政治局会议完全背书常委会决议，证明习近平已经无法控制政治局。马云25亿拿下春晚，打脸习近平

政治局常委事实上是政治局的上级
很多人会误认为，政治局是政治局常委会的下级，其实不是。从理论上说，中央全会才是政治局的上级。政治局常委会并不是政治局的上级。从法理上说，政治局完全可以推翻政治局常委会的任何决议。当然，共产党本来就没有法治。因此在实际的运作中，政治局不太可能随便就推翻政治局常委的决定。也就是说，理论上政治局常委并不是政治局的上级。但是在实际执行中，常委事实上是政治局的上级。
根据2020年，中共中央印发了《中国共产党中央委员会工作条例》。这里面第17条和第18条写的很清楚。第十七条 中央委员会总书记负责召集中央政治局会议和中央政治局常务委员会会议，并主持中央书记处的工作。
第十八条 中央书记处根据中央政治局、中央政治局常务委员会和中央委员会总书记的指示安排开展工作。写的很清楚，总书记主持中央书记处的工作。就是习近平主持中央书记处的工作。因此批评中央书记处，就是批评习近平本人。就是批评总书记。
但是《中国共产党中央委员会工作条例》里面并没有明确说，常委会是政治局的上级。也就是说。理论上任何一个中共决定，可以在常委会上通过，也可以在政治局会议上通过。是具有同等中共党内的法律效力的。选择在哪个会议通过，决定权在总书记。
这次1月20日的政治局会议中，对中央书记处的提法是中央书记处在中央政治局、中央政治局常委会领导下，履职尽责、积极作为，在推动党中央有关决策部署落实、加强党内法规建设、指导群团组织建设和改革、整治形式主义为基层减负等方面做了大量工作。最中央书记处新的一年的工作要求是中央书记处要立足自身职责，增强政治能力，抓好重点工作落实，从严加强自身建设，高质量完成党中央交办的各项任务。
给习近平开出的七宗罪
政治局会议完全背书了2025年1月9日政治常委会给中央书记处和主持中央书记处工作的习近平开出的七宗罪。1是工作不主动，2是工作不认真，3是工作不有效，4是政治能力不足，5是重点工作未能落实，6是自身建设存在严重问题，7是工作质量未达标。就要命的就是这第6条。自身建设存在严重问题。习近平作为总书记主持中央书记处工作，是写在《中国共产党中央委员会工作条例》第17条里面的，明文规定，总书记习近平主持中央书记处工作。
现在给中央书记处开出七宗罪，就是给习近平开出七宗罪。而且陈文清已经被打发到二线去担任中国法学会的会长了。也就是说，习近平现在不仅无法控制政治局常委会，连政治局习近平也无法控制，按说，习近平在政治局人数应该占优，起码有12个人。还有3个人的派系不太确定。但是丁薛祥出访欧洲，缺席了这次政治局会议。当然了，我认为，即便丁薛祥出席了这次的政治局会议，最后的结果也是一模一样的。
中国不是民主国家，政治局常委会和政治局不是按照一人一票去运作。公开的影片资料就能看到，是鼓掌通过，或者举手通过。政治局会议否定政治局常委会的决定，那绝对是意外情况。肯定不是经常发生的情况，肯定很罕见。
