阿荣旗旗毒品犯罪新特点及公安机关如何采取有针对性的打击和防范措施,进一步增强打防实效

2012年,阿荣旗公安局禁毒大队认真贯彻落实自治区和呼伦贝尔市禁毒委关于禁毒工作的一系列重要指示精神,全面推进《禁毒法》的贯彻实施,全力推动禁毒人民战争向纵深发展,最大限度地减少毒品危害,最大限度地促进社会和谐稳定,秉承对国家、对民族、对人民、对历史高度负责的精神,努力做好我旗的禁毒工作。根据上级领导部门的要求,阿荣旗禁毒委成立了以公安局副局长吕和庆为组长的调研组,抽调刑警、治安、派出所人员在日常工作中着重对阿荣旗辖区内的涉毒情况进行摸底、总结,对全旗禁毒工作情况进行了调研。调研组深入禁毒工作的林业局、公安局禁毒大队等基层一线部门,了解和询问了相关工作的的开展情况。禁毒大队工作人员陪同了调研。现将调研情况报告如下:
近年来,我旗始终把禁毒工作作为关系全旗改革、发展、稳定大局的一项重要任务来抓,以遏制毒品来源,遏制毒品危害、遏制新吸毒人员的滋生为目标,着重解决外来毒品渗透、娱乐服务场所涉毒、易制毒化学品流入非法渠道、林区非法种植毒品原植物等问题,深入推进禁毒斗争,有力地推进了禁毒工作的深入开展,由毒品犯罪引发的社会问题和治安问题得到有效治理。
一、毒品情况
我旗的毒品主要由黑龙江讷河、齐齐哈尔、甘南等地区流入,随着周边地区毒源的全面渗透,我旗的毒品问题也呈逐年上升趋势,危害也日益严重,禁毒工作形势不容乐观。近三年来,阿荣旗公安局禁毒大队共破获各类涉毒刑事案件24起,抓获贩毒、非法持有毒品嫌疑人15名,查获吸毒人员24名(已经全部录入吸毒人员动态管控系统)。开展各类禁毒宣传活动一百三十余场次,受教育群众达20余万人次。在那吉屯第一中学成立了第一支青少年禁毒宣传志愿者组织,开展“不让毒品进校园”、“ 毒品知识进万家”等内容的宣传活动,积极推动了学校禁毒教育与家庭、社会禁毒教育有效衔接。进一步整合了校园禁毒教育资源,确保“学生不吸毒、校园无毒品”成果的有效巩固。
从查获案件来看,我旗毒品违法犯罪呈现出以下几方面的特点:
一是吸毒人员不断增多,年轻化趋势明显。
三年来,抓获涉毒违法犯罪人员共15名,年均增幅56.1%,最小年龄23周岁。共查处吸毒人员28人,人数呈增加趋势,最小年龄20周岁,年轻化趋势明显。吸毒人员逐渐向本地化趋势发展,甚至有的农民也染上吸毒的习惯;在“以贩养吸”的模式下,使得我旗的毒品犯罪数量呈逐年上升趋势。
二是零星贩毒、以贩养吸不断增加。
2009年阿荣旗公安局禁毒大队共破获贩毒案件3起,打击处理犯罪嫌疑人4名,2010年破获贩毒案件7起,打击处理犯罪嫌疑人7名。2011年破获贩毒案件14起,打击处理犯罪嫌疑人4名,在这些案件中,零星贩毒案件大幅增加,基本占破获案件百分之八十以上,且贩毒犯罪嫌疑人大都本身就是吸毒人员,以贩养吸现象比较普遍。
三是新型毒品违法犯罪不断涌现。
毒品犯罪逐渐从传统的海洛因、鸦片向新型的麻古、K粉、冰毒等转变,吸贩毒手法不断翻新,给预防和打击工作带来了一定的难度。
四是贩毒、吸毒场所不断扩大,黄赌毒联系密切。
阿荣旗吸贩毒场所扩大到高档宾馆和个体招待所,范围涵盖高、中、低各级公共场地,呈网状分布。而吸食毒品也常与赌博、卖淫嫖娼等违法行为联系密切,阿荣旗公安局在2011年查处的一起赌博案件和一起卖淫案件中,单查处吸食毒品人数高达16人。
二、队伍建设
我旗的禁毒机构设立。我旗了设立禁毒委员会,负责组织、领导全旗禁毒工作,旗禁毒委员会由旗委常委、副旗长肖国忠担任组长,由公安局长、旗委常委政法委书记、旗委办公室主任,担任副组长,有成员35个,并明确了各自职责,旗禁毒委下设办公室,禁毒办日常工作由旗公安局禁毒大队承担 。
2011年12月20日。阿荣旗机构编制委员会“关于成立阿荣旗公安局禁毒大队(挂阿荣旗禁毒委员会办公室牌子)”的批复,重新恢复了阿荣旗公安局禁毒专业队伍。由公安局副局长吕和庆分管,抽调具有丰富公安工作经验的同志任大队领导。阿荣旗公安局禁毒大队目前编制4人,学历构成均为大专以上学历。
禁毒大队主管全旗禁毒工作,具体职责包括分析掌握全旗毒品违法犯罪动态,研究制定预防打击对策;开展毒品犯罪案件侦查工作和禁毒、戒毒、禁种毒品和铲除毒品工作;负责麻醉药品、精神药品安全监督管理和易制毒化学品监督管理工作;负责强制戒毒,指导全旗“无毒社区”创建工作;承担全旗禁毒工作领导小组日常事务等。
三、禁毒工作存在的问题
(一)禁种铲毒工作严峻。
我旗特殊的地理位置和适于罂粟生长的自然环境以及曾经种植罂粟的历史,虽然我们已经实现了连续四年的零种植目标,但是06年在北部林区发生的种植罂粟案件,(虽然将罂粟及时铲除),犯罪嫌疑人没有抓获,还是存在有人在暴利的驱使下铤而走险的可能,为我们的禁种铲毒工作留下隐患,禁种铲毒的任务任重而道远,
