十年逃匿躲法网，万里追踪惩凶顽—记清网行动抓获公安部B级逃犯王军辉
1999年12月16日晚，北京市朝阳区华都饭店发生一起持枪杀人案，事主金重德被人用制式枪支杀害。案发后，主要犯罪嫌疑人王军辉负案在逃，多次抓捕未果。2011年公安部清网行动全面开展以来，刑侦总队党委高度重视，积极落实，精心部署，细致策划，尤其针对“12.16”案在逃犯罪嫌疑人的追逃工作，始终作为此次抓捕行动的一号要犯。叶国清总队长、隗甫杰副总队长多次召开会议听取工作进展情况并做出重要指示，一支队赵斌支队长亲自负责组织抓捕工作的实施。按照领导指示，一支队抽调精干警力会同朝阳分局刑侦支队组成抓捕组开展各项工作。
“12.16”案在逃犯罪嫌疑人王军辉，绰号“大军”，男，41岁，户籍地：黑龙江省哈尔滨市香坊XXX。王军辉系李正光黑社会团伙骨干成员，涉及多起命案，作案手段残忍，生性狡诈且逃匿近11年，社会危害性极大。面对异常狡猾的敌人及时间紧，任务重的实际困难，抓捕小组没有一丝的畏难情绪。他们将压力转变为动力，从头开始，点滴做起，认真梳理王军辉的关系人，研究他的个性心理，制定周密的抓捕工作方案，落实各项工作负责人。
万事开头难，走好第一步是成功的关键。抓捕组侦查员通过分析研究认为，虽然犯罪嫌疑人在逃多年，但针对东北籍犯罪嫌疑人的生活习性以及案犯个体特性，抓捕组分析他的活动范围以及关系人应与原籍有关，先期工作应从黑龙江省哈尔滨市展开。
2011年6月8日，抓捕组侦查员赶到哈尔滨市对王军辉家属及关系人开展外围的调查摸排等工作。经当地警方反映：2001年1月4日，哈尔滨发生一起持枪杀人案，此案至今未破。死者系当年侦破“12.16”案时警方使用的特殊情报员。根据前期工作查证情况，王军辉具有重大作案嫌疑。另外侦查员通过梳理哈尔滨警方前期工作线索，发现另外一条可疑情况。2005年天津市塘沽区警方曾到哈尔滨市调查王军辉。此线索立即引起了专案组领导的高度重视，随即派另一组侦查员来到天津市塘沽区。通过调阅案卷并与办案民警座谈获悉：2005年8月22日22时许，天津市塘沽区发生一起持枪杀人案。案发时王军辉暂住在案发地附近的泰和城XXX，案发后下落不明。同时获取到一条重要线索：2004年5月17日，在湖北省赤壁市，王军辉使用名为“朱志军”的假身份与陈晓霞（女，36岁，户籍所在地：湖北省赤壁市XXX）办理婚姻登记手续。2004年8月18日育有一子陈卓远。
针对此情况，按照公安部提出的“四战论”指导思想，专案组迅速将假身份信息送交市局情报信息中心及刑侦总队四支队开展网上侦查工作。通过全网查控显示，“朱志军”有多次赴越南、缅甸等国家的出入境记录和在湖北省武汉市住宿、上网以及乘坐飞机等信息。经调取云南省昆明市吴家坝机场和湖北省武汉市天河机场安检监控图像进行比对，确认乘机人就是王军辉。至此，案犯的踪迹终于显露。抓捕组侦查员不顾炎炎夏日的烘烤以及旅途奔波的劳顿，立即围绕案犯活动轨迹在云南省昆明市、湖北省武汉市、吉林省长春市开展工作，获取到大量信息及影像资料。2011年5月8日，“朱志军”订购飞机票一张，当日由云南省昆明市飞往湖北省武汉市。2011年6月24日，“朱志军”订购飞机票一张（留有江苏省号段手机号码：13218129848）。6月25日7时，由湖北省武汉天河机场到达吉林省长春市龙嘉机场。但狡猾的犯罪嫌疑人乘车离开机场进入长春市区后就在茫茫人海中失去了踪迹。
挫折没有使侦查员气馁，他们抓住每一条蛛丝马迹不放松。紧紧围绕王军辉在湖北省武汉市订票时所留手机号码为江苏省号段这条线索进行工作，发现嫌疑人在江苏省苏州市有大量住宿和上网的信息。侦查员立即赶赴苏州开展工作，在当地刑侦、技侦、情报等部门的大力协助下迅速锁定嫌疑人使用的手机号码13263622563。经工作，该号码漫游轨迹与王军辉乘机行程轨迹相吻合且位置最终停留在哈尔滨市松北区龙江第一村附近。事实充分印证了抓捕组先期对嫌疑人个性心理和活动范围的正确分析。同时，在不能确定王军辉落脚点的情况下，为了便于查找和抓捕，到达哈尔滨市的侦查员结合当地社情环境在村中租住了一间民房用于观察及设伏蹲守。在近半个月的蹲守过程中，侦查员冒着烈日酷暑，忍受着蚊虫叮咬，凭借顽强毅力，坚守阵地等待着抓捕时机的到来。辛勤汗水换来的是胜利果实，7月24日19时许，随着专案组领导一声令下，我侦查员在哈尔滨刑侦、技侦等多部门的配合下，将暂住在松北区龙江第一村的王军辉抓获。经审讯，犯罪嫌疑人王军辉对1999年12月16日伙同他人在北京市朝阳区华都饭店发持枪杀人的违法犯罪现实供认不讳。
“宝剑锋自磨砺出，梅花香自苦寒来”。抓捕组侦查员克服人员少、任务重、工作量大、危险性高等不利因素，舍小家、为大家，历经四十余天，贯穿黑龙江、云南、湖北、江苏、吉林等五省市，行程近万公里的不懈追缉，终将潜逃11载的“12.16”持枪杀人犯罪嫌疑人王军辉成功抓获。充分体现了全体参战人员誓保首都平安的高度责任感。体现了参战人员不畏艰难、勇挑重担的敬业精神。体现了全国公安系统以及全局多警种通力协作的战斗作风。首都刑警凭借着高度的职业素质和“惩恶扬善”的使命感，以实际行动维护了首都的治安秩序。

