事宜，预计明年年底前大楼主体竣工；看守所、拘留所建设手续已经完备，主体工程已经结束，其他附属设施明年待建，预计2013年末投入使用。我局要抽调专门人员参与，主要领导亲自督战，高质量地完成这两个在建项目。同时积极争取旗委、政府领导的大力支持，拟规划明年新建项目4个，复兴派出所（新建）、三岔河派出所（新建）、那吉镇第一派出所（迁建）、那吉镇第二派出所（迁建），以更好地适应新形势下的公安工作需要。

According to the requirements of the Ministry of Public Security and the Municipal Public Security Bureau, combined with the actual situation of our banner, actively apply to the banner committee and the government to solve the business establishment and funding guarantee of 20 people for our bureau. Our bureau plans to form a special police commando team of 20 people. Organize drills to enhance the ability to prevent and deal with various emergencies and terrorist incidents. Actively prevent and properly handle various mass incidents to ensure the social and political stability of the whole banner.

(2) Continue to maintain the high-pressure situation, and make every effort to maintain the overall stability of social security.

Continue to do a good job in special operations such as “detection of homicide”, combating “two robberies and one robbery”, “fighting gangsters and eradicating evil”, “fighting four gangsters and eliminating four evils”, and focusing on combating crimes that are prominent. It is necessary to go all out to solve major cases, but also to persevere in solving small cases. In particular, we must intensify our efforts to crack down on frequent property crimes; we must organize police forces to tackle backlogs of homicide cases, do everything possible to arrest fugitives of all kinds, and do our best to maintain social order The overall situation is stable.

(3) Strengthen public security prevention and control and public security rectification, and strive to enhance the sense of security of the people.

Combining with the reality of our banner, determine the key points and methods of prevention, control and rectification. Where the public security problems are prominent, we should focus on solving those problems. Where the public security is chaotic, we should focus on rectification. The combination of prevention and control has continuously improved the sense of security and satisfaction of the people, making our banner one of the areas with the best social security in the city.

(4) Accelerate the pace of scientific and technological strengthening of the police.

Strengthen the construction of criminal technology and network investigation technology, and make breakthroughs in on-site investigation and evidence collection, physical evidence identification, etc. Strengthen the construction of the “big intelligence” system, maximize the integration of information resources, strengthen intelligence information collection and early warning, research and judgment, and use functions to improve combat effectiveness. Strengthen the construction of the video surveillance network alarm system, actively report the application to the banner committee and the government, and plan to start the first phase of the project next year. Invest 12 million yuan to build 350 public security monitoring points in 6 public security checkpoints and areas north of Fuli Road and south of Tiyu Road.