(二)禁毒法律法规及相关毒品知识的宣传力度有待加强。
《中华人民共和国禁毒法》明确规定,禁毒工作实行政府统一领导,有关部门各负其责,社会广泛参与的工作机制。但在实际工作中,由于禁毒工作长效机制尚不完善,考评、激励、举报等机制尚未健全,对毒品形势的严峻性认识不深;少数禁毒成员单位履行部门职责不积极,工作协调配合不够,禁毒工作齐抓共管的工作格局还没有真正形成。乡镇级部门的相关宣传力度较弱,尤其是阿荣旗是农业人口占多数,很多农民对毒品的危害认识不足。
(三)禁毒队伍人员少,任务重,无法保障工作的顺利运转。
阿荣旗公安局禁毒大队现有在编干警四人,既担负着侦查破案、打击处理的任务,还要担负禁吸禁种、禁毒宣传、易制毒化学品监管的任务,同时还担负着旗政府禁毒委员会办公室的职责,工作中警力捉襟见肘、疲于奔命的问题是显而易见的。而且现有民警没有经过专业的执法培训,只有两名干警具有独立办案的能力,缺乏系统、全面、有针对性的业务技能培训,干警缺乏现代基本技能,无法适应新的执法要求。
(四)保障机制不到位。
我旗没有将禁毒经费纳入财政预算,随着执法工作的逐步规范化,执法成本逐年上升,现有经费无法满足执法办案、办公、交通、通讯和禁毒宣传的需要。
(五)部门协作不通畅。
一些警种和部门间缺乏沟通联系,各自为阵,资源整合不到位,情报信息不畅通,需要决策部门提出指导意见。
四、采取有针对性的打击和防范措施 进一步增强打防实效
(一)加大堵源截流工作力度,切断毒品流通渠道。
充分发挥阿荣旗公安局禁毒大队的职能作用,与相关部门加强协作,针对客运站、邮政、物流等渠道,加强毒品堵截工作,进一步减少毒品的流入与供给。充分发挥“301公路禁毒堵卡站”作用,积极开展毒品公开查缉工作,创新查缉观念,配齐查缉设备,严密封堵外省毒品流入我旗。充分整合社会资源信息,发挥信息化作战的优势,加强对跨地区贩毒通道、贩毒方式、藏毒手段、活动规律的定期研判和信息交流,着力构建以信息化为引导的全方位、立体化的防控工作机制。
(二)加大缉毒执法工作力度,严厉打击涉毒违法犯罪活动。
要坚定不移地贯彻严打方针,加强地区、部门、警种之间的协调配合,建立以禁毒大队为龙头,刑警、技术、网监、派出所等多警种联合作战。强化主动进攻意识,综合运用各种侦查谋略手段,实现打击效果最大化。要高度重视打击零星贩毒活动,要建立以禁毒大队和刑警、治安、那吉镇镇内三个派出所为主体的打零工作机制,提升打击毒品犯罪整体能力。
牢固树立“情报主导缉毒”的工作思路,以公安机关“大情报”系统为依托,大力强化禁毒情报信息工作,建立有效的缉毒情报信息管理体制。要加强对缉毒特情的物建管理工作,要在重点涉毒部位要多建特情,特别要做好“尖子”特情的培养工作。要建立群众涉毒举报奖励制度,向社会公布举报电话,拓宽情报收集面。逐步改善缉毒技术装备,加大资金投入,推动和促进禁毒工作的顺利健康发展。
(三)加大禁种铲毒工作力度,防止非法种植罂粟行为反弹。
我旗被自治区禁毒委列为2011年度自治区禁种铲毒重点整治地区,认真做好禁种铲毒工作至关重要。旗禁毒委与各成员单位签定禁种铲毒责任状,与各成员单位一起高度重视,加大毒品原植物的踏查和打击力度。同时,从控制散落在民间的罂粟籽入手,多措并举,依法坚决打击农田、花坛、塑料大棚等零星非法种植罂粟行为,确保今年保持罂粟“零发现”、“零种植”的工作目标。
(四)加大涉毒重点行业、重点人群管理工作力度,解决毒品需求问题。
加强对旅店、洗浴、歌舞娱乐场所的专项治理工作,继续推行娱乐服务场所“禁毒承诺”制度,落实分解责任,完善管理机制,有效预防和减少吸贩毒现象的发生。严厉打击流动人口毒品犯罪活动,与各部门协作配合,通过对歌舞娱乐场所的摸排调查和对外来人口、暂住人口、出租房屋的毒品犯罪监控,最大限度地遏制娱乐服务场所涉毒现象的发生。特别是对外地流入的吸毒人员和外出务工沾染上毒瘾的返乡人员,一旦发现,马上落实监控措施,决不允许出现漏管现象。
(五)加大禁毒宣传工作力度,防止新吸毒人员滋生。
一是认真贯彻《全民禁毒教育实施意见》。深入开展“流动课堂”、“2012青少年禁毒宣传教育行动”,全面推动禁毒教育进学校,帮助青少年树立远离毒品、健康成长的观念。二是开展“全民禁毒宣传月”活动。抓住“6·1”《禁毒法》实施纪念日、“6·3”虎门销烟纪念日、“6·26”国际禁毒日,做好重点时期禁毒宣传工作。三是深化“不让毒品进我家”活动。全面推动禁毒教育进家庭,完善家庭自我教育、自我防范功能。组织开展“2011毒品知识进万家”活动,全面推动禁毒教育进家庭,进一步扩大“无毒家庭”覆盖面,使毒品预防知识家喻户晓、深入人心。四是开展“禁毒教育进场所—2012阳光场所行动”,通过宣传和培训,提高娱乐服务场所从业人员拒毒、防毒的意识和能力。