Wang Junhui, the fugitive suspect in the “12.16” case, nicknamed “Dajun”, male, 41 years old, registered at XXX Xiangfang, Harbin City, Heilongjiang Province. Wang Junhui is a key member of Li Zhengguang’s underworld gang, involved in many murders, with cruel methods, cunning by nature, and escaped for nearly 11 years, which is extremely harmful to society. Facing the extremely cunning enemy and the practical difficulties of tight time and heavy tasks, the arresting team did not show any fear of difficulties. They turned pressure into motivation, started from the beginning, bit by bit, carefully sorted out Wang Junhui’s contacts, studied his personality psychology, formulated a careful arrest work plan, and implemented various work leaders.
Everything is difficult at the beginning, taking the first step is the key to success. The investigators of the arrest team believed through analysis and research that although the criminal suspect has been at large for many years, considering the living habits of the criminal suspect from Northeast China and the individual characteristics of the criminal, the arrest team analyzed his scope of activities and related persons should be related to his origin. It should start from Harbin City, Heilongjiang Province.
On June 8, 2011, the investigators of the arrest team rushed to Harbin City to conduct peripheral investigations and investigations on Wang Junhui’s family members and related persons. Reported by the local police: On January 4, 2001, a murder case with a gun occurred in Harbin, and the case has not yet been solved. The deceased was a special intelligence agent used by the police when the “12.16” case was detected. According to the preliminary work verification, Wang Junhui is suspected of committing a major crime. In addition, the investigators found another suspicious situation by sorting out the clues of the Harbin police’s early work. In 2005, police from Tanggu District, Tianjin City went to Harbin City to investigate Wang Junhui. This clue immediately aroused the great attention of the leaders of the task force, and then sent another group of investigators to Tanggu District, Tianjin. Through reviewing the case file and discussing with the police handling the case, we learned that: at about 22:00 on August 22, 2005, a murder case with a gun occurred in Tanggu District, Tianjin. At the time of the incident, Wang Junhui temporarily lived in XXX, Taihe City, near the incident, and his whereabouts were unknown after the incident. At the same time, an important clue was obtained: On May 17, 2004, in Chibi City, Hubei Province, Wang Junhui used a false identity named “Zhu Zhijun” to register for marriage with Chen Xiaoxia (female, 36 years old, registered residence: XXX, Chibi City, Hubei Province) formalities. On August 18, 2004, they had a son, Chen Zhuoyuan.
