2007年6月18日东交民巷派出所接分局信访办转发京公办（信/访）字26389号阅批单，内容为：鹿铁民反映东交民巷派出所于1997年底，在鹿铁民不知情的情况下在其住址上为他人办理了暂住证，造成鹿的房屋被他人所占。现将此事情况汇报如下：

1. 信访人基本情况：鹿铁民、男、61岁、户籍地台基厂头条XX号X楼X门X号、北京市第一机床厂退休，现住朝阳区高碑店乡高碑店村XXXX号电话85769414。
2. 工作情况：接此情况后我所立即通过公安网对流动人口历史库进行了查询，并翻查了我所流动人口档案，经查东交民巷派出所1997年没有给陈序波、赵银鹏办理过暂住证。另据陈序波讲自己和赵银鹏未办过暂住证。

根据鹿铁民的陈述（已制作笔录），其与陈序波的矛盾应属经济纠纷，双方已多次协商未果应到法院解决。此前我所已多次告知鹿铁民到法院民事诉讼，鹿讲因证据不足不去法院。

• 处理结果：2007年7月27日我所政委寇红找鹿铁民谈话并制作笔录，再次告知鹿东交民巷派出所没给陈序波等人办理过暂住证，其与陈序波的矛盾属经济纠纷，应到法院解决。鹿铁民表示：“赵银鹏确实拿出过暂住证，但具体在那办的就不清楚了。”关于经济纠纷的问题，已经明白了派出所的意思，但因证据不足不会到法院起诉。

On June 18, 2007, the Letters and Calls Office of the Sub-bureau of Dongjiaominxiang Police Station forwarded the approval form No. 26389 of Jinggongban (Letter/Visitation), which read: Lu Tiemin reported that the Dongjiaominxiang Police Station was arrested at the end of 1997 without Lu Tiemin’s knowledge. He applied for a temporary residence permit for others at his address, causing Lu’s house to be occupied by others. The matter is reported as follows:

Basic information of the petitioner: Lu Tiemin, male, 61 years old, registered at No. X, X Building, X Gate, No. XX, Toutiao, Taiji Factory, retired from Beijing No. 1 Machine Tool Factory, and currently lives in XXXX, Gaobeidian Village, Gaobeidian Township, Chaoyang District No. 85769414.
Work situation: After receiving this situation, our office immediately inquired about the floating population historical database through the public security network, and searched our floating population files. After checking, the Dongjiaominxiang Police Station did not apply for temporary residence permits for Chen Xubo and Zhao Yinpeng in 1997. According to Chen Xubo, he and Zhao Yinpeng have never obtained a temporary residence permit.
According to Lu Tiemin’s statement (the transcript has been made), the conflict between him and Chen Xubo should be an economic dispute, and the two parties have negotiated for many times without success and should go to the court for resolution. Before this, our firm had informed Lu Tiemin many times to go to the court for civil litigation, but Lu Jiang refused to go to the court because of insufficient evidence.

Handling results: On July 27, 2007, Kou Hong, the political commissar of our institute, had a conversation with Lu Tiemin and made a record, and informed again that the Ludong Jiaomin Lane Police Station had not applied for temporary residence permits for Chen Xubo and others, and that the conflict between him and Chen Xubo was an economic dispute and should be resolved in court . Lu Tiemin said: “Zhao Yinpeng has indeed produced a temporary residence permit, but I don’t know where to apply for it.” Regarding the issue of economic disputes, he has understood the meaning of the police station, but he will not go to court to sue because of insufficient evidence.
