北京站派出所关于三源胡同附近票贩子聚集的情况答复
分局：
2011年7月29日，北京站派出所接到分局转来的，事主马女士反映：“北京站三源胡同附近聚集着多名倒票人员，秩序乱，多次举报，票贩子未被处理”的信访件（京公办（信∕访）字533693号）。接到投诉件后，派出所领导班子极为重视，所长吉喆、政委陈贺清亲自了解相关情况，布置工作，现答复如下：
北京站地区倒卖火车票、贩卖假发票等违法行为一直是派出所打击工作的重点，仅2011年上半年，派出所共处理各类违法犯罪人员1884人；作拘留以上处理261人；其中刑事拘留33人，破案40起，行政拘留228人，收缴火车票、假发票近万张。
今年暑运期间北京站客流量明显上升，因票源紧张，铁路运力有限等客观因素，站区长期存在的倒卖火车票等治安顽症，有所抬头。按分局领导指示，派出所加大了站区的清理整治力度，据统计7月1日至今，共拘留各类违法人员39人，其中刑拘9人，破案8起，在清理打击中，随着公安机关打击力度的加大，部分票贩子为逃避公安机关打击，躲进辖区胡同内，从而给居民生活造成一定影响。
一、 前期工作情况
派出所针对违法倒票人员向居民胡同内聚集的新情况，在前一阶段，主要开展了以下几方面工作：
（一）明确重点，快速打击
我们对倒卖火车票等治安顽症，本着“露头就打”的原则，狠抓民警到岗履职。对苏州、三源、庆平胡同等重点部位组织制服和便衣警力进行不间断的集中清理和专项打击，每天安排小区民警和自行车巡逻民警带领保安联防员，在票贩子容易聚集的站西街北侧胡同内不间断的巡逻、清理。
（二）广泛排查，净化环境
为从源头上减少倒票等违法行为的发生，派出所组织警力在辖区苏州胡同、三源胡同等流动人口聚集的小区重点部位，开展了流动人口、出租房屋集中清理。对站区旅馆、洗浴、计时休息厅等闲散人员易于藏身的行业场所，强化监管措施，完善入住登记制度，对倒票闲散人员在辖区居住的，发现一个，清理一个，不许他们在北京站周边落脚，净化地区环境，震慑犯罪分子，提高群众安全感。
（三）以打促防，侦破现案
派出所抽调精干力量，加大对倒卖火车票现行违法人员的打击力度，加强重点地段、场所的蹲守控制力度，在高发案部位重点时段实行死看死守，采取制服与便衣相结合的方式，组织机动便衣带领协警进行集中打击，重点时间段安排专人蹲守，力争抓获现行。同时，加强情报信息工作，发挥治安耳目作用“摸票源、打团伙”，力争做到不发生敏感恶性案件，刑事案件快侦快破。
二、工作中面临的困难
1：处理难度大，治安秩序易反复。
在打击工作中，我们发现这些违法分子，为逃避打击，聚集在胡同内，其中绝大部分不随身携带火车票，只是无目的地寻找购票旅客或相互交换“信息”。民警即使将其带到派出所审查因没有违法事实，无法处理，只能教放，处理力度不够造成治安秩序反复。
2：收集证据困难，打击难度大。
从目前查获的倒票嫌疑人情况来看，他们通常将事主领到地铁站内或附近商场内跨管界出票，民警跟踪打击取证很困难。加之部分事主急于拿到火车票，不配合公安机关调查取证工作，自称“朋友平价代购”等理由，造成无法处理，形成打击处理难的问题。
3：警力不足，严重制约派出所工作。
目前北京站派出所缺编达18人，民警长期超负荷运转，仅暑期外围勤务同一时间上勤就需要20多名民警，警力严重不足导致打击工作难以开展。
三、 下阶段工作措施
北京站地区倒卖火车票问题长期存在的原因，既有票源紧张，铁路运力有限等客观因素，也有现行售票制度缺陷和打击处理力度不够等多种原因。短期内仅凭派出所自身力量无法根除，在暑运、春运等重点时间段，表现尤为突出，影响治安环境，群众反映强烈。为确保治安秩序平稳，在下阶段工作中我们将着重加强了以下几方面工作：
（一）树立服务意识，提升执法形象。
针对群众反映的问题，我们将强化民警教育，要求把以人为本、执法为民、公平正义、严守法纪理念作为民警工作的标准，坚决克服“冷硬横推”现象，打牢构建和谐警民关系的坚实基础，减少信访投诉，强调纪律是高压线，纪律是战斗力，在提高民警的执行力上下功夫，规范民警的执法行为，促进工作的开展。目前派出所已经安排小区民警，对报导中所涉及的居民，进行逐户走访，倾听群众的呼声，加强沟通，取得群众的理解和支持。
（二）保持高压态势，开展专项打击。
目前是铁路暑期客流高峰。针对群众反映的情况，我们将警力向站西街周边胡同内倾斜，并积极向地方党委、政府汇报工作，争取领导的支持，协调交通、城管、卫生等各职能部门，齐抓共管，形成合力。组织警力进行不间断的集中清理和专项打击，防止形成治安乱点和恶性案件的发生。结合市局、分局专项打击的开展，科学用警，合理安排警力，用日常工作和常规措施保持社会治安秩序平稳。
（三）开展横向协作，密切路地配合。
派出所要发挥区位优势，密切与铁路公安段的横向联系，互通情报信息，相互支持、相互配合，针对倒卖火车票违法行为开展跨区打击，“堵票源、查窝点、打团伙”。派出所指挥室与铁路公安段总值班室，建立每日情况通报制度的基础上，设立联络员，协调双方工作，发现问题随时沟通解决，确保工作措施落在实处。
（四）加强宣传发动，正面引导舆论。
在加大清理打击力度的同时，在分局的统一领导下，我们将转变工作思路，化被动为主动，加强与新闻媒体的联系，让媒体了解派出所的实际工作情况，加大对派出所工作的宣传报导，加大宣传声势，通过报纸、广播、电视台、网站等媒体，对站区治安管理工作进行正面宣传报导，有效震慑违法犯罪，开展警情提示，提高群众安全意识，防止网络购票诈骗等案件的发生，营造群防群治严打势头，取得广大群众的理解和支持，确保北京站一方平安。
综上所述，我所在工作中不存在不作为的问题，信访人所反映问题应为对派出所工作不了解，此信访件查否。

Illegal activities such as reselling train tickets and selling fake invoices in the Beijing station area have always been the focus of the police station’s crackdown work. In the first half of 2011 alone, the police station dealt with 1,884 criminals of various types; 261 people were detained or above; 33 of them were criminally detained , solved 40 cases, administratively detained 228 people, and confiscated nearly 10,000 train tickets and fake invoices.
