谈如何做好民警思想政治教育工作

内容摘要：“思想是行动的先导”，如何做好新时期公安思想政治工作，是摆在公安机关面前的一项重大而紧迫的任务。新时期，只有不断增强思想政治工作的吸引力、感染力、说服力、凝聚力，实现警营的和谐，提高队伍的整体素质，才能确保公安队伍永不变色。本文分析了当前民警思想中存在的基本问题，认为做好新时期民警思想政治教育工作应该以政治教育、和谐警营建设、典型示范、公正执法、科学教育方法为抓手。

“思想是行动的先导”，“思想政治工作是队伍建设的灵魂，是一切工作的生命线”。在社会主义市场经济发展的过程中，公安机关广大民警思想活跃，民主法制意识增强，具有强烈的进取意识和改革精神，这是做好当前思想政治工作的优势和基础。但在巨大工作压力、巨大心理冲击力和巨大诱惑力面前，难免会出现一些新情况，新问题。因此，思想政治工作的作用比任何时候都重要。如何做好新时期公安思想政治工作，是摆在公安机关面前的一项重大而紧迫的任务。
新时期公安思想政治工作，必须以科学发展观为统领，坚持以人为本的原则，在尊重人、理解人、关心人、教育人、激励人上下功夫，不断增强思想政治工作的吸引力、感染力、说服力、凝聚力，实现警营的和谐，提高队伍的整体素质，只有这样，才能完成“三项建设”的任务，确保公安事业的全面可持续发展，确保公安队伍永不变色。
一、当前民警思想中存在的基本问题
一是存在厌战、厌学情绪。
公安民警担负着繁重的维护社会治安秩序、打击犯罪、保护人民的重任。由于公安工作的特殊性和长期超负荷的工作，导致民警易于产生厌战、厌学情绪。
二是存在畏难情绪。
随着公安队伍正规化建设的不断深入，新时期、新形势对民警个人素质和执法质量提出了更多更高的要求，同时随着电视、互联网等新兴广播媒体的高速发展，来自社会方方面面的监督使部门民警在心理上不能完全适应，导致部分民警产生畏难情绪。表现在工作中就是存在“多干多错，少干少错，不干不错，干好干赖一个样”的想法。对工作能拖则拖，宁可不办，也不愿意承担风险。
三是存在消极情绪。
当前由于公安任务重，民警人数少，公安民警长期超负荷工作，部分民警积劳成疾。另外，以家庭情况分析，全局民警有部分民警的家属失业、子女没有就业等这些生活困难问题的存在制约民警的工作积极性，滋生了消极情绪。
二、针对以上问题，笔者认为解决民警思想上存在的基本问题应以以下几点为抓手：
要以“政治教育”为抓手。
一是充分发挥思想政治工作的作用，克服少数人头脑中存在的“思想政治工作说起来重要做起来不要”的错误思想，要注重完善各项规章制度，切实把思想政治工作任务具体、责任到人。要力戒空谈，真抓实干，坚持在任何情况下“以人为本”和“思想先行”；
二是紧紧抓住民警好学上进的特点，积极开展有利于开拓视野的专题教育，以正确的思想教育占警营、稳“警心”。在着力抓好基础性政治理论教育的同时，充分利用局域网定期编发学习资料供全体民警学习。在此基础上，着力抓好针对性警示教育，重点强调“四个反复”：即反复开展不同内容的检查活动，反复观看警示教育片，反复组织民警学习身边发生的违纪、违禁通报，反复给民警算违纪的政治代价、经济代价、家庭代价，不断筑牢民警拒腐防变的思想防线。要结合民警的思想状况确定思想政治工作的目标，要结合当前工作任务去做好思想政治工作。
要以“和谐警营建设”为抓手。
