以胡海峰的资格，是不够提拔为省委常委或者民政部副部长的。
胡海峰生于，1972年11月6日，现年52岁
2016年1月，任嘉兴市副市长、3月任代市长，成为正厅级干部。
2018年7月2日，胡海峰升任中共丽水市市委书记
到目前为止，胡海峰晋升正厅级8年，
当然地市级的一把手，也就是市委书记5年半。
我不知道中组部的规定是不是晋升正厅级5年之后才能晋升副部级干部
但是从惯例上说
这是一次破格提拔。
现任民政部副部长唐承沛
2008年1月，任安徽副省长。
2011年10月，任安徽省委常委、宣传部长。
2017年7月，任贵州省委常委，兼任省委秘書長。
2018年3月，调任民政部党组成员、副部长。
唐承沛担任民政部副部长时，54岁，已经晋升副部级长达10年。
民政部副部长张春生2017年4月，任中纪委副秘书长兼办公厅主任，已经是副部长级别了。2022年，张春生58岁时，任民政部副部长，此时已经晋升副部级5年了。
民政部副部长詹成付，2018年7月，55岁时任民政部副部长。
此时詹成付已经晋升副部级3年了，是民政部党组成员
之前詹成付历任民政部3个司的司长。晋升正厅级已经11年了
2024年1月5日，中国国务院任命李保俊为民政部副部长。
李保俊现在54岁，担任正司级职位11年，已经刷了3个不同职位的司长了。
可见民政部副部长的职位，要么是直接副部级调过来
甚至是省委常委直接调过来的
要么要担任司长10年以上或者刷3个不同职位的司长。
胡海峰的资历明显不够
一般来说，很少有干部能够直接从地市级的市委书记
直接晋升省委常委的。
一般都是先晋升副省长2年，再提拔为省委常委
或者接连担任两个不同的地级市的市委书记，甚至三个
不同的地级市的市委书记
才能直接晋升省委常委。
我们看一个例子
就知道是习近平亲自提拔的胡海峰的。
2022年12月18日，网络传言胡海峰将升任河南省委常委兼任郑州市委书记
当时的郑州市委书记安伟没有离任。
安伟任正厅级6年，地级市市委书记3个月，晋升副部级时55岁
此时胡海峰任正厅级6年，地级市委书记4年，年龄50岁，但是安伟，已经晋升副部级3个月。
这个安伟，倒是一个真实的，没有经过副省长这一步，直接从地级市市委书记
晋升省委常委的一个少见的例子。
但是当时的背景是李克强发誓要拿下郑州大水的责任人徐立毅
因此安伟应该是李克强的人，被破格提拔
直接从地级市市委书记晋升省委常委，但是安伟担任正厅级职务也超过5年了。
也就是说，除了总书记或者总理
点名要提拔某某人
单单凭胡海峰的资历
也就说是仅仅担任过一个地级市的市委书记
想要晋升省委常委或者民政部的副部长，
属于破格提拔
需要总书记职位的习近平习包子，亲自提拔
或者前任总理李克强提拔郑州市委书记安伟这样，亲自提拔。
而现任总理李强，目前人在瑞士
我发现，中国一有关键的事情发生
李强就躲出去了
上次李克强挂了，李强躲到吉尔吉斯斯坦
