关于金阳民警团购房网签合同有关问题的通知

民警选房及纸质合同签订工作已圆满完成,房开公司与民警个人现开始进行网签。但近期部分民警反映,我厅与房开公司原约定三个月内随时可进行网签交款,现在通知交款过早。为此,特说明如下:
一、本次购房人数众多,若不进行分阶段分流办理,堆积到晚期办理网签交款将造成拥堵现象,无论是房地产主管部门正常的产权相关手续办理需要的时间。还是开发公司及银行办理网签及个人贷款所需要的时间都是不够的,而且还会造成现场民警等候时间过长所带来的不便。
二、由于网签程序较复杂,还受网速、产权管理部门审核等原因的影响,为此开发公司已增派人员进行办理。即便如此,每天估计也只能签订20套左右,整个完成时间需要三个月(政府房地产主管部门等原因除外),若民警需要办理按揭贷款手续的,则每个民警网签时间加上银行按揭手续办理时间更要加长。
三、目前国家为了控制房价正压缩房贷,部分城市已开始限购三套房(上海、南京等大城市已经明令停止购买第三套房),并不予发放三套房贷款;贵阳作为大中城市,有推行该政策的趋势,政策出台后将直接影响到民警的自身利益,可能会有民警第三套房无法进行网签(即不能购买)。
四、据从银行了解的情况,贵阳将推行银行与产权部门个人购房登记信息联网,加强对第三套房及第三套房贷款的认定,届时将会有大部分民警贷款利率上扬,甚至出现无法办理贷款现象。为此,建房办配合房开商与产权部门积极联系沟通,加快办理网签等有关手续。建议各位购房民警按开发商通知时间到场办理网签,以免造成滞办给安排到后面办理网签手续的民警造成不便。如超过三个月未办理网签手续者,房开公司将按约定收回所购房屋,退还前期款(不计息)。
五、民警若不按通知安排的时间到场网签,房开公司只能将其安排到原网签安排计划完成后(即所有民警网签完成)再进行网签。届时因未及时办理网签所造成的贷款利率上扬、无法办理贷款、直接不能办理购房手续、因违约承担的经济损失乃至房屋被收回等后果,均由其自行负责。
六、因近期政府房地产调控政策推出较多,若在正常网签过程中,因突发政策推出等不可抗力等原因导致不能办理购房及贷款手续,建房办和房开商不承担责任。

- Due to the complexity of the online signing procedure and the influence of network speed and review by the property rights management department, the development company has sent additional personnel to handle it. Even so, it is estimated that only about 20 sets can be signed every day, and the entire completion time will take three months (except for reasons such as government real estate authorities). If the police need to go through mortgage loan procedures, the online signing time of each police plus bank mortgage The processing time will be longer.
- At present, the state is reducing housing loans in order to control housing prices. Some cities have begun to restrict the purchase of three houses (Shanghai, Nanjing and other big cities have explicitly stopped the purchase of third houses), and do not grant loans for three houses; Guiyang, as a large and medium-sized city, has implemented The trend of this policy will directly affect the self-interests of the police after the policy is issued, and there may be a police third suite that cannot be signed online (that is, cannot be purchased).
- According to the situation learned from the bank, Guiyang will promote the networking of personal house purchase registration information between the bank and the property rights department, and strengthen the identification of the third house and the third house loan. At that time, most of the police loan interest rates will rise, and even some cases cannot be processed. loan phenomenon. To this end, the Housing Construction Office cooperates with housing developers and property rights departments to actively contact and communicate, and speed up the processing of online signing and other related procedures. It is recommended that the policemen who buy houses come to the scene to handle the online signing according to the time notified by the developer, so as not to cause delays and cause inconvenience to the police who arrange to go through the online signing procedures later. If the online signing procedures have not been completed within three months, the housing development company will take back the purchased house according to the agreement and refund the previous payment (without interest).
- If the policeman does not come to the scene for online signing according to the time arranged by the notice, Fangkai Company can only arrange for them to sign online after the original online signing arrangement plan is completed (that is, all police online signings are completed). At that time, he will be responsible for the rise of loan interest rates, inability to apply for loans, direct inability to go through house purchase procedures, economic losses due to breach of contract, and even house repossession due to failure to handle online signing in time.
- Due to the recent introduction of government real estate control policies, if during the normal online signing process, due to force majeure and other reasons such as sudden policy introduction, the house purchase and loan procedures cannot be completed, the housing construction office and housing developers will not be held responsible.