第一、积极开展文娱活动，以凝聚警心，广泛征求民警意见，营造良好的警营文化氛围。了解民警心理、掌握民警心理动态、解决民警最直接、最急需、最现实的问题和困难，是构建和谐警民的有效途径。要结合单位实际组织开展一些文体活动。可举办文艺晚会和书法比赛，结合每位民警的爱好，编排些民警们喜闻乐见的节目；可以搞一些体育活动，比如拔河、排球、乒乓球等类的比赛，活跃单位的气氛，减轻民警的思想、工作压力；同时，针对单位的单身民警要积极为他们创造一些娱乐空间；还要建造民警的健身房，购买一些健身器材，要采取一些方法和措施丰富民警的娱乐文化生活，努力够建一个和谐警营。
第二、针对和谐警营建设困难之处，
一要积极与当地政府和上级公安机关沟通，增设编制、增加人员，努力减轻人员不足带来的工作压力，努力减少现有民警的超负荷工作量;
二要积极与党委政府及财政部门沟通和联系，尽快落实国家人事部和财政部关于加班补贴的有关规定，使有关民警的从优待警措施和其他福利待遇及政治待遇落实到位；
三要针对民警家庭所带来的不同困难，努力帮助，教方法、指门路、想措施，使每位家庭困难的民警感到县局党委给予的温暖，切切实实地使每位民警认识到局党委就是每位民警的“娘家人”，使他们思想上产生工作动力。
四是要在后勤保障上做好“储备军”。通过严格落实年体检制度、建立健全民警健康档案、落实民警年休假制度、购买意外伤害保险等一系列举措，切实提高民警的福利待遇，解除民警后顾之忧。
要以“典型示范”为抓手。
通过典型引路，大力发掘民警工作的“闪光点”，通过运用典型的示范作用和精神力量励“警心”。要紧紧围绕中心工作结合队伍建设实际情况，广泛开展各种争先创优活动，评选出一大批先进人员，扩大影响，进一步弘扬正气。
要以“公正执法”为抓手。
开展“忠诚、为民、公正、廉洁”人民警察核心价值观教育，就要严把“执法”关。针对当前严重的执法环境，
一是要教育民警正确对待，严格执法。当前，面对新的形势，新的任务和新的要求。我们既要坚持严格、公正执法，又要坚持理性、平和、文明、规范执法。特别是平和。每位民警在应对复杂事情和环境时，一定要有一种心态，一是主要保持控制自己的情绪，在一定的场合必须忍辱负重，要用平和的心态来应对局面。
二是党委班子成员要对分包的基层所队民警给予撑腰壮胆，鼓励民警大胆工作、大胆执法、要针对某一问题要勇敢承担责任，不能使民警因执法产生后顾之忧心理，努力为民警创造一个良好的执法空间，创造一个良好的接受思想政治教育环境。 要以 “科学教育方法”为抓手。要切实做好公安派出所思想政治工作，必须摒弃单一的说教，采用情感熏陶、榜样示范、对比鉴别、实践锻炼、心理调整等方法，采取说理、约束、调解、渗透、参与、咨询等手段，通过社会教育、集体教育、自我教育等途经，改变民警们的思想认识，使思想政治工作具有广泛的实践内容和可操作性。
一是在解决民警思想问题时，不是被动地高压和封堵，而是要抓住热点、难点问题把解决思想问题同解决实际问题结合起来。查清民警产生思想问题的根源，从对民警的关心、关怀入手，从广大民警的思想实际入手，根据实际帮助民警解决工作、生活中的困难。只有把问题解决了，矛盾化解了，民警的思想才能舒畅，才能全心全意地干好工作；
二是每位党委成员要与民警经常谈心、交心，把握其思想脉搏，了解民警的真实想法，主动地进行教育和疏导，有针对性地做好思想政治工作，力求解决民警思想领域深层次的问题。三是结合本单位所担负的主要任务，做好思想政治工作。要注意充分运用现有政策、法律、制度，引导事物向有利于政策目标的方向发展。要善于抓住主要矛盾，在大的原则不变的情况下因势利导，适当做出某些调整，化解次要矛盾以实现大局目标。

- The basic problems existing in the thinking of the current civilian police

Take “political education” as the starting point.
