周恩来是当时的总理,陈云就是副总理
到了邓小平时代呢,就是邓小平是一把手,陈云是二把手。这个很简单啊,事实就摆在那。
中顾委,中央顾问委员会呢,一共就存在了十年,两届。一届五年,第一任的中顾委主任就是邓小平。第二任的中顾委主任就是陈云。陈云传给了谁啊 ?陈云传给了李鹏和朱镕基,然后李鹏和朱镕基传给了习近平。其实中国真正的剧情是在按着这条支线的剧情在发展,最后到了习近平这里。
我以前说过,陈良宇就是朱镕基抓的,不是胡锦涛抓的。朱镕基的马仔干以胜抓的陈良宇,然后陈习近平才能接班。
中顾委这个事情呢,其实是
薄熙来他老爸,薄一波说的是最清楚的
薄一波这个是不是原话或者是这是薄一波大概的意思,我就不清楚,应该是准确的。
薄一波说,我在第一届中顾委里是按照小平同志的指示办事,在这一届就指的是第二届,中顾委里是按照陈云的同志的指示办事的。
也就是说,第一届中顾委主任是邓小平,薄一波就听邓小平的。第二届中顾委主任是陈云,那薄一波就听陈云的,就是党性大于人性嘛,谁当权他就听谁的。
同样的道理呢,习近平他爸,习仲勋,他也是这样的。第一届听邓小平的,第二届听陈云的,所以习近平才能上位,不然习近平上不了位。
也就是说,如果说中国政府,一定要说中国的政府有一个深层政府的话,那这个深层政府的首脑是谁呢?就是周恩来和陈云。
周恩来在毛泽东时代,就一直是事实上的二把手,他就从来没有倒过台。周恩来传给了陈云之后,陈云选定的两个人,一个是李鹏,一个是朱镕基。
最后李鹏和朱镕基两个人扶植了习近平,这才是中国真正的剧情。我们看一下中国,如果是这个深层政府的首脑,就是陈云。
陈云的力量到底有多么强大呢?事实上,两代的中国领导人,包括毛泽东,包括邓小平,都曾经想向陈云夺权。
最后都是以失败告终的。最早毛泽东搞了一个计委,他就是想向周恩来夺权。
他派了自己的秘书陈伯达,后来又派了一个余秋里去计委。
计委不是就叫小国务院吗,原来叫计委,现在叫发改委。
说白了,就是毛泽东想向周恩来夺权。最后,由于毛泽东他不会搞经济嘛,搞砸了,周恩来和陈云出来给毛泽东擦屁股。
这样就导致周恩来和陈云对国务院,对财经口,对计委的掌控越来越深,博弈的最后结果是毛泽东失败了。
后来毛泽东又搞了一个华国锋,其实华国锋就是毛泽东搞出来向周恩来夺权的
到了邓小平这个时候,邓小平也是派了赵紫阳当总理,赵紫阳还搞了一个体改委,就是想向陈云夺权,夺得国务院的经济大权。
最后邓小平也失败了。胡耀邦下台,赵紫阳接任了总书记。但是总理给了陈云的马仔李鹏,陈云又把国务院的权力夺回去了。
调余秋里到国家计委工作后,毛泽东决定由余秋里负责成立一个计划参谋部,又称小计委,负责抓大的问题。
明确大计委主要负责计委的日常工作,在隶属关系上,毛泽东特别交代小计委由周恩来直接领导,国务院各副总理不要干预他们的工作。
各副总理是谁呢,不就是陈云吗?那当时的第一副总理应该是陈毅吧,陈毅是管外交的,第二副总理就是陈云,陈云是管财经的。

1964年12月,在一次中央工作会议上,毛泽东正式提议余秋里到国家计委工作

这就能看出来,周恩来的策略和陈云的策略都是一样的,是以退为进

毛泽东要派余秋里去国务院夺周恩来的权
周恩来却说,去冲破一潭死水。也就是周恩来明知道毛泽东要夺自己的权,但是却要吹捧,配合毛泽东。这样毛泽东才没有把周恩来给整掉。
后来邓小平要夺陈云的权的时候,陈云也是以退为进的
实际上赵紫阳到北京是邓小平定的。这个说法是谁说的,是安子文说的
安子文是刘少奇的头号马仔,曾经担任过中组部长,他说的说法应该是比较靠谱的。
安子文说,陈云当时为什么能把财经委让出来,这段话的关键就在让这个字。
让赵紫阳来搞,就是因为赵紫阳有一个思想,他们都赞同,就是赵紫阳始终强调改革一定要让群众得到实惠。
这就是漂亮话。实际上,安子文这段话是说,陈云把财经委让出来,让的是什么意思?那就是财经委,就是陈云家的呗。
邓小平派了赵紫阳担任总理去夺陈云的权,那陈云没办法了。他明知道斗不过邓小平,就以退为进,把财经委让出来给赵紫阳。陈云在国务院的势力太强大了,赵紫阳根本指挥不动。所以赵紫阳就搞了一个体改委嘛。
体改委里面还掺了一个陈云的马仔,叫薛暮桥。所以邓小平让赵紫阳当总理,就是想夺陈云的权。而赵紫阳搞一个体改委,就是因为陈云在国务院的势力太过庞大,不听指挥,所以就搞了一个体改委。企图把国务院架空,把权力夺过来。但是陈云呢,又放了一个薛暮桥到体改委去。应该,没准还可能不止薛暮桥这一个人啊。当时那么多人,我们没法挨个把他搞清楚啊。
去给赵紫阳添乱,就不让赵紫阳搞成,最后赵紫阳就没搞成。邓小平和陈云合伙把胡耀邦搞下去之后呢,赵紫阳虽然是升任总书记,但是国务院总理这个位置让给了李鹏,又回到了陈云手中。所以说前前后后呢
毛泽东想通过计委,通过自己的秘书陈伯达,通过自己看中的一个手下余秋里去夺周恩来的权,夺陈云的权。
最后以失败为告终,最后毛泽东又找了一个华国锋来夺周恩来的权。
