2011年“9·25”双井骆伟杀人自杀案工作报告
2011年9月25日20时许，重案三队接报称：在朝阳区双井大北窑铁路建场局家属院,发生一起凶杀案件。我队接报后，迅速赶到现场，会同技术、法医等相关部门开展工作。
一、接报情况
2011年9月25日20时15分，群众孟宇晓打110报警称双井大北窑铁路建场局家属院一女子与丈夫在暂住地家中吵架。后被其丈夫杀死在暂住地院中。
经初步了解，死者甄梅（女，身份证号：XXX，户籍地：河南省息县XXX）被杀害在家中，经抢救无效死亡。经访问周围邻居证实甄梅被杀系其丈夫骆伟（男，身份证号：XXX，户籍地：河南省息县XXX）所为。经工作发现，丈夫骆伟在北京市朝阳区大北窑铁道部专运处工地西侧楼东侧跳楼自杀。

三、走访情况
经访问甄梅邻居付汉英（女，身份证号：XXX，户籍地：河南省息县孙庙乡）反映：其于2011年9月25日20时左右，和爱人史云龙、表姐庞燕、表姐夫、甄梅及骆伟共六人在家中聊天。大约十分钟左右，表姐庞燕、表姐夫、甄梅及骆伟便离开。之后我便看见甄梅从家中房间跑出来，并大喊救命，称老公砍她，快出来拉架。等我赶出来后，发现甄梅浑身是血，并且左侧颈部流了很多血，躺在我家门口，我爱人马上去劝架，骆伟还称：“你不要拦着，要不连你一起砍”。后我老公将骆伟手中的刀夺过扔在墙角，之后就不见骆伟了。
经甄梅儿子骆世俊（男。身份证号：XXX，户籍地：河南省息县XXX）反映:父母平日感情不好，主要原因是父亲骆伟爱喝酒，喝酒后就和母亲吵架。而且父亲平时爱赌钱，长期管母亲要钱赌博，所以一直感情不好，有时还会动手打架，主要是父亲骆伟殴打母亲，但从没有动过刀。
经访问铁道部专运处负责人付建松（男，身份证号：XXX，户籍地：辽宁省鞍山市铁东区XXX）了解：2011年9月25日20时左右，其正在单位值班，发现西楼楼顶站着一男子，上身赤裸，没穿上衣，下穿深色裤子。其以为是工地的工人，便上前询问楼顶男子是干什么的，该男子只回了一句话，说：“我玩呢”。便从楼顶跳了下来。经工地工头辨认，该男子不是工地工人。后发现该男子是从工地南侧将围挡扒开后钻入的。
四、破案情况
综上所述，本案骆伟犯罪事实已查清，相关证据已获取，犯罪嫌疑人已跳楼自杀。至此，本案告破。

After receiving the report, our team rushed to the scene and worked with relevant departments such as technology and forensic medicine.
- Reporting situation
At 20:15 on September 25, 2011, Meng Yuxiao, a member of the public, called 110 to call the police, saying that a woman from the family member of the Shuangjing Dabeiyao Railway Construction Bureau had quarreled with her husband at home in the temporary residence. Later, she was killed by her husband in the temporary residence courtyard.
According to preliminary information, the deceased Zhen Mei (female, ID number: XXX, domicile: XXX, Xixian County, Henan Province) was killed at home and died after rescue efforts failed. Interviews with neighbors confirmed that Zhen Mei’s husband Luo Wei (male, ID number: XXX, domicile: XXX, Xi County, Henan Province) was responsible for Zhen Mei’s murder. It was discovered through work that her husband Luo Wei committed suicide by jumping off the east side of the building on the west side of the construction site of the Special Transportation Office of the Ministry of Railways in Dabeiyao, Chaoyang District, Beijing.

An interview with Zhenmei’s neighbor Fu Hanying (female, ID number: XXX, household registration: Sunmiao Township, Xixian County, Henan Province) revealed that she met her lover Shi Yunlong and cousin Pang Yan at around 20:00 on September 25, 2011. , cousin-in-law, Zhen Mei and Luo Wei were chatting at home. About ten minutes later, cousin Pang Yan, cousin husband, Zhen Mei and Luo Wei left. Afterwards, I saw Zhen Mei running out of the room at home, and shouted for help, saying that her husband had cut her, so come out and start a fight. After I got out, I found that Zhen Mei was covered in blood, and there was a lot of blood on the left side of her neck. She was lying in front of my house. My wife immediately went to try to persuade her to fight. cut”. Later, my husband took the knife from Luo Wei’s hand and threw it in the corner, and Luo Wei disappeared after that.
According to Zhenmei’s son Luo Shijun (male. ID number: XXX, domicile: XXX, Xixian County, Henan Province), his parents have a bad relationship on weekdays. The main reason is that his father, Luo Wei, loves to drink and quarrels with his mother after drinking. Moreover, my father usually likes to gamble, and he kept his mother asking for money for gambling for a long time, so he has always had a bad relationship, and sometimes he would fight with his hands. The main reason is that his father Luo Wei beat his mother, but he never used a knife.
After interviewing Fu Jiansong (male, ID number: XXX, registered address: No. 86, 5th Floor, Unit 5, Building 59, Ping’an Street, Tiedong District, Anshan City, Liaoning Province), head of the Special Transportation Department of the Ministry of Railways, Fu Jiansong (male), September 25, 2011 At around 20 o’clock, he was on duty at the unit and found a man standing on the roof of the west building, naked from the upper body, without a shirt, and wearing dark pants. Thinking it was a worker at the construction site, he went up to ask the man on the top of the building what he did, and the man only replied, “I’m playing.” He jumped off the roof. After being identified by the construction site foreman, the man was not a construction site worker. Later, it was found that the man broke through the fence from the south side of the construction site and got in.
- Case solving
To sum up, Luo Wei’s criminal facts in this case have been ascertained, relevant evidence has been obtained, and the suspect committed suicide by jumping off a building. So far, the case has been solved.
