北京站派出所关于王丽信访的回复
分局信访：
2011年8月25日，我单位接到分局信访来件群众王丽反映北京站派出所警察金春雨同志不作为、侵犯人权，本人要求金春雨交不立案通知书，到检察院公诉。
收到该情况后，我所领导班子高度重视，立即就此事开展深入细致的调查了解，现将情况汇报如下：
来访人，王丽，41岁，汉族，1970年出生，户籍地：辽宁省阜新市海州区。民警通过电话联系阜新市当地驻京办李同志，电话13321183636，经了解，驻京办工作人员称：王丽在近两年的时间里曾被驻京办接回10余次，今年欲将其接回时不配合工作，有精神病症状，离婚，母女二人，现在北京打工为生。
2008年至今，我所民警在多次接到王丽报警，根据其所述情况不符合常理、语无伦次，以及言语完全不符合正常人思维逻辑判断该人可能存在精神疾病。在和当地驻京办多次联系后当地驻京办多次将其接回。民警又通过电话联系王丽户籍地所在五龙派出所红光小区，齐铁山民警（电话15904233678或0418-2591456）了解该人情况得知：王丽有七、八年左右的精神病史，其在当地派出所也经常报警称被强奸、性骚扰。小区民警掌握该人情况：王丽由于考大学落榜、恋爱失败、婚姻失败等问题精神上受到多次刺激。目前与母亲生活，王丽有医院出具的精神方面的证明。另王丽所写给我单位杨卫东副所长所写信件中语言较为明显反应出该人精神反面所存在的不正常情况。
我所民警金春雨在工作中认真了解详细情况、及时多次向当地驻京办了解该人信息，并无存在王丽所说不作为、侵权等行为，故此件查否。

The visitor, Wang Li, 41 years old, Han nationality, born in 1970, registered residence: Haizhou District, Fuxin City, Liaoning Province. The police contacted Comrade Li of the local Beijing Office of Fuxin City by phone at 13321183636. After understanding, the staff of the Beijing Office said that Wang Li had been picked up by the Beijing Office more than 10 times in the past two years. When I got it back, I didn’t cooperate with the work, had mental symptoms, divorced, mother and daughter, and now I work part-time in Beijing for a living.
Since 2008, the police of our institute have received reports from Wang Li many times. According to the unreasonable, incoherent and incoherent speech, the police of our institute judged that this person may have a mental illness. After contacting the local Beijing Office many times, the local Beijing Office took him back several times. The police also contacted the Hongguang Community of Wulong Police Station, where Wang Li’s domicile is registered, by phone. Currently living with her mother, Wang Li has a mental certificate issued by the hospital. In addition, the language in the letter written by Wang Li to Yang Weidong, the deputy director of our unit, clearly reflects the abnormal state of the person’s mental negative side.
Jin Chunyu, a policeman of our firm, carefully understood the details at work, and asked the local Beijing Office many times in a timely manner to learn about the person’s information. There was no such act as omission or infringement that Wang Li said, so the investigation of this case was rejected.
