编者按:近日,天津市政府立足建设国际港口城市、北方经济中心、生态城市等的实际需要,制定了“十二五”期间消防事业发展的“四五六”工作举措;陕西省政府组织公安、发改、财政、住建、应急、编制等有关部门经过1年多时间的调研论证和专家评估,出台了“十二五”全省社会消防事业发展规划;西藏自治区政府将2012年度消防工作任务分解细化到各地政府、有关部门和公安机关及消防部门,推进各项工作任务的落实。现将有关情况摘登于后,供各地参阅。

天津市出台贯彻落实国务院46号档实施意见

近日,天津市政府印发《关于进一步加强和改进全市消防工作的实施意见》,结合国际港口城市、北方经济中心、生态城市定位,提出了“十二五”期间消防事业“四项主责、五个加强和六个提升”的工作举措。

四项主责——全面落实消防安全责任。一是机关、团体、企事业单位落实主体责任。积极落实“全民消防行动日”活动部署,实现自主排查火灾隐患、测试熟悉消防设施、教育培训职工群众、宣传带动整个社会的目标。建立消防安全自我评估机制,消防安全重点单位每季度、其他单位每半年自行或委托有资质的机构对本单位进行1次消防安全检查评估,做到安全自查、隐患自除、责任自负。二是职能部门依法履行监督管理责任。坚持谁主管、谁负责,各部门、各单位在各自职责范围内依法做好消防工作。各级建设、商务、文化、教育、卫生、民政、文物等部门切实加强建筑工地、宾馆、饭店、商场、市场、学校、医院、公共娱乐场所、社会福利机构、烈士纪念设施、旅游景区(点)、博物馆、文物保护单位等消防安全管理,建立健全消防安全制度,严格落实各项消防安全措施。各级安全监管、工商、质监、交通、铁路、公安等部门加强危险化学品和烟花爆竹、压力容器的安全监管,依法严厉打击违法违规生产、运输、经营、燃放烟花爆竹的行为。公安机关及其消防部门严格履行职责,每半年对消防安全形势进行分析分析和综合评估,及时报告当地政府,采取针对性措施解决突出问题。三是各区县落实组织领导责任。各区县政府(辖区管委会)全面负责本地区消防工作,将消防工作纳入经济社会发展总体规划,纳入政府目标责任、社会管理综合治理内容,严格督查考评。四是严格考核和责任追究责任。建立两级消防工作考核评价体系,市政府对各区县政府(辖区管委会)、市政府各部门年度消防工作完成情况进行严格考核;各区县政府(辖区管委会)对各街道、乡镇和区县政府部门年度消防工作完成情况进行严格考核。各单位因消防安全责任不落实、火灾防控措施不到位,发生人员伤亡火灾事故的,依法依纪追究有关人员的责任;发生重大火灾事故的,依法依纪追究单位负责人、实际控制人、上级单位主要负责人和当地政府及有关部门负责人责任;发生特别重大火灾事故的,根据情节轻重,按照规定追究当地政府主要领导的责任。

五个加强——强化火灾隐患排查整治。一是加强消防安全源头管理。年内,制定出台建设工程消防设计、施工质量和消防审核验收终身负责制规定。对涉及消防安全的事项严格依法审批,凡不符合法定审批条件的,行政许可部门一律不得核发相关许可证照。二是加强消防安全专项整治。对存在影响公共消防安全的区域性火灾隐患的,区县政府(辖区管委会)制定并组织实施综合整治工作规划,及时督促消除火灾隐患;区县政府(辖区管委会)接到报请挂牌督办、停产停业整改报告后,在7日内必须作出决定,并督促整改。各区县政府(辖区管委会)建立完善火灾隐患举报、投诉制度,建立火灾隐患信息举报中心,设立奖励基金,及时查处受理的火灾隐患和消防违法行为。三是加强火灾高危单位管理。各级政府(辖区管委会)委托相关中介机构对辖区火灾高危单位定期进行消防安全评估,制定《天津市火灾高危单位消防安全管理规定》,明确火灾高危单位的消防安全责任、各职能部门消防安全监管职责以及各层面的法律责任。天津保监局推动和指导保险公司主动承保火灾高危单位的火灾公众责任险。四是加强建筑施工工地和建筑外保温材料管理。严格按照《建设工程施工现场消防安全技术规范》(GB50720-2011)规定,对建设工程施工现场实施严格监管。新建、改扩建工程的外保温材料一律不得使用易燃材料,严格限制使用可燃材料。五是加强消防宣传教育培训。各级政府(辖区管委会)将消防安全宣传教育工作纳入消防工作联席会议议程,将落实情况纳入消防安全责任制考核内容,强化跟踪问效,落实资金保障。

