东直门派出所关于张亮祖母赵建忠入户问题的报告
2011年6月24日东直门派出所接到分局转来信访阅批单。张亮反映他父亲张德立死后，张亮的奶奶赵建忠骗取户口本迁入户口后并变为户主。经核实张亮反映情况不属实。
经核实张德立的户口本、身份证、房产证一直在赵建忠手里不存在骗取的问题。现有常住人口登记表，新中西街户主仍为张德立，没有变更户主为赵建忠。
经核实常住人口登记表和户籍记载，2008年2月15日张亮的姑姑张丽丽手持张德立的房本、户口本和张亮奶奶赵建忠的户口本，要求赵建忠户口迁入儿子张德定居内，地址为新中西街。张丽丽入户口时没有反映张德立已经去世，户籍底册及派综系统也没有记载张德立去世。张丽丽称她母亲赵建忠在此居住且年岁大走路不方便由其代办该户口。经查常住人口登记表记事栏有电话记录15801076259是赵建忠委托她女儿张丽丽代办入户手续。赵建忠不同意户口迁出。
根据北京市公安局户籍管理规定母子关系为直系亲属，符合入户范围之内，符合立即就办的规定。

2011年12月6日东直门派出所接到分局转来信访阅批单。接此信访件后我所主要领导高度重视，立即责成民警专门负责查处此事。现将工作情况上报如下：
关系：上访人张亮，张亮的父亲张德立，张亮的姑姑张丽丽，张亮的奶奶赵建忠。
张亮反映，东直门派出所在北京市东城区新中西街户主张德立已过世的情况下，违规失职办理赵建忠户口迁入该户的户籍登记。
经调查，反映情况不属实。经核实，2008年2月15日张亮的奶奶赵建忠由于年岁大走路不方便，委托女儿张丽丽手持张德立的房本、户口本、身份证和赵建忠的户口本、身份证，要求赵建忠户口迁入儿子张德定居内，地址为新中西街。
张丽丽入户口时没有反映张德立已经去世，户籍底册及派综系统也没有记载张德立去世。
常住人口登记表记事栏有电话记录15801076259。
根据北京市公安局户籍管理规定，母子关系为直系亲属，符合入户范围之内，符合立即就办的规定，没有违规失职办理。北京市公安局户籍内勤民警工作手册一第5页记载：本人或户主到派出所办理。
张亮反映引发居民矛盾后拖延多年，解决不力。经调查反映情况不属实。张亮就上述问题曾多次上访派出所，民警曾多次找张亮谈话并多次答复后，他表示仍不理解。因他没有户口本，需要办事时派出所曾说明多次给他开据户籍证明信，还多次帮他解决治安方面的咨询。两周前，张亮来过派出所。他问他奶奶赵建忠是否已经死亡，注销户口，并对民警张艳荣说“姐以后我对不住您了，我会经常去市局反映这事。”
张亮反映张丽丽以办理张德立销户口手续为名，从张亮处拿走了户口本、死亡证明等相关证件，经调查反映情况不属实。经调查，张德立的户口本、身份证、房产证一直在赵建忠手里，张亮从来没有见到过。
张亮反映，未经张亮同意把赵建忠户口迁入。因张亮不是户主不用经过他同意。
张亮称多次反映派出所仅仅通知张丽丽将户口迁出有误，因为张丽丽户口不在我所。
张亮要求赵建忠将户口迁出。赵建忠称房子从一开始就是自己的，不同意户口迁出。房产来源：新中西街XX号平房房主为赵建忠。89年拆迁后回迁房新中西街，房主为张德立。
97年张德立离婚，房子判给张德立。张亮判给他母亲关桂琴，无争议。张德立得重病，多年来一直由母亲赵建忠照顾，并在一起居住。

Zhang Lili said that her mother, Zhao Jianzhong, lives here and is too old to walk, so she can handle the account on her behalf. After investigation, there is a phone number 15801076259 in the note column of the permanent resident registration form, which is Zhao Jianzhong entrusting her daughter Zhang Lili to handle the registration procedures. According to the household registration management regulations of the Beijing Municipal Public Security Bureau, the mother-child relationship is a direct relative, which is within the scope of household registration and meets the requirements for immediate handling.

On December 6, 2011, Dongzhimen Police Station received a letter from the sub-bureau to visit and read the approval form. After receiving this letter and visit, the main leaders of our institute attached great importance to it, and immediately ordered the police to be responsible for investigating and handling this matter. Report the work situation as follows now:
Relationship: Petitioner Zhang Liang, Zhang Liang’s father Zhang Deli, Zhang Liang’s aunt Zhang Lili, Zhang Liang’s grandmother Zhao Jianzhong.
Zhang Liang reported that the Dongzhimen Police Station violated regulations and dereliction of duty to handle the household registration of Zhao Jianzhong’s household registration when he passed away in Xinzhongxi Street, Dongcheng District, Beijing.
After investigation, it was found that the situation was not true. After verification, on February 15, 2008, Zhang Liang’s grandmother Zhao Jianzhong entrusted her daughter Zhang Lili to hold Zhang Deli’s house book, household registration book, ID card and Zhao Jianzhong’s household registration booklet and ID card, and asked Zhao Jianzhong to move in due to her age. His son Zhang De settled in Xinzhong West Street.

Because he did not have a household registration booklet, the police station explained that he had issued a household registration certification letter many times when he needed to do something, and also helped him solve public security inquiries many times. Two weeks ago, Zhang Liang came to the police station. He asked his grandmother Zhao Jianzhong if he was dead, canceled his household registration, and said to policeman Zhang Yanrong, “Sister, I will feel sorry for you in the future, and I will often go to the city bureau to report this matter.”
Zhang Liang reported that Zhang Lili took the household registration booklet, death certificate and other relevant documents from Zhang Liang in the name of going through the procedures for Zhang Deli to cancel her account. After investigation, it was found that the situation was not true. After investigation, Zhang Deli’s household registration booklet, ID card, and real estate certificate have always been in Zhao Jianzhong’s hands, and Zhang Liang has never seen them.
Zhang Liang reflected that Zhao Jianzhong’s household registration was moved in without Zhang Liang’s consent. Since Zhang Liang is not the head of the household, his consent is not required.
Zhang Liang said that it was wrong to report that the police station only notified Zhang Lili to move out her household registration, because Zhang Lili’s household registration was not in our station.
Zhang Liang asked Zhao Jianzhong to move out his household registration. Zhao Jianzhong said that the house was his own from the beginning, and he did not agree to move out of the household registration. Source of real estate: Zhao Jianzhong is the owner of the bungalow at No. XX, Xinzhong West Street. After the demolition in 1989, it moved back to Fangxin Zhongxi Street, and the owner was Zhang Deli.
In 1997, Zhang Deli divorced, and the house was awarded to Zhang Deli. Zhang Liang awarded his mother Guan Guiqin without dispute. Zhang Deli was seriously ill and had been taken care of by his mother Zhao Jianzhong for many years and lived together.
