（以下简称“国信办”）成立于1998年3月
早在1993年12月10日，随着信息技术对于整个国民经济的影响日渐深入，第一个决策机构——国家经济信息化联席会议正式成立，由当时的国务院副总理邹家华出任联席会议主席。次年5月，国家信息化专家组也随后成立。
到了1996年1月，联席会议这种相对松散的组织形式正式被国务院信息化工作领导小组取代，邹家华继续担任组长，而成员则包括了20多个部委的主要领导。
到了1998年3月，随着信产部的成立，领导小组被撤消，其主要职能被转移到了新设的信产部信息化推进司，即国家信息化办公室。
1999年12月，根据国务院关于恢复国务院信息化工作领导小组的批示，国家信息化工作领导小组重新组建，由时任国务院副总理的吴邦国担任领导小组组长。在信息化领导小组的前缀由“国务院”调整为“国家”之外，决策机构又恢复到了副总理级。
2001年8月23日，领导小组重新进行组建，由当时的国务院总理朱镕基出任组长，副组长则包括当时的国家副主席胡锦涛、国务院副总理李岚清、国务院副总理吴邦国、中宣部部长丁关根以及国家发展计划委员会主任曾培炎。

到了2001年8月23日，这个领导小组重新组建。由当时的国务院总理朱镕基出任组长，那副组长呢，的确是有胡锦涛，当时是国家副主席。还有国务院副总理李岚清，国务院副总理吴邦国，中宣部部长丁关根。胡锦涛丁关根应该是邓小平派系的，还有国家发展计划委员会主任曾培炎。
那经过这一番骚操作之后，朱镕基掌权了。苟仲文和娄勤俭当时正是当时的信息产业部的副部长。那这必然是朱镕基的一番大清洗之后，把苟仲文和娄勤俭给收编了。
我们看一下，
朱镕基是陈云马仔的证据
啊。国家计委是陈云的自留地，陈云的亲信袁宝华推荐的朱镕基进了国家计委。中间可能还拆过，从计委拆成经委，实际是后来又合并了，实际就是一回事。朱镕基一上台就提拔两个人，陈云的儿子陈元和陈云二号的马仔姚依林的女婿。朱镕基一上台就解散了信息化工作工作领导小组，组长就是邹家华。邹家华是叶剑英的女婿，叶剑英是胡耀邦的战略盟友。胡耀邦跟陈云是政敌，就是朱镕基替陈云打压胡耀邦。
还有就是中农办，是朱镕基和朱镕基的马仔姜春云担任一任和第二任的小组长。下面这个办公室主任，
第一任办公室主任是段应碧，第二任是陈锡文。朱镕基担任总理的时候，温家宝是接任了中央农村小组的当小组长。这时候朱镕基搞一个段应碧，自己的亲信，不让温家宝掌权。等到温家宝当任总理的时候，把中农办小组的小组长交给回良玉。这时候朱镕基又搞了一个陈锡文，担任中农办的主任，还不让温家宝掌权。温家宝被迫设立了农村二组，组长是吴宏耀。现在因为吴宏耀马上就退休了，唐仁健挡着他的路。本来习近平是让邓小刚接任唐仁健，所以温家宝把唐仁健给抓了。
我看网上还有人说，取消农业税这个事。明明是温家宝取消的农业税，居然能被大外宣，朱镕基的大外宣洗地成，说是朱镕基让温家宝取消，温家宝不同意。当时中农办的主任就是朱镕基的亲信段应碧。温家宝根本就不掌权，他凭什么去取消呢。是温家宝上台之后，朱镕基还搞了一个陈锡文，不让温家宝掌权。温家宝被迫设立一个农村二组，这样温家宝才有全，权力去取消农业税
朱镕基最大的本事就是请了一帮大外宣，我看最近不是说FBI美国联调局抓住了朱镕基和习近平给大外宣6700万美元。你拿共产党的黑钱早晚的要被发现的。陈良宇就是朱镕基抓的，这个我专门讲一期。朱镕基不抓陈良宇，习近平就不可能上台。朱镕基不支持习近平终身连任，习近平就不可能终身连任。
所以就有一个俗语，不就是说，大航海是在禁海，大贸易是在禁商，大数据时代禁网。朱镕基他为了夺权，他不惜在1998年撤销了信息化小组，清洗了三年，三年后2001年才重建。
