犯罪嫌疑人陈风强于2009年8月15日因涉嫌聚众扰乱公共场所秩序罪被崇文分局刑事拘留。
同年9月16日因涉嫌寻衅滋事罪被逮捕。
2010年5月4日崇文区人民法院以陈风强犯寻衅滋事罪判处其有期徒刑三年。
犯罪嫌疑人陈风强被判刑后已移送监狱服刑。

2009年2月22日12时许，犯罪嫌疑人陈风强、周光福伙同上访人员李某、赵某、李某（三人均另案处理）等人，为发泄不满情绪，以欢迎美国领导人访华作为借口，组织、煽动上访人员在本市朝阳区建外秀水大厦门前故意制造事端。采取打横幅、撒传单、拍摄闹事现场等方式无理取闹，引起大量群众围观，造成该大厦附近的公共秩序混乱长达一小时。
2009年5月11日9时20分许，犯罪嫌疑人陈风强、周光福伙同上访人员李某、赵某等人，为发泄不满情绪，组织、煽动大量上访人员在北京市宣武区珠市口西大街拆迁楼附近故意制造事端。他与嫌疑人孙礼静等人共同采取打横幅、撒传单、唱上访歌、拍摄闹事现场等方式起哄闹事，引起大量群众围观，造成周边社会秩序严重混乱长达四小时。
2009年5月25日10时许，犯罪嫌疑人陈风强、周光福伙同上访人员李某、赵某、李某等人组织、煽动百余名上访人员在本市崇文区陶然亭桥西侧永定门信访接济站门前，以欢迎美国领导人访华为由借机闹事。他与嫌疑人孙礼静等人共同采取打横幅、撒传单、唱上访歌、拍摄闹事现场等方式起哄闹事，造成该信访接济站周边社会秩序严重混乱长达五十分钟。
2009年5月27日14时许，犯罪嫌疑人陈风强、周光福伙同上访人员李某、赵某、李某等百余名外地上访人员聚集在北京市朝阳区国务院新闻发展中心门前。他们为得到境内外媒体的关注，借国务院新闻发布会之机，采取打横幅、撒传单、往围墙上喷涂标语、堵塞该中心大楼、拍摄闹事现场等方式聚集滋事。结果引起大量群众围观，造成该中心周边公共秩序严重混乱长达一小时。
四、目前工作
犯罪嫌疑人陈风强于2009年8月15日因涉嫌聚众扰乱公共场所秩序罪被崇文分局刑事拘留。同年9月16日因涉嫌寻衅滋事罪被逮捕，2010年5月4日崇文区人民法院以陈风强犯寻衅滋事罪判处其有期徒刑三年。犯罪嫌疑人陈风强现已移送监狱服刑。

The suspect, Chen Fengqiang, was criminally detained by the Chongwen Sub-bureau on August 15, 2009 for the crime of gathering crowds to disturb public order.
On September 16 of the same year, he was arrested on suspicion of picking quarrels and provoking trouble.
On May 4, 2010, the Chongwen District People’s Court sentenced Chen Fengqiang to three years in prison for the crime of picking quarrels and provoking trouble.
The suspect Chen Fengqiang has been transferred to prison to serve his sentence after being sentenced.

At around 14:00 on May 27, 2009, the criminal suspects Chen Fengqiang and Zhou Guangfu, together with petitioners Li, Zhao, Li and more than a hundred petitioners from other places, gathered in front of the State Council Information Development Center in Chaoyang District, Beijing. In order to get the attention of domestic and foreign media, they took advantage of the press conference of the State Council to gather and cause trouble by displaying banners, spreading leaflets, spraying slogans on the fence, blocking the center building, and filming the scene of the disturbance. As a result, a large number of onlookers were aroused, causing serious public disorder around the center for as long as one hour.

The suspect, Chen Fengqiang, was criminally detained by the Chongwen Sub-bureau on August 15, 2009 for the crime of gathering crowds to disturb public order.
