习近平马仔韩正爱将周波仕途受挫

港区国安法通过实施当日(2020年6月30日),中国有两宗省部级人事异动,未引起外界注意,其中一宗是青海省长刘宁调任辽宁省委副书记,旋即出任代省长,相信不日将会真除省长。辽宁原省长唐一军月前入京接任司法部长,刘宁今番是填补唐一军留下的空缺,看似平常,但他的到来,却堵住了辽宁省委另一副书记周波的仕途,令周波接任省长梦碎,而周波则是身兼中央港澳领导小组长的副总理韩正在上海时的嫡系得力助手。
编者注:刘宁很可能是非习近平派系的人,刘宁堵住了周波的辽宁省长之路,李克强之前担任辽宁省委书记,李希担任过辽宁省委书记,张国清担任过辽宁省委书记,郝鹏担任过辽宁省委书记,这些人都是非习近平派系的人。辽宁是李克强苦心经营的据点和大本营。
周波与韩正关系密切,在上海官场广为人知。两人都属上海本土干部(这就是扯淡,中国从来没有本土干部,没有广东本土干部,没有湖南本土干部,没有上海本土干部,所有的所谓本土干部,中央都是有后台,不然上不去。独裁国家还有本土干部?太扯淡了,广州书记林树森的后台是朱镕基,湖南更是朱镕基老家,韩正的后台是陈云,朱镕基和习近平),韩正当市化工局团委书记时,周波就在化工局属下氯硷化工公司PVC厂工作,韩正当市长时,周波先后任市外经贸委主任、市政府副秘书长兼发改委主任等职。2013年韩正升任上海市委书记后,周波就升任副市长,与时任上海市委秘书长、现任河南省长的尹弘一道,成了韩正的左膀右臂。
但2015年12月21日,周波被指违规接受公款宴请,违反中央8项规定,被中纪委通报给予党内严重警告处分。(当时的中纪委书记王岐山包庇了周波,中纪委第一副书记赵洪祝虽然是尉健行提拔的,赵紫阳说的尉健行是胡耀邦的人,但是赵洪祝无能为力。赵洪祝要处分周波,王岐山拦着不让处分。)不过,仅时隔一年,2017年1月,周波就咸鱼翻生,跻身上海市委常委,并升任常务副市长,据说是因周波受处分后并不气馁,「积极改正问题并且在其分管的经济工作领域上做出了突出的成绩」。有消息称,是因他受到韩正力保力荐的缘故。(这种分析不全面,上海市委常委需要政治局常委会讨论通过,如果不是习近平力挺,周波无法晋升上海市委常委,从这里可以看出,韩正和周波是习近平的铁杆马仔,和江泽民毫无关系。上海市委常委这种级别,总书记当时是习近平占60%的话语权,总理当时是李克强占30%的话语权,人大委员长当时是张德江占10%的话语权,其余常委可以忽略不计)
2017年秋,中共十九大后韩正高升入京,但周波和尹弘(时任上海市委副书记)却一度停滞,原地踏步。直到去年(2019年)2月,周波终于离沪,北上辽宁当省委副书记,尹弘也于去年(2019年)底调至河南,并很快接任省长,当时一般相信周波也会很快顺位接任辽宁省长,当唐一军月前进京时,周波接任省长几乎是板上钉钉之事,不料中央(就是李克强)却从青海调来了刘宁。
比周波仅大5个月的刘宁,资历却较周波深,刘宁生在辽宁,清华大学水利工程系(1959年9月,胡锦涛考入清华大学水利系)毕业后长期在水利部任职,2009年已升任副部长,并兼任国家防汛抗旱总指挥部秘书长长达8年,与两任主管农林水的副总理回良玉、汪洋颇多交集。(也可能是九八抗洪时,刘宁给温家宝留下了好印象,所以提拔。)2017年空降青海,一年后当上省长,今次对刘宁来说虽属平调,但由西北小省(青海面积虽大,但人口和经济排名靠后)到东北大省(辽宁在东三省人口经济均居首位),政治地位有所提升,特别是辽宁省委书记陈求发(习近平派系)已过65岁退休之龄,他有望接任,成封疆大吏。
如此一来,周波要么等刘宁升官后再顺位省长,要么到省政协当主席,解决正部级别问题,无论怎样,上升空间都有限。未知老上司韩正,会否再助他一臂之力。(最后是尉健行和张俊九提拔的张国清担任辽宁省委书记,刘宁卡着周波,再不升任政协主席,就要60岁副部级退休时,周波被迫任辽宁政协主席。)
至于前日的另一宗正部级人事调动,则是审计署老将侯凯回锅出任审计长,取代被视为胡锦涛爱将的65岁胡泽君。胡泽君西南政法老师出身,曾任广东省委组织部长、最高检副检察长;侯凯近年则在中央国家机关工委任职,是习近平嫡系、中办主任丁薛祥的副手。(丁薛祥和施小琳和韩正秘书林龙斌都是上海市闸北区全家桶,凡是上海市闸北区出身的官员,都是习近平马仔)