In recent years, our banner has always taken drug control work as an important task related to the reform, development and stability of the whole banner, with the goal of curbing the source of drugs, curbing the harm of drugs, and curbing the breeding of new drug addicts, focusing on solving the infiltration of foreign drugs , entertainment service venues, drug-related issues, precursor chemicals flowing into illegal channels, and illegal planting of original drug plants in forest areas. The problem is effectively managed.
- Drug situation
Drugs in our banner mainly flow in from Heilongjiang Nehe, Qiqihar, Gannan and other areas. With the comprehensive penetration of drug sources in surrounding areas, the drug problem in our banner is also on the rise year by year, and the harm is becoming more and more serious. The situation of drug control work is not optimistic. In the past three years, the anti-drug brigade of the Public Security Bureau of Arong Banner has cracked 24 drug-related criminal cases, arrested 15 suspects of drug trafficking and illegal drug possession, and seized 24 drug addicts (all of which have been entered into the drug addict dynamic management and control system). More than 130 anti-drug publicity activities have been carried out, and more than 200,000 people have been educated. The first youth anti-drug publicity volunteer organization was established in Najitun No. 1 Middle School to carry out publicity activities such as “Don’t let drugs enter the campus” and “Drug knowledge enters thousands of homes”, actively promoting school anti-drug education and families, Social anti-drug education is effectively connected. The campus anti-drug education resources are further integrated to ensure the effective consolidation of the achievements of “students do not take drugs and campuses are free of drugs”.
Judging from the seized cases, the drug-related crimes in our banner have the following characteristics:
First, the number of drug addicts continues to increase, and the trend of rejuvenation is obvious.
