户县辖区发生两起吹风机爆炸案件
2012年8月2日6时50分，我局接报：户县蒋村镇半个城村蒙成才家发生爆炸。经现场调查：死者周海利（女，31岁，户籍地为咸阳市永寿县，现住址为蒋村镇半个城村）之子蒙云龙早上6时许在其家门口玩耍时捡到一吹风机，周海利在其家后门口测试电动吹风机时发生爆炸，造成周海利死亡。
同日8时28分，我局接报称户县北街小学对面的“天天鲜奶店”发生爆炸。经现场调查：杨玉卓（又名杨玉娥，户籍年龄49岁，户县蒋村镇庄元村人）今早在其店门口捡到一黑色电吹风机，杨玉卓将电吹风机拿回店内并接通电源，随即发生爆炸，致使杨玉卓受重伤，已送往西安救治。
目前，我局已对两起案件展开调查。
户县“8.2”爆炸案侦破情况专报
2012年8月2日6时50分，陈文学（男，43岁，户县蒋村镇半个城村人）电话报警称，半个城村的蒙成才家发生爆炸。接警后蒋村所民警迅速赶到现场调查。民警到达现场时受害人周海利（女，1978年XX月X日出生，原籍咸阳永寿县监军镇固县村人，系蒙成才儿媳）经120急救人员检查已当场死亡。经调查，当日6时30分左右，周海利的儿子蒙云龙（男，2003年X月X日出生）在其家门前玩耍时捡到一把黄色折叠式电吹风机，后交给其母周海利，周海利将该电吹风机拿回家后，插到后门外的电源插座上，刚插上随即发生爆炸，周海利被炸当场死亡；蒙云龙距离其母约3米远，左眼、左臂轻微擦伤。经现场勘查，发现有爆炸装置残留物。受害人的儿子蒙云龙反映，其于今年5月下旬的一天还在其家门口捡到过一个黄色的台灯，拿回家插电不亮，后放置在家里东边房间的柜顶。民警随即将该屋封锁，请求市局专业排爆人员排爆，后在此台灯内检查出爆炸装置。
随后，民警在现场勘查和调查走访过程中获悉，同日8时28分，户县公安局城西派出所又接到杨展翼（男，现年58岁，蒋村镇庄元村二组人）报警称，其妻子杨玉卓（又名杨玉娥，女，33岁，户县甘河镇神北村人）当日8时许在其户县北街开的“天天见鲜奶店”门外捡到一黑色吹风机，拿回店里插电后当即发生爆炸，致杨玉卓颅脑损伤、颅底骨折、颅内有异物、两眼受伤，伤情较重，已转往西京医院救治。县局领导了解案情后高度重视，一边部署现场勘查和调查走访工作，同时向县委县政府和市局紧急汇报案情，市局刑侦局技术处、三处，治安局大活处、市局技侦支队等单位相继赶到现场开展工作。
经梳理统计，从2010年12月10日至2012年8月2日户县共发生类似案件七起，其中祖庵所辖区发生4起，蒋村所辖区2起，城西所辖区1起，爆炸共4起，致1人死亡，4人受伤。此类案件的发生，正值十八大召开前夕，我局领导高度重视。当日下午，市局王安群副长在户县公安局召开专案会，对侦破工作进行安排，县委县政府有关领导参加了会议。在专案组会上王安群副局长对下一步的侦查工作作了详细的安排部署。
经连夜工作，目前已初步确定嫌疑人。犯罪嫌疑人自称李云峰，法号兴善，也叫李兴善，男，自称80岁，无身份证件，河南泌阳人，现租住户县蒋村镇桑堡村。李云峰的户籍身份已通过省厅协调河南省厅进行查询。从目前掌握的情况看：
1、李云峰已供述其2日凌晨驾车去过两个爆炸现场，与受害人两家在经济上有矛盾，但放置爆炸物还未承认；
2、受害人王江全反映，10年前和嫌疑人李云峰因在户县祖庵镇南街村遇仙庙住庙主持问题发生过矛盾，且李云峰精通电器安装，具备作案条件；
3、经搜查，在嫌疑人李云峰租住地搜查出的自制爆炸装置在制作工艺、炸药种类、引爆方法和材质与案发现场未引爆的爆炸装置相同；
4、在李云峰的租住地搜查出的嫌疑车辆与2012年8月2日凌晨3时许，在祖庵南街王江全家门前案发现场附近监控录像中嫌疑车辆特征相似。
5、经祖庵镇“听雨照相馆”老板解延峰辨认2012年8月2日凌晨3时许，祖庵南街王江全家门前案发现场附近监控录像中嫌疑人体貌特征系嫌疑人李云峰。
目前，嫌疑人李云峰已被控制，案件正在审讯和调查之中，所有提取的痕迹物证正在分析化验鉴定。

Two hair dryer explosions occurred in Hu County
At 6:50 on August 2, 2012, our bureau received a report that an explosion occurred at Meng Chengcai’s house in half a village of Jiangcun Town, Hu County. Zhou Haili died when an explosion occurred while testing an electric hair dryer at the back door of his home.
