三地碰撞锁定嫌疑 寻线追踪智擒逃犯
————重案二队抓获支队挂牌督办“1997.10.18孙河故意杀人案”十四年逃犯秦加安
按照市局、分局网上追逃专项督察“清网行动”的工作要求，本着“命案必破、逃犯必追”的工作思路，在主管副分局长林刚的悉心指导及全队侦查员的共同努力下，截至2011年9月我队清网率达21%，名列重案队之首。为更好地完成年底60%的清网目标，根据分局相关工作部署，支队将“1997.10.18孙河故意杀人案”逃犯秦加安挂牌督办，主管副支队长代云鹏带领全队深入研究梳理逃犯信息，队委会依托“绝大多数逃犯与家属和亲友必然有联系”这一规律特点，对秦加安有针对性地研究部署抓逃工作计划。在对秦加安的抓捕工作中，我队组织精干警力分别前往逃犯秦加安原籍、秦加安哥哥秦加平打工地点山西及妹妹秦加红现住地南京开展工作，功夫不负有心人，专案组通过点滴线索寻线追踪，最终于2011年11月11日17时许在河北省三河市燕郊经济开发区燕京航城小区北门外将“1997.10.18”孙河故意伤害致人死亡案十四年逃犯秦加安抓获，为“清网行动”再添新彩。具体情况是：
1997年10月18日，秦加安（男，身份证号：，户籍地：安徽含山县）伙同他人因打台球与事主艾言好发生口角，在朝阳区孙河北皋村将事主扎伤致死。
在清网行动中，考虑到犯罪嫌疑人外逃多年思乡心切，很有可能在节日期间与原籍家人取得联系的心理，我队于国庆节前几次派出工作组前往逃犯秦加安原籍开展工作。在当地公安机关的配合下专案组查清了秦加安的亲属情况，秦加安的父亲秦正才、母亲聂江琴均在原籍生活，哥哥秦加平及妹妹秦加红已经离开原籍多年。查清秦加安的亲属情况后侦查员亲自到秦加安的家中向其父母宣传规劝逃犯自首的政策，但秦加安的父母对侦查员的工作并不配合，并未向侦查员提供秦加平及秦加红的相关情况。我队在积极联系当地相关部门对秦加安父母通讯工具进行调取分析的基础上，为了确保万无一失，加紧对秦加安的哥哥秦加平、妹妹秦加红开展工作。
专案组通过SIS查询系统查询北京暂住人口信息发现了秦加平2010年8月在北京市大兴区的一条暂住登记，侦查员立即前往该处，但秦加平已于半年前离开了此处，目前去向不明。虽然并未直接找到秦加平本人，侦查员并未气馁，而是对房主闫成云进行了耐心细致的询问，由于房主年纪较大，对已走房客的基本信息大部分都已记不清，侦查员慢慢地对其进行启发，终于从房主的一个记事本上获取了秦加平的联系方式。经工作，专案组发现秦加平目前在山西省大同市打工，通过调取该号码通话记录及短信情况，专案组很快获取了秦加安的妹妹秦加红的联系方式，并了解到目前秦加红在江苏南京生活的线索。
为了尽快发现逃犯秦加安的线索，经向支队主管领导请示，我队又派出两组精干力量分别前往山西大同和江苏南京，力争从逃犯亲属的动态信息碰撞出逃犯秦加安的线索。
通过对逃犯秦加安三地关系人的通讯工具进行监控及对秦加安三地关系人半年来的通话及短信进行调取分析，专案组从几千条通话记录中发现了一个可疑号码，该号码是秦加安三地关系人的共同关系人，通话规律为：该号码只是每两至三个月左右才分别与秦加平、秦加红等人联系一次，同时专案组通过调取几人的短信发现秦加安的哥哥秦加平在短信中曾多次提到 “家安”，由此专案组果断确定该可疑号码的持机人很可能就是逃犯秦加安。
在相关部门的协助下，我队查明该号码目前在河北省廊坊市附近活动，获此线索后，队长秦文志亲自带队驱车前往河北廊坊对逃犯秦加安进行抓捕。由于该号码为3G号码，且嫌疑人活动范围较广，经常穿梭于北京与河北两地，信息的滞后性造成侦查员总是追着逃犯的踪迹，但却无法实现精确抓捕，加之嫌疑人在通话时大多使用安徽方言，侦查员无法听懂通话的具体内容，对秦加安的抓捕工作具有一定的困难。面对这一困难，我队侦查员并未退缩，队长秦文志果断改变侦查思路，变被动追踪为主动出击。通过对该可疑号的使用情况分析，侦查员发现该持机人自称罗帝缪，个体搞装修，该人在短信中多次提到“航城小区”及一邮箱地址，由此侦查员分析认为逃犯秦加安很有可能使用“罗帝缪”的假身份，暂住在“航城小区”，邮箱地址为其自己使用。
在河北廊坊网监部门的配合下，我们对该邮箱地址进行IP落地查询，很快锁定了“河北省三河市燕郊经济开发区燕京航城小区”这一地址，这与之前专案组的分析完全吻合。
由于秦加安已逃亡14年，秦加安现在的体貌体征与14年前必然有一定的改变，为了确保抓捕工作万无一失，专案组通过梳理秦加安的关系人，选择了一个与其关系“一般”的人切入，做通其思想工作后，让其充当“眼睛”，协助侦查员的抓捕。
2011年11月11日下午，市局相关部门锁定嫌疑人在海淀区中关村海龙大厦附近活动，专案组立即组织警力前往抓捕，但当侦查员到达海龙大厦时，嫌疑人的信号又进入了地铁10号线，由海淀黄庄站向国贸方向移动，由于11月11日是周五，侦查员分析认为嫌疑人很可能周末会回燕郊的暂住地，据此秦文志队长安排一组侦查员在嫌疑人必经之路的公交换乘站进行堵截，但由于周五车流量较大，堵截嫌疑人具有一定的困难，于是秦文志队长又安排另一组侦查员带领“眼睛”在嫌疑人暂住地小区门口设伏，确保万无一失。功夫不负有心人，在经过了两个多小时的蹲守后，侦查员最终于2011年11月11日17时许在河北省三河市燕郊经济开发区燕京航城小区北门外将已伪造假身份的逃犯秦加安抓获。
经讯问，秦加安对1997年10月18日伙同他人因琐事与事主艾言好发生口角，后在朝阳区孙河北皋村将事主扎伤致死的犯罪事实供认不讳。

During the clean-up operation, considering that the criminal suspect has been homesick for many years and is likely to get in touch with his family members during the festival, our team sent a working group to the fugitive Qin Jiaan’s hometown several times before the National Day to carry out work. With the cooperation of the local public security organs, the special case team found out about Qin Jiaan’s relatives. Qin Jiaan’s father, Qin Zhengcai, and mother, Nie Jiangqin, both lived in his hometown. His elder brother Qin Jiaping and younger sister Qin Jiahong had left their hometown for many years. After finding out the situation of Qin Jiaan’s relatives, the investigators personally went to Qin Jiaan’s home to publicize the policy of persuading fugitives to surrender to their parents, but Qin Jiaan’s parents did not cooperate with the investigators’ work and did not provide the investigators with Qin Jiaan’s information. The special case team inquired about the temporary population information of Beijing through the SIS inquiry system and found Qin Jiaping’s temporary residence registration in Daxing District, Beijing in August 2010. The investigators went there immediately, but Qin Jiaping had left the place half a year ago. Current whereabouts unknown. Although Qin Jiaping was not found directly, the investigators were not discouraged, but patiently and meticulously questioned the owner, Yan Chengyun. Since the owner was old, most of the basic information about the tenants who had left was lost. The investigators slowly enlightened it, and finally obtained Qin Jiaping’s contact information from a notepad of the homeowner. After work, the special case team found that Qin Jiaping is currently working in Datong City, Shanxi Province. By retrieving the call records and text messages of this number, the special case team quickly obtained the contact information of Qin Jiaan’s sister, Qin Jiahong, and learned that Qin Jiaping is currently working. Adding clues to Jiahong’s life in Nanjing, Jiangsu.
