2023年9月29日，厦门巡司顶教会杨希伯传道夫妇收到厦门市思明区人民法院的一份裁定书和一份告知书。处罚决定书限令杨希伯夫妇10天内交40万元的罚款；告知书则决定限制杨希伯夫妇出境。
“思明区人民法院裁定书”做出如下裁决：
一、准予强制执行申请执行人厦门市思明区民族与宗教事务局于 2021 年8月14日作出的厦思民宗罚字[2021]第 003 号行政处罚决定书；
二、被执行人杨希伯应于本裁定书送达之日起十日内缴交罚款100000 元及加处罚款100000 元；逾期未履行缴款义务的，本院将依法强制执行；
三、被执行人王晓飞应于本裁定书送达之日起十日内缴交罚款100000 元及加处罚款100000 元；逾期未履行缴款义务的，本院将依法强制执行。
本案执行费 5900 元，由被执行人杨希伯、王晓飞各负担 2950元。
本裁定书送达后立即生效。
“思明区人民法院告知书”称：
本院受理的申请执行人厦门市思明区民族与宗教事务局与被执行人杨希伯、王晓飞行政非诉执行一案【案号(2023）国 0203 行审379 号)，现经申请执行人申请，本院已作出(2023）国 0203 行审379 号决定书，决定对杨希伯、王晓飞限制出境。你们若认为限制出境错误，可以自收到限制出境决定之日起十日内向厦门市中级人民法院申请复议。复议期间，不停止原决定的执行。

In order to restrict Xiamen Xunsiding Church Yang Xibo and his wife from leaving the country to attend the Asia-Pacific Evangelical Conference, the Xiamen Siming District People’s Court issued a ruling and a notice: a fine of 400,000 yuan and restrictions on leaving the country.
On September 29, 2023, Pastor Yang Xibo and his wife of Xiamen Xunsi Ding Church received a ruling and a notification from the Siming District People’s Court of Xiamen City. The penalty decision ordered Yang Xibo and his wife to pay a fine of 400,000 yuan within 10 days; the notice decided to restrict Yang Xibo and his wife from leaving the country.
The “Ruling of Siming District People’s Court” made the following ruling:
A ruling and a notification from the Siming District People’s Court of Xiamen City
- The administrative penalty decision of Xia Si Min Zong Pen Zi [2021] No. 003 made by the Ethnic and Religious Affairs Bureau of Siming District, Xiamen City on August 14, 2021 was approved to apply for compulsory execution;
- Yang Xibo, the person subject to execution, shall pay a fine of 100,000 yuan and an additional fine of 100,000 yuan within ten days from the date of delivery of this ruling. If the payment obligation is not fulfilled within the time limit, this court will enforce the execution in accordance with the law;
- Wang Xiaofei, the person subject to execution, shall pay a fine of 100,000 yuan and an additional fine of 100,000 yuan within ten days from the date of delivery of this ruling. If the payment obligation is not fulfilled within the time limit, this court will enforce the execution in accordance with the law.
The execution fee in this case is 5,900 yuan, and the persons subject to execution, Yang Xibo and Wang Xiaofei, each bear 2,950 yuan.
This ruling will take effect immediately upon delivery.

The case of administrative non-litigation enforcement between the Xiamen City Siming District Ethnic and Religious Affairs Bureau and the persons subject to execution Yang Xibo and Wang Xiaofei [Case No. (2023) Guo 0203 Xingjian No. 379] accepted by this court is now subject to the application of the applicant , this court has issued (2023) Guo 0203 Executive Review Decision No. 379, deciding to restrict Yang Xibo and Wang Xiaofei from leaving the country. If you think the restriction on exit is wrong, you can apply to the Xiamen Intermediate People’s Court for reconsideration within ten days from the date of receipt of the decision to restrict exit. During the period of reconsideration, the implementation of the original decision will not be suspended.