六个提升——不断夯实消防基础工作。一是进一步完善消防法规规章体系。制定单位消防安全评估、学校消防安全管理、公共交通工具消防器材配置、历史风貌建筑防火等方面的消防安全标准,为消防安全管理工作提供有效依据。二是进一步加强消防科技支撑。积极开展智能激光型消防安全疏散逃生系统、大流量远程灭火组合供水系统等科技项目的研究。年内,制定消防车通道、扑救场地标识以及消防安全评估地方标准,为消防监督工作提供技术依据。三是进一步强化公共消防设施建设。加强特勤消防站及一、二级普通消防站建设,中心城区达到每座消防站保护面积不大于7平方公里的标准。至2015年,新建、改建56座公共消防站、7个二级消防通信指挥中心和滨海新区消防通信指挥中心。各级政府(辖区管委会)、市政府各部门结合新城区、开发区、示范工业园区、示范镇建设及旧城区改造,按国家标准同步规划、建设改造消防供水管网、修建消火栓、消防水池,加强公共消防设施日常维护保养,满足灭火救援实战要求。在全市主要河道、湖泊、海港沿岸设置地表水消防取水码头或设施。四是进一步壮大多种形式消防队伍。至2015年,招收1000名政府合同制消防队员。建立专职消防队与公安消防队联勤机制,每季度组织1次专职消防队实战灭火演习,每年举办2期专职消防队各岗位专业技术培训班。贯彻落实《天津市专职消防站建设标准》(DB12/T 446-2011)。制定《天津市多种形式消防队伍消防车辆购置税减免办法》、《天津市多种形式消防队伍执行灭火救援任务消防车通行费免征办法》和《天津市多种形式消防队伍执行灭火救援任务油料及灭火剂补偿办法》。五是进一步规范消防技术服务机构和从业人员管理。制定《天津市社会消防技术服务机构管理办法》,明确细化消防技术服务机构资质和从业人员资格的消防行政许可条件、审批主体和监管要求。积极规范发展消防技术服务机构。六是进一步提升综合救援能力。制定《天津市综合应急救援队伍建设规范》。各区县综合应急救援队伍按照不少于30人的标准配齐人员,统一规范管理。依托“119”通信指挥系统,建立政府综合应急救援指挥平台,实现综合应急救援队伍内部的互联互通。每年开展天津市重大灾害事故应急救援跨区域实战拉动演习、远程投送和携行训练。建立公安消防、公安交管、民航、道路交通等部门之间的应急联动机制,开辟救援队投送绿色通道,定期开展联勤联动训练。

陕西省颁布《“十二五”社会消防事业发展规划》

日前,陕西省政府颁布《陕西省“十二五”社会消防事业发展规划》,明确了“十二五”时期全省社会消防事业发展的指导思想、基本原则,提出创新社会消防管理、加大消防基础投入、强化消防科技支撑、加强消防宣传教育等方面的20项重点任务和建设项目。

突出社会消防管理创新,构建社会化消防工作新格局。针对西咸新区建设与陕北能源开发任务日异繁重,高新技术、生物医药、节能环保、高端现代服务业等火灾危险性高,安全管理难度大,公共消防安全的需求快速增长等突出问题,从大力推行社会消防安全“网格化”管理、提高消防安全自治能力、完善消防法规体系、加强消防安全监管、强化火灾隐患排查整治、落实城乡消防规划等6个方面明确社会消防管理创新的手段和措施。“十二五”期间,将制定出台《火灾高危单位消防安全管理办法》、《消防安全评估、区域火灾风险评估实施办法》、《农村小区消防安全管理规定》、《多种形式消防组织管理规定》、《消防产品监督管理规定》等8部地方性消防法规和规章,以加快推进社会消防管理创新,构建社会化消防工作大格局。