朱镕基为了夺权的不择手段，首先表现在砸烂了信息化小组，这是1998年2001年的时候发生的事情。后来他就砸烂了香港，就为了保证习近平终身连任，来保护朱镕基的贪腐利益。因为他的女婿梁青，被黎智英曝光了梁青的贪腐行为，他就要砸烂香港来报复黎智英。
经过朱镕基清洗之后的国信办——国务院信息化办公室，剩下的两个部长，不就是苟仲文和娄勤俭吗。就说明这两个部长，要么一开始就是朱镕基这个派系的，要么后来是投诚了。
我们接着说电科集团，说孙力军的事。
这个就是常识吧，我不知道为什么大外宣，为了拿习近平的黑钱，为了替习近平洗地，不断的挑战这个常识。常识是什么？常识就是副秘书长，他一般就是，如果是省政府的副秘书长，那就是副省长的秘书。如果是省委的副秘书长，那就是省里的副书记的秘书。办公厅副主任，孙力军是公安部办公厅的副主任。那他应该是公安部的一个副部长的秘书，他不是公安部部长的秘书。孟建柱是公安部部长吗。 陈一新当时他不是习近平的秘书，他是当时的浙江省委副书记乔传秀的秘书。徐令义也是一样的，他是当时省委副书记李金明的秘书。
那习近平的秘书他不就是李强吗？他有秘书呀。陈一新和徐令义既然在省委办公厅里。他们是有的时候他会服务习近平，习近平出去也会跟着。但是肯定不是专职服务。习近平的是李强服务的，李强是秘书吗，是秘书长。陈一新和徐令义是两个副秘书长。
同样的道理，专门服务公安部部长的孟建柱的是公安部办公厅的主任。副主任是服务于副部长的。再说这个孟建柱他又不是没有办公厅，又不是没有主任。孟建柱提拔的公安部办公厅主任叫做胡家福。现在还在吉林省呢。胡家福之前的办公厅主任是黄明，但是黄明是习近平派系的。黄明的秘书是郭林，还有的人把这个郭林也说成是孟建柱的秘书。那所有公安部的办公厅的副主任都是孟建柱的秘书呗？
胡家福明显是孟建柱的亲信。孟建柱担任政法委书记的时候，退休之前就把胡家福派到了吉林去当公安厅的厅长呢 现在升任了吉林的省委常委。而孙力军是在孟建柱退休之后，才升任公安部的副部长。这明显就看出差距了嘛。胡家福是孟建柱的亲信，孙力军他不是孟建柱的亲信。
再从一局局长也能看出来，公安部一局以前叫国保局，现在叫政保局。为什么叫一局呢？这个一是什么意思，就是排名第一。在公安部部长的心目中，一局是最重要的一个局。因为一局是镇压异见人士的。中国这个极左的环境里就是政治挂帅嘛。当然一局局长是最重要。也就是说一局局长就是公安部部长最亲近的亲信，除了秘书吧。
孟建柱的时候，他的亲信叫陈智敏。陈智敏是一局的局长。后来李江舟和白少康时间都比较短，我们就不讨论了。孙力军是郭声琨的一局局长，而且赵克志接任郭声琨的公安部部长之后，他也没有换。又用了两年多不到三年。因为郭声琨和赵克志都是习近平的人，是一个派系的。
郭声琨最早是中国铝业的，就是朱镕基把中国铝业抢到自己家里去了。后来郭声琨又去了广西，因为中国铝业的主要业务就在广西、贵州、青海这三个地方。赵克志也是一样的嘛，赵克志也是去贵州给朱镕基看着中国铝业的。而且赵克志的资历比郭声琨还老。赵克志最早在山东当县长的时候就搞了一个莱西经验。八九之后，陈云掌权，搞的反资产阶级自由化，就是赵克志搞的这个典型。
而赵克志提拔的一局局长是陈思源。陈思源到现在王小洪也没有换陈思源，说明，赵克志和王小洪也都是一个派系，都是习近平的人。
再说孙力军，孙力军当年和刘彦平一起去纽约找的郭文贵。他如果不是朱镕基大弟子的人，为什么要替大弟子办事呢？孙力军判刑是因为操纵市场证券罪，判处有期徒刑8年。他一个公安部的副部长，他也没有管过经侦局，他怎么就操纵证券市场了呢？证券教父是谁？证券教父不就是朱镕基吗？孙力军是一个公安干部。