In order to find out the clues of the fugitive Qin Jiaan as soon as possible, after consulting the leader of the detachment, our team sent two groups of elite forces to Datong, Shanxi and Nanjing, Jiangsu, respectively, trying to collide with the clues of the fugitive Qin Jiaan from the dynamic information of the fugitive’s relatives.
By monitoring the communication tools of the fugitive Qin Jia’an’s contacts in the three places and analyzing the phone calls and text messages of the Qin Jia’an contacts in the past six months, the task force found a suspicious number from thousands of call records. This number is a common relation of persons related to Qin Jia’an and the three places, and the calling rules are as follows: this number is only contacted with Qin Jiaping, Qin Jiahong and others once every two to three months. The person’s text message found that Qin Jiaan’s brother Qin Jiaping had mentioned “Jia’an” many times in the text message, so the task force decisively determined that the person holding the phone of the suspicious number was probably the fugitive Qin Jiaan.
With the assistance of relevant departments, our team found out that the number was currently active near Langfang City, Hebei Province. After getting this clue, the captain Qin Wenzhi personally led the team and drove to Langfang, Hebei Province to arrest the fugitive Qin Jiaan. Since the number is a 3G number and the suspect has a wide range of activities, he often shuttles between Beijing and Hebei. The lag of information causes investigators to always follow the fugitive’s traces, but it is impossible to achieve accurate arrest. In addition, the suspect Most of the calls were in Anhui dialect, and the investigators could not understand the specific content of the calls, which made it difficult to arrest Qin Jiaan. Faced with this difficulty, our investigators did not flinch. Team leader Qin Wenzhi decisively changed his investigation thinking, from passive tracking to active attack. Through the analysis of the use of the suspicious number, the investigators found that the person who held the aircraft claimed to be Luo Dimiao, who was engaged in renovations individually. It is believed that the fugitive Qin Jia’an is likely to use the false identity of “Luo Dimiao” to temporarily live in the “Hangcheng Community” and use the email address for himself.
With the cooperation of the Langfang network monitoring department in Hebei Province, we conducted an IP landing query on the email address, and quickly locked the address “Yanjing Hangcheng Community, Yanjiao Economic Development Zone, Sanhe City, Hebei Province”, which is different from the previous analysis of the task force. It fits perfectly.
Since Qin Jiaan has been on the run for 14 years, Qin Jiaan’s current physical signs must have changed from 14 years ago. In order to ensure that the arrest work is safe, the task force sorted out Qin Jiaan’s related people and selected a person with a relationship with him. “Ordinary” people cut in, and after doing their ideological work, let them act as “eyes” to assist investigators in their arrest.
On the afternoon of November 11, 2011, the relevant departments of the Municipal Bureau identified the suspect as being active near the Hailong Building in Zhongguancun, Haidian District. Line 10 is moving from Haidian Huangzhuang Station to Guomao. Since November 11 is Friday, the investigators analyzed that the suspect is likely to return to his temporary residence in Yanjiao on weekends. After interrogation, Qin Jiaan confessed to the fact that on October 18, 1997, he and others had an argument with the victim Ai Yanhao over trivial matters, and then stabbed the victim to death in Sunhebeigao Village, Chaoyang District.