加大消防基础投入力度,构建消防应急救援新机制。针对公共消防安全需求快速增长和公共消防设施欠账严重、消防工作发展不平衡、不协调的实际情况,从加强消防队站、多种形式消防队伍、志愿者消防队伍建设,健全消防队伍保障体系和加强应急救援队伍、装备、能力、机制和保障建设等方面,确定“十二五”时期重点投入的20项消防基础建设项目。全省计划投入25亿元,建设3个专业应急救援机动支队、37个消防队(站)、10个战勤保障大队和省级区域性应急救援中心、战勤保障中心、综合性训练基地、消防职业健康中心各1个,购置387辆举高、灭火等各种消防车辆,配备29695件(套)个人防护装备,21985件(套)特种防护类装备器材,12590件(套)抢险救援类装备器材,69868件(套)灭火器材,6343件(套)攻坚组器材,以提升公安消防部队应对各类灾害事故的能力。

强化消防工作科技支撑,构建现代化消防新模式。着眼打造现代化公安消防铁军,以信息化为支撑,进一步明确了消防信息化和消防科技人才队伍建设任务。到2013年,省公安消防总队和全省11个市(区)公安消防部门全面建成集可视化、扁平化指挥为一体的固定和移动消防指挥中心,全面应用消防一体化业务信息系统,为快速反应和实施灭火救援提供强有力的信息支撑。同时,制定出台加强消防中介服务机构指导意见和消防中介服务机构管理办法,完善消防中介技术服务地方标准,规范消防技术服务体系,2012年建成省级消防行业职业技能培训和技能鉴定站,力争“十二五”末,全省通过消防技能鉴定的从业人员突破1.7万人。大力培养消防监督执法、火灾调查、灭火救援、消防科技、消防信息化等消防专业人才,建立现役队伍与社会专业人员相结合的消防科技人才机制。

加强消防宣传教育培训,构建全民消防战略新体系。针对公众消防安全意识同现代社会管理要求不相适应的问题,以贯彻落实《全民消防安全宣传教育纲要》为主线,从构筑消防宣传文化体系、推进全民消防宣传教育等两方面提出了构建全民消防战略新体系的主要目标和任务。明确广播、电视、报刊、电信、网络等传播媒体承担免费的消防安全公益宣传义务;科技、司法行政部门将消防法律法规和消防知识纳入科普、普法教育内容;教育行政部门将消防知识纳入教学计划和义务教育、素质教育内容,中小学每年开展不少于1次的应急疏散演练;农业、建设、劳动保障等部门将消防知识纳入培训内容,居(村)委会和物业服务企业每年至少组织居民开展1次灭火应急疏散演练。“十二五”时期,全省各级党政领导、社会单位消防安全责任人和管理人培训率达到100%;小区居委会和村“两委”负责人、保安员、特种行业等人员培训率达到90%;老、弱、病、残、孤寡等弱势群体消防宣传教育常态化,全民消防战略新体系基本形成。

6月28日,西藏自治区政府办公厅印发《贯彻落实国务院、西藏自治区人民政府<关于加强和改进消防工作的意见>2012年度任务分解表》,将做好党的十八大消防安全保卫工作、落实消防工作“五个主体”责任、实施“四个类区”消防安全网格化管理、加强消防基础建设、强化考评机制等4个方面的工作任务细化分解为11个大项、80个小项的2012年度目标任务,并将目标任务分别下达到各地(市)行署(政府)、各职能部门、公安机关及消防部门、公安派出所和便民警务站,以强制性要求、考核性标准,推动国务院46号档和自治区实施意见落到实处。

Recently, the Tianjin Municipal Government issued the “Implementation Opinions on Further Strengthening and Improving the City’s Fire Protection Work”, combined with the positioning of an international port city, a northern economic center, and an ecological city, and proposed “four main responsibilities, five One enhancement and six enhancements” work measures.

