福建省公安厅监管总队关于对《拘留所法律文书（征求意见稿）》的修改意见
公安部监管局:
根据贵局的要求，我总队招集福州、厦门、泉州、漳州市拘留所所长对《拘留所法律文书（征求意见稿）》进行认真学习研究，提出以下修改意见：
- 建议增加的内容
1、建议增加“被拘留人异地收拘审批表”。
2、建议增加“被拘留人出所体表检查表”。
3、建议增加“被拘留人权利义务告知的法律文书”。
二、建议修改的内容
1、在式样三：被拘留人违禁、涉案物品移交清单中“所长审批”，建议更改为“带班所领导审批”。
2、在式样四：被拘人员暂存物品现金收据一栏，建议增加“被拘留人出所时领取财务签字和民警签字栏”。删除“出生年月”，一式三份改为“在一张纸上三连单”。
3、在式样七：解除拘留证明书（存根）一览，建议删除，“通知家属或者单位情况”的内容。

According to the requirements of your bureau, our team recruited the directors of detention centers in Fuzhou, Xiamen, Quanzhou, and Zhangzhou to study and study the “Legal Documents of Detention Centers (Draft for Comment)” carefully, and put forward the following amendments:
Suggested additions
- It is suggested to add the “Approval Form for Detainees Detained in Other Places”.
- It is suggested to add a “physical checklist for detainees leaving the prison”.
- It is suggested to add a “legal document to inform detainees of their rights and obligations”.
- Suggested revisions
- In Pattern 3: In the list of detainees’ prohibited and case-related items handed over, “approval by the director” is suggested to be changed to “approval by the leader of the supervisor”.
- In the column of Style 4: Cash Receipts for Temporarily Stored Items by Detainees, it is suggested to add a column of “financial signatures and police signatures when detainees leave the prison”. Delete “date of birth”, and replace it in triplicate with “three consecutive forms on one piece of paper”.
- In the Seventh Form: List of Detention Release Certificates (Stubs), it is recommended to delete the content of “Notify family members or units”.
