陈奎元一直担任西藏书记到2000年。后来西藏书记换成了郭金龙。然后2001年胡春华就又回到西藏。陈奎元压着胡春华，不让胡春华提拔呗，胡春华躲着陈奎元就跑了。
陈奎元他简历上写的是内蒙古干部。因为乌兰夫是邓小平留学法国的同学，因此乌兰夫是邓小平派系的，这是没错的。乌兰夫是蒙古王也没有错。但是并不等于说内蒙古没有陈云派系的人，陈奎元就是陈云派系的人。
为什么这个内蒙古是邓小平派系的，邓小平的同学乌兰夫的大本营，还能有陈云派系的人呢?
习近平也不知道从哪里找来这么一个大外宣，天天在说胡春华。我都怀疑杜文到底是内蒙古人吗?他知道内蒙古的事情吗?天天在那瞎掰。
陈奎元是内蒙古出身的干部，呼伦贝尔盟出身的干部。内蒙古的呼伦贝尔盟在文革的时候有十年不是内蒙古，呼伦贝尔盟归黑龙江管，大部分归黑龙江管，一小部分归吉林管。东北局就不就是陈云的地盘吗？东北局的书记宋任穷跟陈云是一个老婆钟月林。

所以内蒙古不单是只有邓小平派系的乌兰夫，还有陈云派系的陈奎元，杰尔格勒。
杰尔格勒这个派系的还有内蒙古自治区的党委副书记李文，政府副主席巴图巴根，呼伦贝尔盟的盟委书记布特格。这几个人都是陈云派系的人。
杰尔格勒，这是陈奎元他自己的文章写的。杰尔格勒说,要把被周总理誉为模范区的内蒙古建设好。这不就是说杰尔格勒是周恩来的人吗?
1972年，林彪一倒台，中国二把手不就是周恩来吗?林彪一倒台，杰尔格勒就恢复工作了。这只能说明，杰尔格勒是周恩来的人。
周恩来跟陈云是一个派系。周恩来是总理，陈云是副总理，习仲勋是周恩来大秘，他们是一家子。

我们看一下陈奎元是怎么提拔的吴英杰。陈奎元是1992年到2000年担任西藏书记的。第二年，1993年3月37岁的吴英杰就担任教委的接受援助办公室的主任，从副主任提拔到主任。1994年10月，吴英杰担任西藏自治区教委副主任。1998年教委改名叫教工委，吴英杰还是副主任和教工委副书记。2000年改名叫教育厅了。吴英杰是教育厅的党组副书记和副厅长。两个月之后就被提拔为厅长了。
更重要的是，2000年3月，陈奎元离开西藏半年前，把吴英杰送到中央党校一年制中青年干部培训班学习。很多部级副部级的干部都要经过中青年干部培训班。这个基本就是正局级提拔副部级就定了。
到了2000年1月的时候，吴英杰被提拔为西藏自治区人民政府副主席。当时的总理就是朱镕基。
这一张照片就能说明问题了。这是1989年2月的一张照片啊。当时的江蛤,这是朱镕基。这可能是朱镕基的情人吧，谢立娟。
