我派出所2月25日接到王女士信访件，称东大地一巷X号有人养犬扰民，现将情况回复如下。
东大地一巷3号养犬人名叫赵凤荣，女，52岁，同她儿子赵军一起生活。该人户籍地为西唐街XX号，10年前已拆迁，但是一直未购买住房。5年前自行回到东大地一巷，他们将一巷3号一间拆迁办已经拆迁的房屋自行简单修复后居住。该人2年间先后收养了3条流浪犬，一直饲养至今。因该人及她儿子精神存在问题（两人未进行过精神鉴定，居委会及周边邻居均对他们精神问题知晓），且属于低保人员。居委会及小区民警先后多次动员她给犬办证，该人拒不办理。
目前正值养犬登记时期，派出所将尽快督促她办理养犬登记。如该人仍不办理，派出所将对她饲养的犬予以收缴。
