经依法侦查查明：

现有中保人高长辉证人证言、高长辉和朱明壮签订的同，六合镇振丰村50余户村民报案材料及朱明壮签订的欠条等证据在卷。
综上所述，朱明壮上述行为涉嫌《中华人民共和国刑法》第二百二十四条合同诈骗犯罪。依据《中华人民共和国刑事诉讼法》第八十六条之规定呈请立案侦查。