Four main responsibilities—full implementation of fire safety responsibilities. First, agencies, groups, enterprises and institutions implement the main responsibility. Actively implement the deployment of the “National Fire Action Day” activities to achieve the goal of independently investigating fire hazards, testing and familiarizing with fire-fighting facilities, educating and training workers and masses, and publicizing and motivating the entire society. Establish a fire safety self-assessment mechanism. Key fire safety units conduct fire safety inspections and evaluations on their own or entrust qualified institutions every quarter, and other units every six months, so as to achieve safety self-inspection, self-elimination of hidden dangers, and self-responsibility. Second, the functional departments fulfill their supervision and management responsibilities in accordance with the law. Adhere to who is in charge and who is responsible, and all departments and units shall do a good job in fire protection work according to law within their respective responsibilities. Departments of construction, commerce, culture, education, health, civil affairs, and cultural relics at all levels should effectively strengthen construction sites, hotels, restaurants, shopping malls, markets, schools, hospitals, public entertainment venues, social welfare institutions, martyr memorial facilities, and tourist attractions (spots). ), museums, cultural relics protection units and other fire safety management, establish a sound fire safety system, and strictly implement various fire safety measures. Safety supervision at all levels, industry and commerce, quality supervision, transportation, railway, public security and other departments strengthen the safety supervision of hazardous chemicals, fireworks and firecrackers, and pressure vessels, and severely crack down on illegal production, transportation, operation, and setting off of fireworks and firecrackers in accordance with the law. The public security organs and their fire departments strictly perform their duties, analyze and comprehensively evaluate the fire safety situation every six months, report to the local government in a timely manner, and take targeted measures to solve outstanding problems. The third is that all districts and counties implement organizational leadership responsibilities. All district and county governments (administrative committees under their jurisdiction) are fully responsible for the fire protection work in their area, incorporate fire protection work into the overall economic and social development plan, include government target responsibilities, and comprehensive social management content, and strictly supervise and evaluate. Fourth, strict assessment and accountability. Establish a two-level fire protection work assessment and evaluation system. The municipal government conducts strict assessments of the completion of the annual fire protection work of each district and county government (area management committee) and each department of the city government; District and county government departments conduct strict assessments on the completion of annual fire protection work. Due to failure to implement fire safety responsibilities and inadequate fire prevention and control measures, and fire accidents involving casualties, the relevant personnel shall be held accountable in accordance with laws and disciplines; in case of major fire accidents, the person in charge, actual controller, The main person in charge of the higher-level unit and the person in charge of the local government and relevant departments are responsible; in the event of a particularly serious fire accident, the main leader of the local government shall be held accountable according to regulations according to the severity of the circumstances.

Five enhancements—strengthening the investigation and rectification of fire hazards. The first is to strengthen the source management of fire safety. During the year, formulate and promulgate regulations on the lifelong responsibility system for fire protection design, construction quality, and fire protection review and acceptance of construction projects. Matters involving fire safety shall be examined and approved in strict accordance with the law, and the administrative licensing department shall not issue relevant licenses for those that do not meet the statutory examination and approval conditions. The second is to strengthen the special rectification of fire safety. For regional fire hazards that affect public fire safety, the district and county governments (area management committees) formulate and organize the implementation of comprehensive rectification work plans to promptly supervise the elimination of fire hazards; After supervising and suspending production and closing the rectification report, a decision must be made within 7 days and the rectification must be supervised. All district and county governments (administrative committees) have established and improved fire hazard reporting and complaint systems, established fire hazard information reporting centers, and set up reward funds to investigate and deal with accepted fire hazards and fire violations in a timely manner. The third is to strengthen the management of high-fire risk units. Governments at all levels (area management committees) entrust relevant intermediary agencies to regularly conduct fire safety assessments for high-fire-risk units in their jurisdictions, formulate the “Tianjin City Fire Safety Management Regulations for High-Fire Risk Units”, and clarify the fire safety responsibilities of high-fire-risk units and the fire safety of each functional department. Safety supervision responsibilities and legal responsibilities at all levels. The Tianjin Insurance Regulatory Bureau promotes and guides insurance companies to take the initiative to underwrite fire public liability insurance for high-fire-risk units. The fourth is to strengthen the management of building construction sites and building external insulation materials. In strict accordance with the “Technical Specifications for Fire Safety at Construction Sites of Construction Projects” (GB50720-2011), strict supervision is carried out on construction sites of construction projects. No combustible materials shall be used in the external insulation materials of new construction, renovation and expansion projects, and the use of combustible materials shall be strictly restricted. The fifth is to strengthen fire protection publicity, education and training. Governments at all levels (area management committees) include fire safety publicity and education work on the agenda of the fire safety work joint meeting, include the implementation status in the assessment content of the fire safety responsibility system, strengthen tracking and inquiry, and implement financial guarantees.

