东城（崇文）公安分局预审处关于信访人李晓威信访案件回复报告
分局：
2011年10月19日，分局转交信访人李晓威信访信件，我单位及时开展工作。现将案件主要情况汇报如下：
一、信访人的基本情况
信访人李晓威，男，1969年出生，汉族，大学文化，居民身份证编号：户籍地：北京市丰台区蒲黄榆路，现住址：北京市门头沟区永定中学院内，工作单位：北京汉内威医药发展有限公司。
二、来访人的主要要求
李晓威的母亲杨桂芹邮寄李晓威的信中反映：她因举报倪岩林等人的问题遭到举报人的陷害。2009年11月4日，倪岩林约李晓威还19余万货款时，被崇文分局的警察以诈骗抓获，后以敲诈勒索逮捕。现正在法院诉讼阶段。认为原崇文区公检法均办案不公，要求依法公正查处。
三、承办单位解决该来访要求所做的主要工作
简要案情：
2009年11月4日16时许，犯罪嫌疑人李晓威在北京市崇文区新世界正仁大厦咖啡厅内，以事主倪岩林购买他公司药品不结钱，到中纪委举报事主倪岩林有违法问题为由，敲诈事主人民币193600元整，后被民警当场抓获。
四、目前情况
2009年11月5日我处刘春龙预审室受理此案后，依法办案，并依法履行办案程序。2009年11月29日，我局依法将该人报请北京市崇文区人民检察院呈请逮捕。同年12月4日，北京市崇文区人民检察院以该人涉嫌敲诈勒索罪批准逮捕。2009年12月30日我局依法将该人起诉，现该人已判刑。
至于信访材料中反映:（1）我处民警刘春龙在办理此案中向嫌疑人家属索要钱财一事，经向刘春龙核实，查无此事。再有嫌疑人的哥哥也不是教师。（2）经翻阅该案笔录，并向我处民警白庆峰（白警官）核实未说过“你举报的房超，我和刑警都见过，挺好的”这话。

On October 19, 2011, the sub-bureau forwarded the petition letter from the petitioner Li Xiaowei, and our unit started work in a timely manner. The main situation of the case is reported as follows:
- Basic information of petitioners
Petitioner Li Xiaowei, male, born in 1969, Han nationality, university education, resident ID number: Household registration: Puhuangyu Road, Fengtai District, Beijing, current address: Yongding Middle School, Mentougou District, Beijing, work unit: Beijing Hanneway Medicine Development Co., Ltd. - Main requirements of visitors
Li Xiaowei’s mother, Yang Guiqin, reflected in the mailed letter to Li Xiaowei that she was framed by whistleblowers for reporting on Ni Yanlin and others. On November 4, 2009, when Ni Yanlin asked Li Xiaowei to repay more than 190,000 yuan in goods, he was arrested by the police of Chongwen Sub-bureau for defrauding, and later for extortion. Currently in court proceedings. He believed that the former Chongwen District Public Security Bureau handled the case unfairly, and demanded that the case be investigated and dealt with in a fair and just manner. - The main work done by the organizer to solve the visit request
Brief case:
At about 16:00 on November 4, 2009, the criminal suspect Li Xiaowei was in the coffee shop of the New World Zhengren Building in Chongwen District, Beijing, claiming that the victim Ni Yanlin did not pay for his company’s medicines and reported to the Central Commission for Discipline Inspection that the victim Ni Yanlin had violated the law. He extorted RMB 193,600 from the victim and was arrested by the police on the spot.
Fourth, the current situation
After accepting the case on November 5, 2009, the Liu Chunlong Pre-trial Office of our office handled the case according to the law and performed the case-handling procedures according to the law. On November 29, 2009, our bureau reported this person to the People’s Procuratorate of Chongwen District, Beijing for arrest. On December 4 of the same year, the People’s Procuratorate of Chongwen District, Beijing approved the arrest on suspicion of extortion. On December 30, 2009, our bureau prosecuted the person according to law, and the person has been sentenced.
As for the reports in the petition materials: (1) Liu Chunlong, the policeman of our department, asked for money from the suspect’s family in handling this case. After checking with Liu Chunlong, there was no such matter. The elder brother who is the suspect is not a teacher. (2) After reviewing the transcript of the case, and checking with the policeman Bai Qingfeng (Bai police officer) of our department, he did not say “the Fangchao you reported, I and the criminal police have seen it, it is very good”.
