黎火辉
黎火辉（1963年10月 – ），江西省丰城市拖船镇人。中国人民解放军中将。中共第十九届中央委员。现任中国陆军副司令员。
传言黎火辉2024年9月16日被抓，从简历上，黎火辉毫无疑问是习近平的嫡系马仔。从传言陆军政委秦树桐被抓，到传言陆军副司令黎火辉被抓。毫无疑问，习近平失去对南部战区的控制之后，现在已经失去了对中国陆军的控制。
生平
国防大学基本系毕业。曾任第31集团军（现为陆军第七十三集团军）第91师273团团长，期间三十一军的军长是林炳尧（1997年2月—2000年12月），赵克石（2000年12月—2004年7月），蔡英挺（2004年7月—2007年9月）。

黎火辉曾任福建省军区海防12师师长。期间的福建省军区司令为刘沈扬（2006年12月-2009年2月）、汪庆广（2009年2月-2014年3月）。

2010年8月10日，日前，许明副校长率学校办公室、学工部（处）、武装部、校团委负责同志和校教授篮球队赴海防12师开展建军节慰问活动。海防12师政委单秀华、副师长肖志民、政治部主任郑健、参谋长张书晖等参加了慰问座谈会。

陆军第十二集团军现为陆军第七十一集团军
2011年1月，黎火辉任陆军第十二集团军（现为陆军第七十一集团军）参谋长，2012年晋升少将军衔。 另一种说法，2011年12月—2015年3月，黎火辉任陆军第十二集团军（现为陆军第七十一集团军）参谋长。 期间十二军的军长是韩卫国 少将（2008年2月—2013年12月），王春宁 少将（2014年1月—2016年8月）。

三支海防部队转隶海军陆战队
❶海防13师
该部前身最远可追溯至1932年9月，由兰田暴动发展而来的“闽东工农游击第一支队”。抗战时期，在苏中地区坚持抗敌斗争。
抗战胜利后，编入华中野战军，为其第七纵队。
历史传承如下：
华中野第7纵队 ➠ 华野第11纵队第31旅 ➠ 三野29军第85师（辖253『253团参加了金门战役』、254、255团) ➠ 福建军区步兵第85师 ➠ 水兵师(欠炮兵团) ➠ 福建军区水兵师（各团依次改称水兵第1、2、3团） ➠ 守备第27旅（水兵第1、3团） ➠ 守备88团
1959年10月，在惠安组建守备第八师，下辖守备88团和守备95团，以及榴炮营等分队，担负莆田至晋江地段海防守备任务。1962年，增建守备97团
1969年11月，守备第八师改称福州军区守备第三师，守备95团编为9团，守备97团编为10团，守备88团编为11团，并在师榴炮营基础上组建师属炮兵团。
1985年10月，百万大裁军中福州军区撤销，守备3师转隶改编为南京军区守备13师。
1993年1月，改为南京军区海防第13师，下辖50团、51团和炮兵团。该师虽说是海防师建制，但却素以训练严格著称，战斗力不逊色于当时31集团军的野战师。
2017年2月14日，根据中央军委命令，海防第13师整建制转隶海军。
2017年5月19日，编为海陆某旅。
❷海防11师
该部前身为1959年10月组建的福建省军区守备第七师。
1969年11月，守备7师复隶福州军区，改称为福州军区守备第一师，原辖守备94团、93团分别编为守备1团、2团。
1970年1月，原守备72团（前身为1949年11月组建的福建省军区警备8团，后来发展为边防23团）编入守备1师，为守备3团。
1976年1月，守备2团调往江西省军区，编为独立师1团。
1984年守备1师侦察代表队获得福州军区侦察大比武六项全能总分第一名的好成绩。
1985年8月，百万大裁军中福州军区撤销，守备1师随之撤编，所属部队（1团、3团）分别编为南京军区守备12师的守备41团和43团。
1987年7月，以南京军区守备41、43团为基础组建南京军区守备第十一旅。
1988年12月，更名为南京军区海防第十一旅。
2017年军改后，海防11旅改编为海陆某旅。
❸海防7团8团
1969年11月，青岛市人民武装部与守备19师（1952年5月，公安14师和公安13师合并为新的公安第14师。1952年7月公安14师（欠公安第41团）调驻山东青岛。1956年10月，改为中国人民解放军守备第19师）合并组建青岛警备区，执行军级权限。
1970年2月，青岛警备区正式成立，原守备19师所辖的守备35、48和49团，依次改成守备18、19和20团。辖内50团改番号为济南军区守备第21团。1970年5月，编入济南军区守备第17团。
1976年12月，守备第18团改编为青岛警备区炮兵团。
1978年4月，济南军区守备第3师（1969年12月09日，守备第20师改称济南军区守备第3师，辖守备第7、8、9团）番号撤销，青岛警备区与济南军区守备第3师合编，升格为正军级单位。
1978年8月3日，济南军区守备一师4团划归青岛警备区建制领导，改称青岛警备区守备第4团。
1985年10月，青岛军分区（1983年11月11日，奉济南军令，将青岛市人民武装部改称青岛军分区，仍执行师级权限）并入青岛警备区，组编为师级单位，隶属山东省军区。
❶守备19团整编为守备第7团。
❷守备20团和炮团合并整编为守备第8团。
❸守备第4、17、21团合并整编为守备第9团。
1993年2月，守备7团、8团、9团分别改称为海防第七团、海防第八团、海防第九团。
2003年11月，海防7团撤编，部队缩编为海防2营，转隶海防8团建制。
2017年新军改后，青岛警备区海防8团转隶海军，改编为海陆某旅。

12th Coastal Defense Division
Li Huohui was the commander of the 12th Coastal Defense Division of the Fujian Provincial Military Region. The commanders of the Fujian Provincial Military Region during this period were Liu Shenyang (December 2006-February 2009) and Wang Qingguang (February 2009-March 2014).