In the past three years, a total of 15 drug-related criminals have been arrested, with an average annual increase of 56.1%, and the youngest age is 23 years old. A total of 28 drug addicts were investigated and dealt with, and the number showed an increasing trend. The youngest age was 20 years old, and the younger trend was obvious. Drug addicts are gradually becoming localized, and some farmers even have the habit of taking drugs; under the model of “trafficking, breeding and smoking”, the number of drug crimes in our banner is on the rise year by year.
The second is that sporadic drug trafficking, drug trafficking, breeding and smoking are increasing.
In 2009, the anti-drug brigade of Arong Banner Public Security Bureau cracked 3 drug trafficking cases and cracked down on 4 criminal suspects. In 2010, it cracked 7 drug trafficking cases and cracked down on 7 criminal suspects. In 2011, 14 drug trafficking cases were cracked, and 4 criminal suspects were dealt with. Among these cases, sporadic drug trafficking cases increased substantially, accounting for more than 80% of the detected cases, and most of the drug trafficking suspects themselves were drug addicts. The phenomenon of trafficking, breeding and smoking is relatively common.
Third, new types of drug-related crimes continue to emerge.
Drug crimes are gradually changing from traditional heroin and opium to new types of marijuana, K powder, and methamphetamine.
Fourth, places for drug trafficking and drug abuse continue to expand, and pornography, gambling, and drugs are closely related.
Drug smoking and trafficking venues in Arong Banner have expanded to high-end hotels and individual guest houses, covering high, medium and low levels of public venues, distributed in a network. Drug use is also often closely related to illegal activities such as gambling, prostitution and whoring. In a gambling case and a prostitution case investigated by the Arong Banner Public Security Bureau in 2011, the number of drug users was as high as 16.
- Team building
The anti-drug agency in our banner was established. Our banner has set up an anti-drug committee to be responsible for organizing and leading the anti-drug work of the whole banner. The deputy team leader has 35 members, and their respective responsibilities have been clarified. The banner drug control committee has an office, and the daily work of the drug control office is undertaken by the drug control team of the banner public security bureau.
December 20, 2011. - Problems existing in anti-drug work
(1) The work of banning and eradicating poisonous species is severe.
Our banner has a special geographical location, a natural environment suitable for the growth of opium poppies, and a history of poppy cultivation. Although we have achieved the goal of zero planting for four consecutive years, the poppy planting cases that occurred in the northern forest area in 2006, (although the opium poppies were eradicated in time), the suspects were not caught, and there is still the possibility that some people may take risks driven by huge profits, leaving hidden dangers for our work of banning and eradicating drugs. The task of banning and eradicating drugs is a long way to go.
(2) The publicity of anti-drug laws and regulations and related drug knowledge needs to be strengthened.
The “Narcotics Control Law of the People’s Republic of China” clearly stipulates that the anti-drug work shall be under the unified leadership of the government, the relevant departments shall take their own responsibilities, and the working mechanism shall be widely participated by the society. However, in actual work, due to the imperfect long-term mechanism of anti-drug work, mechanisms for evaluation, incentives, and reporting, etc., the seriousness of the drug situation is not well understood; a small number of anti-drug member units are not active in performing departmental duties, and work coordination and cooperation are not enough However, the working pattern of joint management of drug control work has not really taken shape. The relevant publicity of the township-level departments is relatively weak, especially in Arong Banner where the majority of the population is agricultural, and many farmers have insufficient awareness of the dangers of drugs.
(3) The anti-drug team has a small number of personnel and heavy tasks, which cannot guarantee the smooth operation of the work.
The anti-drug brigade of the Arong Banner Public Security Bureau currently has four police officers. They not only undertake the tasks of investigating and cracking down on crimes, cracking down on them, but also the tasks of prohibiting smoking and species, publicizing anti-drugs, and supervising precursor chemicals. The responsibility of the Office of the Narcotics Commission, the problem of overstretched and exhausted police force at work is obvious. Moreover, the existing policemen have not received professional law enforcement training, and only two police officers have the ability to handle cases independently. They lack systematic, comprehensive, and targeted professional skills training. The police officers lack modern basic skills and cannot adapt to new law enforcement requirements.
(4) The guarantee mechanism is not in place.
Our banner has not included anti-drug funds into the financial budget. With the gradual standardization of law enforcement work, the cost of law enforcement has increased year by year. The existing funds cannot meet the needs of law enforcement, office, transportation, communication and anti-drug publicity.
