该人因2002年2月东城区大通胡同22号的住房被强行拆除，于2003年开始针对拆迁问题多次上访，在上访期间曾要求游行被分局阻止，目前仍继续上访告状，并和其他上访人员关系密切，我派出所和分局信访领导多次解决未果，后经分局联系现住地派出所，派出所民警马建伟和分局领导到洋桥派出所将商宝荣移交现住地管理。
该人于2011年6月26日来所报案称：东城区国土局信访办伪造公章，他们的公职人员渎职。
我所民警谭兆云接待了该人，并且详细了解该人提供的证据材料制作了询问笔录。民警答复该人，渎职不是公安机关受理的范围，应该去检察机关举报。后，该人再次来派出所，主管所长田辉答复该人：公职人员渎职应当由检察机关受理；至于伪造公章问题，通过商宝荣提供的证据材料看，东城区国土局公章不是伪造，是组织机构更名后未及时使用新印章的问题，可以去其单位上级部门反映。再有，商宝荣所反映的东城区国土局，属景山派出所管辖，有情况可以去当地派出所反映。2011年7月14日15时30分，副所长田辉又通过电话，口头告知商宝荣本人。
根据《公安机关执法细则释义》第二编第三十章规定：办案部门不予调查处理的，要说明理由并告知当事人。告知既可以采取口头形式也可以采取书面形式（516页）的规定，派出所已经履行了职责，不存在商宝荣反映的不履行职责问题。
