房山分局上报7.21特大暴雨灾后民社情反映

    “7.21”特大暴雨灾害发生后,房山公安分局接市局110转警及本地座机报警电话激增,最初两天日均达到2000多件,之后每天接报1500余件。分局接警后,在部署警力处置的同时,也及时将突出情况上报了区委区政府。现将警情中有关抢险救灾的社情汇报如下:

一、有群众反映政府救援不积极、不主动,对救援结果不满。

这其中,群众普遍反映积水地区抽水缓慢甚至无人抽水,积水内车辆无人打捞、无人核实车内有无人员被困,以及由于搜救不及时导致人员伤亡等问题。

    例如:自7月22日第一次接报石楼镇石楼村贾晓涵失踪,至24日14时许其尸体被找到并打捞上岸,其家属甚为不满。24日23时许,区委宣传部通报互联网微博热炒贾晓涵失踪一事,反问为啥政府不管搜救失踪人员贾晓涵。

    再如:21日大雨导致长阳镇碧桂园小区地下车库严重积水,300余辆汽车被淹没,业主多次反映。22日,30余名业主到区政府上访,要求解决问题。

二、21日暴雨过后,陆续有群众反映灾后的组织管理和保障不善,多地水电、电视电话信号、道路交通中断,受灾群众食宿得不到解决,以及灾后防疫等方面。

    例如:大雨过后,长阳镇黄管屯村部分工厂、城关街道部分租户和厂房积水,阎村镇绿城百合小区断电,数十名群众多次到区政府、乡镇、办事处上访,要求给予住宿安置、卫生防疫、尽快恢复供电。

    再如:7月23日晚,周口店镇瓦井村部分村民与外地务工人员因争抢安置帐篷及床位发生纠纷,百余人在村委会聚集。

三、群众反映建设不良、排水不力致受灾严重,危险物品监管不严、隐患突出。

    例如:周口店山口村数十村民认为北京新恒通精煤制品仓储公司设施影响排水,造成民房被淹聚集;城关街道房山中医院周边40余居民认为医院违章修建停车场影响排水,造成家中进水聚集。

    再如:7月23日,韩村河镇东南章村大量化学品泄漏,百余群众围观且严重不满。经了解,该化学品所属厂家于2006年存放380吨危险品,但无安全监管警示措施。至25日上午,各部门仍在现场奋力抢险。

四、受灾群众担心善后赔偿无保障、无标准。

暴雨过后,分局接到大量群众赔偿咨询电话,急于了解相关政策,且遇难者家属情绪多不稳定。另有部分群众咨询自家危房应由哪些部门负责出资改造。

    例如:21日晚一男子行至长阳碧桂园小区灯杆触电身亡。23日,20余名死者家属到区政府上访,要求给予赔偿。

    现阶段,抢险救灾是我区头等大事。针对工作中了解到群众不满情绪,建议党委政府高度重视,加大组织协调力度,全力做好抢险救灾工作。一是积极了解群众需求,高效合理解决群众困难,并做好解释工作;二是组建专业队伍,对突出隐患问题进行排查治理;三是协调各部门全力抢修,尽快恢复道路交通和通讯,保障群众正常生活秩序;四是及时在灾情危险处树立警示牌,提示群众注意安全;五是完善城市建设规划,严查违章建筑,减少不良影响;六是出台统一补偿政策,合理保障物资发放、困难补助、受灾补偿等,做好善后工作。

    For example: after the heavy rain, some factories in Huangguantun Village, Changyang Township, and some tenants and factories in Chengguan Street were flooded, and the Baihe Community in Lucheng, Yancun Township was cut off. Dozens of people went to the district government, township, and offices to petition for accommodation. Resettlement, sanitation and epidemic prevention, and restoration of power supply as soon as possible.