(5) Interdepartmental collaboration is not smooth.
Some types of police and departments lack communication, work independently, resource integration is not in place, intelligence information is not smooth, and decision-making departments are required to provide guidance.
- Take targeted strikes and preventive measures to further enhance the effectiveness of strikes and defenses
(1) Increase efforts to block sources and intercept flows, and cut off drug distribution channels.
Give full play to the functions of the anti-drug brigade of the Arong Banner Public Security Bureau, strengthen cooperation with relevant departments, and strengthen drug interception work for passenger stations, postal services, logistics and other channels, and further reduce the inflow and supply of drugs. Give full play to the role of “301 Highway Anti-drug Blocking Station”, actively carry out open drug investigation work, innovate the concept of investigation and arrest, equip complete inspection equipment, and strictly block the flow of drugs from other provinces into our banner. Fully integrate social resource information, give full play to the advantages of information-based operations, strengthen regular research and judgment and information exchange on cross-regional drug trafficking channels, drug trafficking methods, drug possession methods, and activity patterns, and strive to build an all-round and three-dimensional network guided by information technology. Prevention and control mechanism.
(2) Increase the intensity of anti-drug law enforcement and severely crack down on drug-related illegal and criminal activities.
We must unswervingly implement the policy of cracking down hard, strengthen coordination and cooperation between regions, departments, and police departments, and establish joint operations with the anti-drug brigade as the leader, criminal police, technology, Internet surveillance, and police stations. Strengthen the awareness of active attack, and comprehensively use various investigative strategies to maximize the strike effect. We must attach great importance to cracking down on sporadic drug trafficking activities, and establish a zero-fighting working mechanism with the anti-drug brigade, the criminal police, the public security, and the three police stations in Naji Town as the main body, so as to improve the overall ability to combat drug crimes.
Firmly establish the working idea of “intelligence leading anti-drugs”, relying on the “big intelligence” system of public security organs, vigorously strengthen anti-drug intelligence and information work, and establish an effective anti-drug intelligence information management system. It is necessary to strengthen the material construction management of anti-drug special cases, build more special cases in key drug-related parts, and especially do a good job in the cultivation of “top” special cases. It is necessary to establish a reward system for the masses to report drug-related reports, publicize the report telephone numbers to the public, and broaden the scope of intelligence collection. Gradually improve anti-drug technical equipment, increase capital investment, and promote and promote the smooth and healthy development of anti-drug work.
(3) Intensify efforts to ban the cultivation of poppies and eradicate them to prevent the rebound of illegal opium poppy cultivation.
Our Banner was listed by the Narcotics Control Commission of the Autonomous Region as a key rectification area for banning and eradicating drugs in the autonomous region in 2011. It is very important to do a good job in the work of banning and eradicating drugs. The Banner Narcotics Control Committee and each member unit signed a responsibility letter for prohibiting planting and eradicating drugs, and attached great importance to it together with each member unit to increase the investigation and crackdown on the original drug plants. At the same time, starting from the control of poppy seeds scattered among the people, we will take multiple measures to resolutely crack down on sporadic and illegal poppy cultivation in farmland, flower beds, and plastic greenhouses in accordance with the law, so as to ensure that the goal of “zero discovery” and “zero cultivation” of poppy will be maintained this year.
(4) Strengthen the management of key drug-related industries and key populations to solve the problem of drug demand.
Strengthen the special management of hotels, bathing, singing and dancing entertainment venues, continue to implement the “anti-drug commitment” system for entertainment service venues, implement the division of responsibilities, improve the management mechanism, and effectively prevent and reduce the occurrence of drug trafficking. Severely crack down on the drug crimes of floating population, cooperate with various departments, and curb the occurrence of drug-related phenomena in entertainment service places to the greatest extent through the investigation of singing and dancing entertainment venues and the monitoring of drug crimes for migrant population, temporary population, and rental houses . In particular, the drug addicts who flowed in from other places and the returnees who were infected with drug addiction as migrant workers, once discovered, monitoring measures should be implemented immediately, and no leaks will be allowed.
(5) Intensify anti-drug publicity efforts to prevent the breeding of new drug addicts.
The first is to conscientiously implement the “Opinions on the Implementation of National Anti-drug Education”. In-depth implementation of “Mobile Classrooms” and “2012 Youth Anti-drug Publicity and Education Action” to comprehensively promote anti-drug education in schools and help young people establish the concept of staying away from drugs and growing up healthily.
