综合看下来，李耀光还是强卫提拔的可能性比较大。如果非说李耀光是习近平派系的。那就是吉林提拔的。可是吉林现在已经被胡锦涛打发回家了。吉林提拔的李耀光的话，李耀光怎么能够上位，这是一个矛盾。其次呢，吉林和李耀光在北京市委政法委的交集只有两年。而李耀光担任过北京市委政法委组织处副处长、干部处副处长。这都是主管干部调动的核心岗位。吉林两年三次提拔李耀光可能性比较小，也就是说李耀光在北京市委政法委担任组织处副处长，干部处副处长，办公室主任都发生在吉林任期之内的可能性比较小。

强卫是北京市副市长张百发和邓小平牌友王大明提拔的

强卫毕竟当了两次北京市政法委书记，差不多当了10年。还是强卫和李耀光的时间线比较对的上。李耀光和衡晓帆都是强卫提拔的。那么强卫是谁提拔的呢？强卫是北京市副市长张百发和邓小平的牌友王大明提拔的。张百发可能最出名的就是用当年北京的黄色面的，带着邓小平参观北京城。张百发其实和李瑞环的关系才是最铁最密切的。当然了邓小平李瑞环张百发都是一家人，一个派系的。

不是说共青团就一定是团派的，强卫这个共青团北京市委书记是当时主管共青团的北京市委副书记王大明提拔的。吉林和张效廉这两个共青团北京市委书记就是当时主管共青团的北京市委副书记李志坚提拔的。

李志坚是1992年12月担任北京市委副书记的，前面那个共青团北京市委书记姚望就是前任北京市委副书记提拔的。李志坚是陈云习仲勋的马仔，李志坚提拔的张效廉被抓了，李志坚提拔的吉林被提前退休了。

所以不是简单的共青团就一定是团派，地方共青团是当地党委提拔的，不是团中央提拔的。和胡锦涛李克强这两个共青团第一书记关系不大。就看当时的上级是谁。

It is not that the Communist Youth League must be a member of the Youth League faction. Anyway, the reason why China’s reform and opening up can achieve certain economic success is that in addition to the order imported from the United States, the efforts of the Chinese people. It is because Deng Xiaoping is relatively not particularly obsessed with power, and he really didn’t promote many officials. Only by delegating power can China’s economy develop. The Communist Party has completely stepped down, and China’s economy can develop. That’s why Deng Xiaoping took a fancy to Hu Jintao, because he wanted to find a dictator who is not so greedy for power.