One of them was that Qinghai Governor Liu Ning was transferred to Liaoning Provincial Party Committee Deputy Secretary and immediately became Acting Governor. It is believed that the governor will be removed soon. Liaoning’s former Governor Tang Yijun went to Beijing to take over as Minister of Justice a month ago. Liu Ning is filling the vacancy left by Tang Yijun this time. It seems normal, but his arrival has blocked the career of another deputy secretary of Liaoning Provincial Party Committee, Zhou Bo, and shattered Zhou Bo’s dream of taking over as governor. Zhou Bo was the direct assistant of Vice Premier Han Zheng, who was also the head of the Central Leading Group for Hong Kong and Macao, when he was in Shanghai.

Zhou Bo has a close relationship with Han Zheng and is well known in the Shanghai officialdom. Both of them are local cadres in Shanghai (this is nonsense. China has never had local cadres, no local cadres in Guangdong, no local cadres in Hunan, no local cadres in Shanghai. All so-called local cadres have backers in the central government, otherwise they can’t get promoted. There are local cadres in a dictatorship? That’s nonsense. The backer of Guangzhou Secretary Lin Shusen is Zhu Rongji, and Hunan is Zhu Rongji’s hometown. Han Zheng’s backers are Chen Yun, Zhu Rongji and Xi Jinping). When Han Zheng was the secretary of the Youth League Committee of the Municipal Chemical Industry Bureau, Zhou Bo worked in the PVC factory of the Chlor-Alkali Chemical Company under the Chemical Industry Bureau. When Han Zheng was the mayor, Zhou Bo successively served as the director of the Municipal Foreign Economic and Trade Commission, the deputy secretary-general of the municipal government and the director of the Development and Reform Commission. After Han Zheng was promoted to the Secretary of the Shanghai Municipal Party Committee in 2013, Zhou Bo was promoted to deputy mayor. Together with Yin Hong, the then Secretary-General of the Shanghai Municipal Party Committee and the current Governor of Henan Province, he became Han Zheng’s right-hand man.
