关于暂停第三批涉嫌违法犯罪通讯码号网络账号的通知
各省、自治区、直辖市公安厅、局网络安全保卫（公共信息网络安全监察、网络警察）总队，新疆生产建设兵团公安局公共信息网络安全监察处：
根据清理整治“网络黑市”专项行动工作部署，我局对各地搜集上报的网上非法买卖枪支弹药、管制刀具、弩、假币、个人身份信息、公民身份证、银行卡、窃听窃照器材（包括手机窃听软件）、汽车干扰器和手机改号软件等10类违法犯罪线索进行了集中梳理串并，对多次、大量发布违法有害信息，涉嫌违法犯罪的，我局已通报部经侦、治安、刑侦部门部署查处。现将少量、单次发布违法有害信息，需要暂停的117个电话号码、34个QQ号码下发你单位，请按照《关于暂停涉嫌违法犯罪通讯码号、网络账号有关工作程序的通知》（公信安[2011]2362号）要求，于1月13日17时前通知本地电信运营商依法暂停电话码号，请广东省深圳市公安局网络警察支队（请广东省公安厅网络警察总队代转）通知腾讯公司依法暂停QQ号码。
请各地登陆“互联网违法信息巡查处置系统”（以下简称巡查处置系统）“暂停通讯码号模块”查收暂停的通讯码号、网络账号，处置方式与前两批相同。如通讯码号和网络账号无需暂停或者暂停后需要开通的，请在“暂停状态”栏中填写为“未暂停”或“已开通”，并务必在“备注”栏目中详细填写具体原因。
此外，工作中发现，各地上报线索中存在填报的通讯码号与网页截图中涉及的通讯码号不一致的问题，请各地严格按照“谁上报、谁核查、谁负责”的原则，对拟暂停的通讯码号和网络账号认真核查（建议直接从网页中拷贝通讯码号和网络账号，避免因手工录入出现差错），严禁出现误关误停的问题。
通讯码号、网络账号的暂停结果请于1月20日17时前通过“巡查处置系统”“暂停通讯码号模块”上报我局。

Notice on the Suspension of the Third Batch of Online Accounts of Communication Code Numbers Suspected of Illegal Crimes
All provinces, autonomous regions, and municipalities directly under the central government’s public security departments and bureaus’ network security protection (public information network security supervision, network police) corps, Xinjiang Production and Construction Corps Public Security Bureau Public Information Network Security Supervision Office:
According to the deployment of the special action to clean up and rectify the “Internet black market”, our bureau collects and reports illegal online sales of guns and ammunition, controlled knives, crossbows, counterfeit money, personal identity information, citizen ID cards, bank cards, wiretapping and stealing equipment (including mobile phones) eavesdropping software), car jammers and mobile phone number changing software and other 10 types of illegal and criminal clues have been combed and combined. For those who have released illegal and harmful information many times and in large quantities, and are suspected of illegal and criminal, our bureau has notified the Ministry of Economic Investigation, Public Security, The criminal investigation department deployed investigation and punishment. A small amount of illegal and harmful information released once, 117 phone numbers and 34 QQ numbers that need to be suspended will be sent to your unit, please follow the “Notice on the Suspension of Suspected Illegal and Criminal Communication Numbers and Internet Account Relevant Work Procedures” (Gongxin An [2011] No. 2362), notify the local telecom operator to suspend the phone number according to the law before 17:00 on January 13, and ask the Internet Police Detachment of Shenzhen Municipal Public Security Bureau, Guangdong Province (please refer to the Internet Police Corps of Guangdong Provincial Public Security Bureau) Inform Tencent to suspend the QQ number according to law.
All localities are requested to log in to the “Internet Illegal Information Inspection and Disposal System” (hereinafter referred to as the Inspection and Disposal System) “Suspended Communication Code Number Module” to check and receive suspended communication code numbers and network accounts. The disposal method is the same as the previous two batches. If the communication number and network account do not need to be suspended or need to be activated after suspension, please fill in the “Suspended Status” column as “Not Suspended” or “Activated”, and be sure to fill in the specific reasons in the “Remarks” column.
In addition, during the work, it was found that there was a problem of inconsistency between the communication code numbers reported in the clues reported by various regions and the communication code numbers involved in the screenshots of the web pages. Please strictly follow the principle of “who reports, who checks, and who is responsible” for the proposed suspension. Carefully check the communication code number and network account number (it is recommended to copy the communication code number and network account number directly from the webpage to avoid errors due to manual entry), and the problem of wrong shutdown and stop is strictly prohibited.
Please report the suspension results of communication code numbers and network accounts to our bureau through the “Inspection and Disposal System” and “Module of Suspension of Communication Code Numbers” before 17:00 on January 20.
