2011年7月29日,北京站派出所接到分局转来的,事主赵志群反映:“2011年7月3日凌晨,在苏州胡同103号电动自行车被盗,事主要求查看监控录像,事主对出警民警答复不满”的信访件(京公办(信∕访)字531790号)。接到投诉件后,派出所领导班子极为重视,所长吉喆、政委陈贺清亲自了解相关情况,布置工作,现答复如下:

2011年7月3 日3时48分,我所接110报警事主称在苏州胡同103号楼下电动自行车丢失。民警王凯旋、刘宝刚立即到场。经查,报警人秦冬梅(  女, 35岁 ,身份证号码: ,户籍地址:新疆维吾尔自治区库尔勒市滨河路 ,联系电话13651035075)称7月2日白天将两辆电动自行车放在楼下后发现丢失。民警将报警人带回,制作询问笔录,按有关规定立案处理。据办案民警回忆,报警人在派出所受案过程中,没有提出查看监控问题。

2011年7月29日18时许,派出所与信访人所留电话13651035075联系,信访人赵志群(秦冬梅之夫)称“不知道投诉一事,也可能是其妻拨打的投诉电话”。经民警对其询问,赵志群称“自己当时是有查看录像的想法,并在报案后在第二日小区民警对其走访时,向民警询问过,民警带事主查看了附近一个单位的录像,但未发现问题”。民警向赵志群解释了目前派出所监控录像还不能做到街面全覆盖,并对派出所工作向事主进行了通报。事主表示“理解派出所的工作,没有其他意见,对其妻信访一事,赵志群表示向其妻解释”。

综上所述,我所在接警处置工作中,不存在工作不规范的问题,特此汇报。

At 3:48 on July 3, 2011, our office received a 110 call from the victim claiming that the electric bicycle was lost downstairs at No. 103, Suzhou Hutong. At around 18:00 on July 29, 2011, the police station contacted the phone number 13651035075 left by the petitioner. After being questioned by the police, Zhao Zhiqun said, “I had the idea of checking the video at the time, and asked the police when the community police visited him the next day after reporting the case. The police took the victim to check the video of a nearby unit, but No issues found.” The policeman explained to Zhao Zhiqun that the current monitoring video of the police station cannot cover the entire street, and informed the victim about the work of the police station. The victim stated that he “understands the work of the police station and has no other opinions. Zhao Zhiqun explained to his wife about the complaint.”
