2011年8月24日15时15分许，我所接110报警称在北京市东城区前门东大街9号，北京市公安局信访接待处大门东侧铁门处有一个中年妇女上吊自杀，民警到现场，见到一个女子将一根白色塑料绳子栓在门框上准备上吊，并喊不解决问题就自杀，造成多人围观。经询问，该人自称叫杨建英，后经民警出示证件，将其带回所内。
后经查证，此人叫杨建英，女， 1956年XX月X日出生，汉族，小学文化，户籍所在地：山东省济南市天桥区光明里半边巷，身份证号：无，工作单位：无。到案时该人上穿红黑格子短袖，下穿黑色裙子。
后所领导经过商讨并请示法制依照《中华人民共和国治安管理处罚法》第二十三条第一款第二项之规定，决定给予杨建英行政拘留五日的处罚2011年8月24日至2011年8月29日在北京市东城区拘留所执行五日的行政拘留。