But on December 21, 2015, Zhou Bo was accused of accepting banquets with public funds in violation of regulations and violating 8 central regulations. He was notified by the Central Commission for Discipline Inspection and given a serious warning within the party. (The then Secretary of the Central Commission for Discipline Inspection Wang Qishan protected Zhou Bo. Although Zhao Hongzhu, the first deputy secretary of the Central Commission for Discipline Inspection, was promoted by Wei Jianxing, Zhao Ziyang said Wei Jianxing was Hu Yaobang’s man, but Zhao Hongzhu was powerless. Zhao Hongzhu wanted to punish Zhou Bo, but Wang Qishan stopped him.) However, only one year later, in January 2017, Zhou Bo made a comeback and became a member of the Standing Committee of the Shanghai Municipal Party Committee and was promoted to Executive Vice Mayor. It is said that Zhou Bo was not discouraged after being punished, “actively corrected the problems and made outstanding achievements in the economic work field under his charge.” There are reports that it was because he was strongly recommended by Han Zheng. (This analysis is not comprehensive. The Standing Committee of the Shanghai Municipal Party Committee needs to be discussed and approved by the Political Bureau Standing Committee. If it were not for Xi Jinping’s support, Zhou Bo would not have been promoted to the Standing Committee of the Shanghai Municipal Party Committee. From this, it can be seen that Han Zheng and Zhou Bo are Xi Jinping’s staunch followers and have nothing to do with Jiang Zemin. At the level of the Standing Committee of the Shanghai Municipal Party Committee, the General Secretary was Xi Jinping with 60% of the right to speak, the Premier was Li Keqiang with 30% of the right to speak, and the Chairman of the National People’s Congress was Zhang Dejiang with 10% of the right to speak. In the fall of 2017, after the 19th National Congress of the Communist Party of China, Han Zheng was promoted to Beijing, but Zhou Bo and Yin Hong (then the Deputy Secretary of the Shanghai Municipal Party Committee) stagnated for a time and stood still. Until February last year (2019), Zhou Bo finally left Shanghai and went north to Liaoning to serve as the deputy secretary of the provincial party committee. Yin Hong was also transferred to Henan at the end of last year (2019) and soon took over as governor. At that time, it was generally believed that Zhou Bo would soon take over as governor of Liaoning. When Tang Yijun went to Beijing a month ago, Zhou Bo’s succession as governor was almost a foregone conclusion. Unexpectedly, the central government (that is, Li Keqiang) transferred Liu Ning from Qinghai.
Liu Ning, who is only 5 months older than Zhou Bo, has more experience than Zhou Bo. Liu Ning was born in Liaoning. After graduating from the Department of Water Conservancy Engineering of Tsinghua University (in September 1959, Hu Jintao was admitted to the Department of Water Conservancy of Tsinghua University), he worked in the Ministry of Water Resources for a long time. He was promoted to deputy minister in 2009 and served as secretary-general of the State Flood Control and Drought Relief Headquarters for 8 years. He had many interactions with the two vice premiers in charge of agriculture, forestry and water, Hui Liangyu and Wang Yang. (It may also be that Liu Ning made a good impression on Wen Jiabao during the 1998 flood control, so he was promoted.) He was parachuted into Qinghai in 2017 and became the governor a year later. Although this is a lateral transfer for Liu Ning, his political status has improved from a small province in the northwest (Qinghai is large in area, but its population and economy rank low) to a large province in the northeast (Liaoning ranks first in population and economy among the three northeastern provinces), especially since Chen Qiufa (Xi Jinping’s faction), the secretary of the Liaoning Provincial Party Committee, has passed the retirement age of 65, and he is expected to take over and become a frontier official.
In this way, Zhou Bo can either wait for Liu Ning to be promoted before becoming the governor, or become the chairman of the Provincial CPPCC to solve the problem of the ministerial level. In any case, his room for advancement is limited. It is unknown whether his old boss Han Zheng will lend him a helping hand. (In the end, Zhang Guoqing, who was promoted by Wei Jianxing and Zhang Junjiu, became the Secretary of the Liaoning Provincial Party Committee. Liu Ning was holding back Zhou Bo. If he didn’t get promoted to the Chairman of the CPPCC, he would have to retire at the age of 60 as a vice-minister. Zhou Bo was forced to serve as the Chairman of the Liaoning CPPCC.)
As for another ministerial-level personnel transfer the day before yesterday, Hou Kai, a veteran of the National Audit Office, returned to serve as the Auditor General, replacing the 65-year-old Hu Zejun, who was regarded as Hu Jintao’s favorite. Hu Zejun was born in Southwest China’s political and legal school and served as the Organization Minister of the Guangdong Provincial Party Committee and the Deputy Procurator General of the Supreme People’s Procuratorate; Hou Kai has served in the Central State Organs Working Committee in recent years and is the deputy of Ding Xuexiang, a direct descendant of Xi Jinping and the Director of the General Office of the CPC Central Committee.