The 12th Army Group of the Army is now the 71st Army Group of the Army
In January 2011, Li Huohui was appointed Chief of Staff of the 12th Army Group of the Army (now the 71st Army Group of the Army), and was promoted to the rank of Major General in 2012. Another version is that from December 2011 to March 2015, Li Huohui served as the chief of staff of the 12th Army Group (now the 71st Army Group). Three coastal defense forces were transferred to the Marine Corps
❶ 13th Coastal Defense Division
The predecessor of this unit can be traced back to September 1932, when it developed from the Lantian Uprising and became the “First Detachment of the Workers and Peasants Guerrillas in East Fujian”. During the War of Resistance Against Japanese Aggression, it persisted in the anti-enemy struggle in the Suzhong area.
After the victory of the Anti-Japanese War, it was incorporated into the Central China Field Army as its Seventh Column.

In October 1985, the Fuzhou Military Region was abolished during the million-man military reduction, and the 3rd Garrison Division was transferred and reorganized into the 13th Garrison Division of the Nanjing Military Region.
In January 1993, it was changed to the 13th Coastal Defense Division of the Nanjing Military Region, which was under the jurisdiction of the 50th Regiment, the 51st Regiment and the Artillery Regiment. Although the division was organized as a coastal defense division, it was known for its strict training and its combat effectiveness was not inferior to the field division of the 31st Group Army at that time.
On February 14, 2017, according to the order of the Central Military Commission, the 13th Coastal Defense Division was transferred to the Navy as a whole.

❷ Coastal Defense 11th Division
The predecessor of this unit was the 7th Garrison Division of the Fujian Military Region established in October 1959.
In November 1969, the 7th Garrison Division was re-affiliated to the Fuzhou Military Region and renamed the 1st Garrison Division of the Fuzhou Military Region. The 94th and 93rd Garrison Regiments were reorganized into the 1st Garrison Regiment and the 2nd Garrison Regiment respectively.
In January 1970, the original 72nd Garrison Regiment (formerly the 8th Garrison Regiment of the Fujian Military Region established in November 1949, and later developed into the 23rd Border Defense Regiment) was incorporated into the 1st Garrison Division as the 3rd Garrison Regiment.
In January 1976, the 2nd Garrison Regiment was transferred to the Jiangxi Provincial Military Region and organized into the 1st Regiment of the Independent Division.
In 1984, the reconnaissance team of the 1st Garrison Division won the first place in the total score of the six all-around reconnaissance competition of the Fuzhou Military Region.
In August 1985, the Fuzhou Military Region was abolished during the million-man military reduction, and the 1st Garrison Division was disbanded. Its subordinate units (1st Regiment and 3rd Regiment) were reorganized into the 41st and 43rd Garrison Regiments of the 12th Garrison Division of the Nanjing Military Region.

❸7th and 8th Coastal Defense Regiments
In November 1969, the Qingdao Municipal People’s Armed Forces Department and the 19th Garrison Division (In May 1952, the 14th Public Security Division and the 13th Public Security Division were merged into the new 14th Public Security Division. In July 1952, the 14th Public Security Division (minus the 41st Public Security Regiment) was transferred to Qingdao, Shandong. In October 1956, it was changed to the 19th Garrison Division of the Chinese People’s Liberation Army) merged to form the Qingdao Garrison District, which exercises military-level authority.
In February 1970, the Qingdao Garrison District was officially established. The 35th, 48th and 49th Garrison Regiments under the original 19th Garrison Division were changed to the 18th, 19th and 20th Garrison Regiments respectively. The 50th Regiment under its jurisdiction was renamed the 21st Garrison Regiment of the Jinan Military Region. In May 1970, it was incorporated into the 17th Garrison Regiment of the Jinan Military Region.
In December 1976, the 18th Garrison Regiment was reorganized into the Qingdao Garrison District Artillery Regiment.
In April 1978, the 3rd Garrison Division of the Jinan Military Region (on December 9, 1969, the 20th Garrison Division was renamed the 3rd Garrison Division of the Jinan Military Region, under the jurisdiction of the 7th, 8th and 9th Garrison Regiments) was cancelled, and the Qingdao Garrison District was merged with the 3rd Garrison Division of the Jinan Military Region and upgraded to a regular army-level unit.
On August 3, 1978, the 4th Regiment of the 1st Garrison Division of the Jinan Military Region was placed under the leadership of the Qingdao Garrison District and renamed the 4th Garrison Regiment of the Qingdao Garrison District.