During the summer travel season this year, the passenger flow of Beijing Railway Station has increased significantly. Due to objective factors such as tight ticket supply and limited railway capacity, persistent security problems such as reselling train tickets that have existed in the station area for a long time have risen. According to the instructions of the leaders of the sub-bureau, the police station has intensified the cleaning and rectification efforts in the station area. According to statistics, since July 1, a total of 39 illegal personnel of various types have been detained, of which 9 were criminally detained and 8 cases were solved. With the intensified crackdown by the authorities, some ticket dealers hid in the alleys in the area under their jurisdiction in order to avoid the crackdown by the public security organs, thus causing a certain impact on the lives of residents.
- Preliminary work
In response to the new situation of illegal ticket scalpers gathering in residents’ alleys, the police station mainly carried out the following work in the previous stage:
(1) Clarify key points and strike quickly
For persistent problems of law and order such as reselling train tickets, in line with the principle of “strike as soon as they appear”, we will pay close attention to the police to perform their duties. Organize uniformed and plainclothes police forces to carry out uninterrupted centralized cleaning and special strikes on key locations such as Suzhou, Sanyuan, Qingping Hutong, etc., and arrange community police and bicycle patrol police to lead security and joint defense personnel every day. (2) Extensive investigations to purify the environment
In order to reduce the occurrence of illegal activities such as ticket scalping from the source, the police station organized police forces to carry out centralized cleaning of floating population and rental houses in key areas of residential areas where floating populations gather, such as Suzhou Hutong and Sanyuan Hutong. Strengthen supervision measures and improve the check-in registration system for industrial sites such as hotels, baths, and timing lounges in the station area where idlers are easy to hide. - Difficulties faced at work
1: It is difficult to deal with, and the law and order are easy to repeat.
During the crackdown, we found that these lawbreakers gathered in alleys in order to avoid crackdowns. Most of them did not carry train tickets with them, but just aimlessly searched for passengers who bought tickets or exchanged “information” with each other. Even if the police took him to the police station for review, because there was no fact of violation, he could not deal with it. He could only be educated and released.
2: It is difficult to collect evidence and it is difficult to crack down.
Judging from the situation of ticket scalping suspects seized so far, they usually lead the victim to the subway station or nearby shopping malls to issue tickets across the border. It is very difficult for the police to follow up and crack down on evidence. In addition, some victims were eager to get train tickets, did not cooperate with the investigation and evidence collection work of the public security organs, and claimed to be “friends who bought at a low price” and other reasons, which made it impossible to deal with it and formed a problem that was difficult to crack down on.
3: Insufficient police force seriously restricts the work of the police station.
At present, the Beijing Railway Station Police Station is short of 18 people. The police have been overloaded for a long time. More than 20 policemen are required to be on duty at the same time in the summer. The serious shortage of police forces makes it difficult to carry out the crackdown.
- Work measures in the next stage
The reasons for the long-standing problem of reselling train tickets in the Beijing Railway Station area include objective factors such as tight ticket sources and limited railway capacity, as well as defects in the current ticket sales system and insufficient crackdown efforts. In the short term, the police station alone cannot eradicate it with its own strength. It is particularly prominent during the key time periods such as summer travel and spring travel, affecting the public security environment, and the masses have strong reactions. In order to ensure the stability of law and order, we will focus on strengthening the following aspects in the next stage of work:
(1) Establish a sense of service and enhance the image of law enforcement.
In response to the problems reported by the masses, we will strengthen police education, requiring people-oriented, law enforcement for the people, fairness and justice, and strict observance of law and discipline as the standards of police work, resolutely overcome the phenomenon of “cold and hard horizontal push”, and lay a solid foundation for building a harmonious police-civilian relationship. Solid foundation, reduce letters and visits and complaints, emphasize that discipline is a high-voltage line, discipline is combat effectiveness, and work hard to improve the execution of the police, standardize the law enforcement behavior of the police, and promote the development of work. (2) Maintain a high-pressure situation and carry out special strikes.

Combined with the special crackdown by the municipal bureau and sub-bureau, scientifically use the police, rationally arrange the police force, and use daily work and routine measures to maintain social order and stability.
(3) Carry out horizontal cooperation and closely cooperate with the road and the ground.
