东直门派出所关于李淑惠信访调查处理情况
2012年1月4日，我所接李淑惠信访件后主要领导高度重视，责成户籍警长张艳荣与小区民警胡振鹏调查处理。
李淑惠反映她妹妹李淑敏户籍迁入XX楼X单元XXX的问题。民警核实派出所户籍底票，李淑敏（身份证号）与她丈夫李东晓与女儿李雪在2001年7月10日从东外斜街XX号迁入新中西里XX楼X单元XX室。李淑惠的女儿赵蕾户籍在XXX室，与她信访件反映的女儿户籍在XXX室不符。现新中西里XX楼X单元XXX室的户籍登记为李淑惠的弟弟李铸寿一家三人。
民警走访居委会，居委会工作人员反映，XXX的房屋登记产权人是李铸寿。XXX的产权人是李淑惠的母亲吴亚琴。吴亚琴于2010年病逝。
民警到XX楼实地走访XXX室为出租房，李淑惠不在此居住。平时管理的是居住在XXX的李铸寿。民警走访邻居，邻居反映李淑惠平时与母亲吴亚琴关系不融洽，现正与李淑敏闹房产纠纷。
2011年1月6日10时至10时15分，民警使用所内电话84081154与60543116李淑惠通电话。李淑惠电话里向民警称：1997年至1998年来所要求把户口迁到XXX室。来信反映东直门管户籍的所长答复她不能迁入户口，李淑慧不能向民警反映当时是哪位所长接待的她。
李淑慧电话称，她妹妹李淑敏一家三口户口于1998年之前迁入XXX室。户籍底票显示李淑敏一家2001年7月10日迁入XXX室。情况不符。
民警询问李淑惠现在迁户目的。李淑惠电话称迁入目的是为了继承XXX房产，她认为户籍在里面房产就应该由她继承。李淑惠来信反映她妹妹托关系将一家三口户籍迁入。她只是听她妹妹李淑敏说托了关系，具体托的哪位民警她不清楚。当时是她母亲吴雅琴亲自拿户口本带李淑敏到派出所办理的迁户手续。
2011年1月10日14时40分小区民警胡振鹏与户籍警长张艳荣与李淑惠谈话。就李淑惠想要与她妹妹李淑敏争夺房产应采取的法律途径，和李淑惠当时迁户口的政策进行了耐心的解释工作，并做了执法影像记录。李淑惠表示将要通过法院和她妹妹李淑敏解决房产纠纷，并对民警的工作表示感谢。

Li Shuhui reported that her younger sister Li Shumin’s household registration moved to XXX, Unit X, Building X. The police verified the household registration certificate of the police station. Li Shumin (ID number) and her husband Li Dongxiao and daughter Li Xue moved from No. XX Dongwaixie Street to Room XX, Unit X, Building XX, Xinzhongxili on July 10, 2001. Li Shuhui’s daughter Zhao Lei’s household registration is in Room XXX, which does not match the daughter’s household registration in Room XXX as reflected in her letters and visits. The police visited the neighborhood committee, and the staff of the neighborhood committee reported that the registered property owner of XXX’s house is Li Zhushou. The property owner of XXX is Li Shuhui’s mother, Wu Yaqin. Wu Yaqin died of illness in 2010.
The police went to the XX building to visit Room XXX as a rental room, and Li Shuhui did not live here. Li Zhushou who lives in XXX is usually in charge. The police visited the neighbors, and the neighbors reported that Li Shuhui and her mother, Wu Yaqin, had a bad relationship and were now having a real estate dispute with Li Shumin.
From 10:00 to 10:15 on January 6, 2011, the police used the internal telephone number 84081154 to communicate with 60543116 Li Shuhui. Li Shuhui told the police on the phone: From 1997 to 1998, she was required to move her household registration to Room XXX. The letter reported that the director of Dongzhimen’s household registration office replied that she could not move into her household registration. Li Shuhui could not tell the police which director received her at that time.
Li Shuhui said by phone that her sister Li Shumin’s family of three moved into Room XXX before 1998. The household registration certificate shows that Li Shumin’s family moved into Room XXX on July 10, 2001. The situation does not match.
The policeman asked Li Shuhui’s purpose of relocating now. Li Shuhui called and said that the purpose of moving in was to inherit the property of XXX, and she believed that the property should be inherited by her if the household registration was in it. Li Shuhui’s letter reflected that her sister moved her family of three household registrations in through her relationship. She just heard from her sister Li Shumin that she was entrusted with the relationship, but she didn’t know which policeman was entrusted. At that time, her mother, Wu Yaqin, personally took Li Shumin to the police station with the household registration booklet to go through the formalities of moving the household.
At 14:40 on January 10, 2011, community policeman Hu Zhenpeng talked with household registration police chief Zhang Yanrong and Li Shuhui. Patiently explained the legal approach that Li Shuhui should take to compete with her sister Li Shumin for real estate, and Li Shuhui’s policy of moving her household registration at that time, and made video records of law enforcement. Li Shuhui said that she would resolve the real estate dispute with her sister Li Shumin through the court, and expressed her gratitude to the police for their work.