Six upgrades—constantly consolidate the basic work of fire protection. One is to further improve the system of fire laws and regulations. Formulate fire safety standards for unit fire safety assessment, school fire safety management, public transport fire equipment configuration, and historical buildings fire protection, etc., to provide an effective basis for fire safety management. The second is to further strengthen fire protection technology support. Actively carry out research on scientific and technological projects such as intelligent laser-based fire safety evacuation and escape systems, and large-flow remote fire-extinguishing combined water supply systems. Within the year, formulate local standards for fire truck passages, firefighting site signs, and fire safety assessments to provide technical basis for fire supervision. The third is to further strengthen the construction of public fire protection facilities. Strengthen the construction of special service fire stations and first- and second-level ordinary fire stations, and the central urban area shall meet the standard that the protection area of each fire station shall not exceed 7 square kilometers. By 2015, 56 public fire stations, 7 secondary fire communication command centers and the Binhai New Area fire communication command center will be built or rebuilt. Governments at all levels (area management committees) and various departments of the municipal government combine the construction of new urban areas, development zones, demonstration industrial parks, and demonstration towns with the renovation of old urban areas to simultaneously plan, construct and transform fire-fighting water supply pipe networks, build fire hydrants, and fire-fighting systems in accordance with national standards. Pools, strengthen the daily maintenance of public fire-fighting facilities to meet the actual combat requirements for fire fighting and rescue. Set up surface water fire-fighting water intake piers or facilities along the main rivers, lakes, and harbors of the city. The fourth is to further expand various forms of firefighting teams. By 2015, recruit 1,000 government contract firefighters. Establish a joint service mechanism between the full-time fire brigade and the public security fire brigade, organize a full-time fire brigade combat fire drill every quarter, and hold two professional technical training courses for each position of the full-time fire brigade every year. Implement the “Tianjin Specialized Fire Station Construction Standard” (DB12/T 446-2011). Formulate the “Tianjin Measures for Tax Reduction and Exemption of Fire Vehicles Purchased by Various Forms of Fire Fighting Teams”, “Tianjin Measures for the Exemption of Tolls for Fire Vehicles Performed by Various Forms of Fire Fighting Teams for Fire Fighting and Rescue Tasks” and “Tianjin City’s Measures for the Exemption of Tolls for Fire Vehicles Performed by Various Forms of Fire Fighting Teams for Fire Fighting and Rescue Tasks” Oil and Fire Extinguishing Agent Compensation Measures”. The fifth is to further standardize the management of fire technical service agencies and practitioners. The “Tianjin Municipal Social Fire Protection Technical Service Organization Management Measures” was formulated to clarify and refine the fire protection administrative licensing conditions, approval entities and regulatory requirements for the qualifications of fire protection technical service organizations and the qualifications of practitioners. Actively standardize and develop fire protection technical service agencies. The sixth is to further enhance the comprehensive rescue capability. The “Tianjin City Comprehensive Emergency Rescue Team Construction Specification” was formulated. The comprehensive emergency rescue teams of all districts and counties are staffed according to the standard of not less than 30 people, and the management is unified and standardized. Relying on the “119” communication command system, establish a government comprehensive emergency rescue command platform to realize the interconnection within the comprehensive emergency rescue team. Carry out cross-regional actual combat pulling exercises, remote delivery and carrying training for emergency rescue of major disasters and accidents in Tianjin every year. Establish an emergency linkage mechanism among public security firefighting, public security traffic control, civil aviation, road traffic and other departments, open up green channels for rescue teams to deliver, and regularly carry out joint logistics training.

Increase the basic investment in fire protection and build a new mechanism for fire emergency rescue.
