社群媒体 13 日疯传一份疑似由山东省日照市政法委于事发隔天发布的“紧急通知”，全称为“关于建立社会矛盾风险隐患日报告制度的紧急通知”。
内容清楚说明寄送给各区县党委政法委、功能区社会事业局、市有关部门单位，内文要求“重点排查可能诱发个人极端案事件的风险隐患”，并具体点名增加排查的 16 类人员，即房地产、医患、劳资、涉婚姻邻里纠纷人员、涉访人员、投资失败、工作失业、生活失意、情绪失意、关係失和、心态失衡、精神失常、年少失管人员、有暴力倾向扬言报复社会人员、可能引发暴力冲突人员等。

The content is clearly stated and sent to the political and legal committees of the party committees of all districts and counties, the social undertakings bureaus of functional zones, and relevant municipal departments and units. The content requires “focusing on the investigation of potential risks that may induce personal extreme cases” and specifically names the 16 categories of personnel to be increased for investigation.