At 8:28 on the same day, our bureau received a report that an explosion occurred at the “Tiantian Fresh Milk Shop” opposite Huxian Beijie Elementary School. After on-site investigation: Yang Yuzhuo (also known as Yang Yu’e, 49 years old with household registration, from Zhuangyuan Village, Jiangcun Town, Huxian County) picked up a black hair dryer at the door of his store this morning. Yang Yuzhuo took the hair dryer back to the store and switched it on. Yang Yuzhuo was seriously injured in the explosion and has been sent to Xi’an for treatment.
At present, our bureau has launched investigations into two cases.
Special report on the detection of the “8.2” bombing case in Hu County
At 6:50 on August 2, 2012, Chen Wenxue (male, 43 years old, half a villager in Jiangcun Town, Hu County) called the police and reported that an explosion had occurred at Meng Chengcai’s home in half a village. After receiving the police, the police from Jiangcun Office rushed to the scene to investigate. When the police arrived at the scene, the victim Zhou Haili (female, born on XX, 1978, originally from Guxian Village, Jianjun Town, Yongshou County, Xianyang, daughter-in-law of Meng Chengcai) died on the spot after being checked by 120 emergency personnel. After investigation, at around 6:30 that day, Zhou Haili’s son Meng Yunlong (male, born on XX, 2003) picked up a yellow folding hair dryer while playing in front of his house, and handed it to his mother Zhou Haili, Zhou Haili After taking the hair dryer home, he plugged it into the power socket outside the back door. As soon as he plugged it in, an explosion occurred. Zhou Haili was killed on the spot. Meng Yunlong was about 3 meters away from his mother, and his left eye and arm were slightly scratched. After on-site investigation, it was found that there were residues of explosive devices. The victim’s son, Meng Yunlong, reported that he picked up a yellow desk lamp at the door of his house one day in late May this year, took it home and put it on the top of the cabinet in the east room. The police immediately sealed off the house and asked the professional explosives disposal personnel of the Municipal Bureau to detonate the explosives. Afterwards, the explosive device was found in the desk lamp.
Later, during the on-site investigation and investigation, the police learned that at 8:28 on the same day, the Chengxi Police Station of the Hu County Public Security Bureau received another report from Yang Zhanyi (male, 58 years old, from the second group of Zhuangyuan Village, Jiangcun Town) who reported that his wife Yang Yuzhuo (also known as Yang Yu’e, female, 33 years old, from Shenbei Village, Ganhe Town, Huxian County) picked up a black hair dryer outside the “Jiantianjian Fresh Milk Shop” opened on North Street, Huxian County at about 8 o’clock that day, and took it back to the shop. Immediately after the battery was plugged in, an explosion occurred, causing Yang Yuzhuo’s head injury, skull base fracture, foreign body in the skull, and injuries to both eyes. The injuries were serious and he had been transferred to Xijing Hospital for treatment. The leaders of the county bureau attached great importance to the case after learning about it. While deploying on-site investigation and investigation visits, they also urgently reported the case to the county party committee, the county government and the city bureau. The detachment and other units rushed to the scene one after another to carry out work.
According to statistics, from December 10, 2010 to August 2, 2012, there were seven similar cases in Hu County, including four cases in the area under the jurisdiction of Zu’an, two cases in the area under the jurisdiction of Jiangcun, and one case in the area under the jurisdiction of Chengxi. A total of 4 cases resulted in 1 death and 4 injuries. The occurrence of such cases coincided with the eve of the 18th National Congress of the Communist Party of China, and the leaders of our bureau attached great importance to it. On the afternoon of the same day, Wang Anqun, Deputy Director of the Municipal Bureau, held a special case meeting at the Public Security Bureau of Hu County to arrange the detection work, and relevant leaders of the county party committee and county government attended the meeting. At the task force meeting, Deputy Director Wang Anqun made detailed arrangements for the next step of the investigation.
After working overnight, the suspect has been initially identified. The criminal suspect claimed to be Li Yunfeng, dharma name Xingshan, also called Li Xingshan, male, claiming to be 80 years old, without identity documents, from Biyang, Henan, and currently renting in Sangbao Village, Jiangcun Town, County County. Li Yunfeng’s household registration status has been inquired through the provincial department in coordination with the Henan Provincial Department. Judging from the current situation:
- Li Yunfeng has confessed that he drove to two explosion sites in the early morning of the 2nd, and had financial conflicts with the victim’s family, but he has not admitted to placing explosives;
- The victim Wang Jiangquan reported that he had a conflict with the suspect Li Yunfeng 10 years ago because of the issue of living in the temple and hosting the temple in Nanjie Village, Zu’an Town, Huxian County. Li Yunfeng is proficient in electrical installation and has the conditions to commit crimes;
- After searching, the self-made explosive device found in the rented place of the suspect Li Yunfeng was the same as the unexploded explosive device at the scene of the crime in terms of production process, explosive type, detonation method and material;
- The suspect vehicle found in Li Yunfeng’s rented place is similar to the suspect vehicle in the surveillance video near the crime scene in front of Wang Jiang’s family on Zu’an South Street at 3:00 am on August 2, 2012.
- According to Xie Yanfeng, owner of “Tingyu Photo Studio” in Zu’an Town, at 3 am on August 2, 2012, the physical features of the suspect in the surveillance video near the crime scene in front of Wang Jiang’s family on Zu’an South Street belonged to the suspect Li Yunfeng .
At present, the suspect Li Yunfeng has been brought under control, the case is under interrogation and investigation, and all traces and physical evidence extracted are being analyzed and identified.
