北京站派出所关于刘四维信访情况的答复

2011年7月18日北京站派出所接分局转来的信访人：刘四维反映“东城区治国胡同票贩子十分猖獗，影响居民的正常生活，曾有警号为023163的民警出警后询问市民谁是票贩子，市民指认后，民警直接将被指认人带到市民面前询问，工作方法容易引起市民被票贩子打击报复，威胁市民安全”等问题的信访件后（京公办（访）字532828号）。派出所领导班子高度重视，所长吉喆亲自找到有关民警了解情况，现将情况答复如下：
一、当事人基本情况
信访人：刘四维，女，1981年出生，汉族，居民身份证号码：，户籍地址：北京市东城区北京市东城区治国胡同。
信访件中涉及民警：王春鹏 ，男，46，汉族，群众，居民身份证号码：，户籍地址：北京市丰台区蒲黄榆四里，一级警督警衔，警号：023163，现为派出所四警区外勤治安民警。
二、事情主要起因及经过
经了解，刘四维信访主要是因为其丈夫满志疆（男，40岁，身份证号码：户口所在地：东城区治国胡同，现住：北京市朝阳区幸福二村），于2011年7月4日在治国胡同被人打伤，刘四维对派出所就其丈夫被打一事处理不满，故自7月4日起多次拨打110报警反映治国胡同票贩子问题。
事情经过：2011年7月4日17时30分许，我所接110报警称在“治国胡同被人打伤”。派出所6802巡逻车民警王春鹏立即到达现场。经初步了解：事主满志疆（刘四维之夫）称下午在家门口处，被一骑车男子撞了一下，双方发生口角。后该男子骑车走了，17时20分许满志疆买菜回来，在治国胡同内，被该骑车男子用啤酒瓶殴打，事主颈部及大腿处被扎伤（伤口一处长8厘米，一处3厘米，共缝合14针）。后该男子逃离现场，民警王春鹏了解基本情况后，事主称自己被票贩子打伤，并指认了一名可疑人员，王春鹏即当面对该人进行了询问，查否，查找嫌疑人未果后。民警王春鹏将满志疆带回派出所，移交当天值班三警区处理。
派出所当日值班副所长范卫东、民警龚庆国负责处理此事。民警即安排满志疆去医院治疗，其看病回来后，民警对满志疆制作了询问笔录，并于7月4日当天带其去分局法医进行伤情鉴定。伤检临时结论为：不低于轻微伤。办案民警在告知其伤情后，让其先回家，民警继续侦破工作。7月5日，满志疆给派出所民警龚庆国打电话说：打他的人是北京站的票贩子，东北人，只知叫王立新，曾经因违法被北京站派出所处理过，还说王立新找别人来和满志疆和解，但王立新本人没露面。民警龚庆国答复：治安案件可以调解，但双方需到派出所解决。
接报案件后，派出所即开始了走访查找嫌疑人工作。2011年7月7日，经工作民警了解到：戴廷柱（男，50岁，身份证号码：。户籍地址：内蒙古自治区包头市东河区公园路三号街坊，现暂住：北京站治国胡同27号老铁饺子馆）7月4日打架时在场，并给双方拉架，自称双方都认识。经询问，戴廷柱称：打人者名叫王立新，是票贩子，东北人，其他情况不详，见面认识，并说当时还有一个叫张国富也是证人也是现场拉架的，随后民警给戴廷柱制作了询问笔录。2011年7月9日，民警龚庆国找到证人张国富（男，39岁，身份证号码：，黑龙江省克东县金城乡建华村）了解情况，张国富自称：认识打人者王立新，40多岁，黑龙江绥化人，并称王立新在地铁站内倒票，曾经被公交分局处理过。后民警龚庆国在违法犯罪系统查找王立新，并找到其前科情况，王立新（男1968年出生，身份证号码：，户籍地址：黑龙江省绥化市北林区东方红街人），该人于2006年因伤害被崇文门派出所刑事拘留， 2010年7月因扰乱了公共场所秩序，被公交总队建国门站派出所给予治安警告的处罚），没有被北京站派出所处罚记录。至此认定王立新为7月4日扎伤满志疆的嫌疑人。
报警人满志疆及其妻刘四维因不了解派出所工作情况，误认为派出所有意拖延侦破工作，故对派出所工作不满，7月10日曾向有关部门投诉。7月11日派出所所长吉喆亲自接待了满志疆及其妻刘四维，并对其进行了解释。
三、工作情况
明确嫌疑人后，派出所即着手开展抓捕工作。鉴于，王立新长期在北京站周边地铁站内从事违法活动，且伤人后有可能藏匿的情况。派出所即安排民警和治安耳目通报该嫌疑人特征，并在北京站周边进行布控抓捕。2011年7月12日下午接线索后，北京站派出所民警在北京站地铁C出口内将嫌疑人王立新抓获，经请示分局领导给予王立新行政拘留十日处理。7月20日派出所副所长范卫东陪同满志疆到分局取回伤鉴正式结果：轻微伤（偏重）。
四、答复情况
2011年7月20日派出所副所长范卫东，将派出所对此事工作情况及信访投诉情况当面向满志疆、刘四维进行了答复。二人对派出所的工作表示满意。
五、结论
综上所述，北京站派出所在此事处理过程中，不存在违规问题，刘四维信访反映问题查否。

- The main cause and process of the incident
It has been learned that Liu Siwei’s petition was mainly because her husband Man Zhijiang (male, 40 years old, ID number: registered residence: Zhiguo Hutong, Dongcheng District, current residence: Xingfu Second Village, Chaoyang District, Beijing), on July 4, 2011 He was injured in Zhiguo Hutong.