In response to this situation, in accordance with the guiding ideology of the “Four Wars Theory” proposed by the Ministry of Public Security, the task force quickly sent the fake identity information to the Municipal Bureau’s Intelligence Information Center and the Fourth Division of the Criminal Investigation Corps to carry out online investigations. The investigation and control of the entire network showed that “Zhu Zhijun” had multiple entry and exit records to Vietnam, Myanmar and other countries, as well as information on accommodation, Internet access, and air travel in Wuhan City, Hubei Province. After comparing the security surveillance images of Wujiaba Airport in Kunming City, Yunnan Province and Tianhe Airport in Wuhan City, Hubei Province, it was confirmed that the passenger was Wang Junhui. At this point, the trail of the perpetrator was finally revealed. Regardless of the scorching summer and the exhaustion of the journey, the investigators of the arrest team immediately carried out work around the trajectory of the criminal’s activities in Kunming City, Yunnan Province, Wuhan City, Hubei Province, and Changchun City, Jilin Province, and obtained a large amount of information and video materials. On May 8, 2011, “Zhu Zhijun” ordered an air ticket to fly from Kunming, Yunnan Province to Wuhan, Hubei Province on that day. On June 24, 2011, “Zhu Zhijun” ordered an air ticket (with a mobile phone number in Jiangsu Province: 13218129848). At 7 o’clock on June 25th, it arrived at Longjia Airport in Changchun City, Jilin Province from Wuhan Tianhe Airport in Hubei Province. But the cunning suspect disappeared in the vast crowd after leaving the airport and entering Changchun City by car.
The setbacks did not discourage the investigators, they seized every clue and did not let go. Working closely around the clue that the mobile phone number Wang Junhui left when booking tickets in Wuhan City, Hubei Province was the Jiangsu Province number, it was found that the suspect had a lot of information about accommodation and Internet access in Suzhou City, Jiangsu Province. Investigators immediately rushed to Suzhou to start their work, and quickly locked down the mobile phone number 13263622563 used by the suspect with the strong assistance of the local criminal investigation, technical investigation, intelligence and other departments. After work, the roaming trajectory of the number coincided with the trajectory of Wang Junhui’s flight itinerary, and the location finally stayed near Longjiang No. 1 Village, Songbei District, Harbin City. The facts fully confirmed the correct analysis of the suspect’s personality, psychology and scope of activities in advance by the arrest team. At the same time, when Wang Junhui’s whereabouts could not be determined, in order to facilitate the search and arrest, the investigators who arrived in Harbin rented a private house in the village for observation and set up an ambush based on the local social situation. During nearly half a month of squatting, the scouts braved the scorching sun, endured mosquito bites, and with tenacious perseverance, stood firm and waited for the opportunity to arrest. The fruits of hard work and sweat are the fruits of victory. At about 19:00 on July 24, with the order of the leader of the special case team, our investigators, with the cooperation of Harbin Criminal Investigation, Technical Investigation and other departments, will temporarily live in Longbei District, Songbei District. Wang Junhui from Jiangyi Village was captured. After interrogation, the criminal suspect Wang Junhui confessed to the fact that on December 16, 1999, he collaborated with others to kill someone with a gun at the Huadu Hotel in Chaoyang District, Beijing.

They took care of everyone and went through five provinces and cities including Heilongjiang, Yunnan, Hubei, Jiangsu, and Jilin for more than 40 days. The relentless pursuit with a travel distance of nearly 10,000 kilometers finally successfully captured Wang Junhui, the “12.16” gunman murder suspect who had absconded for 11 years. It fully embodies the high sense of responsibility of all combatants who vowed to keep the capital safe.
