刘鹤国务院垂帘听政，任命潘功胜，李强靠边站？
易纲，现任央行行长，是19大候补中央委员。而新任央行书记潘功胜，也是19大候补中央委员，但却在20大成为普通党员，没有任何特殊身份。
与此相反，李强的老乡易会满是20大候补中央委员，不过易会满只有中专学历。潘功胜和刘鹤，易纲都具备国外学历背景。
目前，李强的地位有所下降：
1、李强主持国务院会议时，秦刚玩手机。
2、李强的专机降格为包机。
3、在国务院中，央行行长这个重要职位的人事任命，李强没有发言权。
4、李强虽然是政治局常委排位第二，却要向政治局常委排名第五的蔡奇请示工作，因为蔡奇的身份是中办主任，代表习近平。
