李舰涉恶团伙简要情况
近日，西城分局刑侦支队在工作中发现一以李舰为首的恶势力团伙，利用租赁底商合同、签订卖房等形式，主观故意制造合同矛盾纠纷，拒绝交房、暴力敛财以获取非法利益的违法行为。
2011年12月26日下午，事主季春青（男，45岁，户籍所在地：江苏省南通市海安县角斜镇老庄村十组，现住朝阳区团结湖42号院，北京德弘光大国际贸易中心有限公司法人）到支队报案：2011年4月以来，以李舰为首的黑恶势力团伙多次纠集百余人到西城区黄寺大街德胜置业底商，寻衅滋事、殴打他人，实施打砸抢行为。
根据初步调查，刑侦支队认为：李舰等人几年来以德胜置业大厦房产为诱饵，以旗下四个公司为幌子，以签订房屋租赁合同形式，主观故意制造矛盾、纠纷，纠集社会闲散人员，使用暴力、软暴力等威胁手段，通过收取房租、水电等方式获取暴利；且近年来称霸西城区黄寺大街，多次动辄纠集百人以上聚众摆势、殴打他人，造成多家公司、商家无法正常运营，处于关闭、停业状态，使公私财产损失严重，给政治中心区的维稳工作和社会治安带来严重隐患。此种情况，符合市局打黑办界定的“恶势力介入民事纠纷、经济纠纷，多人聚众摆势、寻衅滋事”、“团伙成员3人以上在相对固定的区域或行业内采用暴力或软暴力威胁作案3起以上”的恶势力团伙定义。
